61st Provincial Party Executive Committee Conference

On December 25, the 15th Provincial Party Committee held its 61st meeting to approve the results of the collective review of the Provincial Party Committee Standing Committee and individual members of the Provincial Party Committee Standing Committee on the implementation of tasks in 2024; evaluate and classify the quality of the Provincial Party Committee in 2024; and at the same time, give opinions on the draft Summary Report on the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee. Comrade Vu Dai Thang, member of the Party Central Committee and Secretary of the Provincial Party Committee chaired the meeting.

At the conference, the Provincial Party Executive Committee listened to a report on the results of the collective review of the Provincial Party Committee and individual members of the Provincial Party Committee on the implementation of tasks in 2024; and a report on the assessment and classification of the Provincial Party Committee in 2024.

Based on the principles of democracy, objectivity, frankness and constructiveness, the Party Committee unanimously assessed: The report on the results of the collective review of the Provincial Party Committee was prepared seriously, closely, scientifically and elaborately, promoting the spirit of self-criticism and criticism, self-examination, self-correction, improving the substance of the evaluation work with the spirit of democracy, frankness, openness, transparency, solidarity and responsibility. In which, the advantages, shortcomings and responsibilities of the collective of the Provincial Party Committee and each member of the Provincial Party Committee were clearly reviewed; the advantages were assessed, the causes of limitations and shortcomings were clearly analyzed and proposed solutions to promote advantages, overcome limitations and shortcomings in leadership, direction, operation and implementation of tasks.

The Provincial Party Committee affirmed: In 2024, in the context of many difficulties and challenges, a number of issues arising beyond forecast, most recently the historic storm No. 3, the team of key cadres has many fluctuations, but the Provincial Party Committee's Standing Committee is always a collective of solidarity, unity of will and action, steadfastness, steadfastness in goals and consistency. Actively fight to prevent and repel signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" within the Party, associated with promoting the study and following of Ho Chi Minh's ideology, ethics, and style and the fight against corruption, waste, and negativity. The Executive Committee and the Standing Committee of the Provincial Party Committee have closely followed the direction of the Central Government and local practices, correctly and accurately identified the theme of the year's work: "Improving the quality of economic growth; developing culture and people rich in Quang Ninh identity", focusing on leadership and direction, maintaining political - economic - social stability, the trust of people and businesses, achieving important results in many fields.

Although the advantages and results achieved in performing the tasks in 2024 are great, outstanding and essential, with a frank spirit in self-criticism and criticism, the Provincial Party Committee Standing Committee recognizes that there are still limitations, shortcomings and things that have not been done.

Based on the frank recognition of the limitations and shortcomings of 2024, the Standing Committee of the Provincial Party Committee proposed directions and measures to overcome them. Accordingly, in 2025, the Standing Committee of the Provincial Party Committee will continue to uphold the tradition of solidarity, unity of will and action, self-reliance and self-strengthening; innovate leadership methods in the new situation; ensure consistency, stability, inheritance, innovation and development; actively and proactively overcome all difficulties and challenges, promote collective intelligence, and the highest determination in leadership, direction and organization to successfully implement the directions and tasks of 2025 with the theme of the year's work on "Breakthrough in economic development, creating momentum for the new term", fully completing the goals and targets set by the Resolution of the 15th Provincial Party Congress, creating a solid foundation for Quang Ninh and the whole country to enter a new era of development. The focus is to continue to resolutely, comprehensively, synchronously and regularly implement the work of building and rectifying the Party and the political system in terms of politics, ideology, ethics, organization and cadres; focus on directing all levels, sectors and localities to create breakthroughs in socio-economic development, determined to complete the target of economic growth rate of 12% in 2025, total state budget revenue exceeding the target assigned by the Central Government; direct to firmly ensure national defense and security, maintain political stability, social order and safety, and national border sovereignty.

Based on the discussion focusing on evaluating and clarifying the advantages, achievements, causes of shortcomings and limitations in 2024 and the direction and tasks of leadership work in 2025, the delegates voted with 100% of the delegates present agreeing to classify the quality of the Provincial Party Committee in 2024 as "Completing the task well".

On the same day, the Provincial Party Executive Committee listened to and commented on the draft Report summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

The draft report of the Provincial Party Committee submitted to the Provincial Party Committee clearly stated that, in implementing Resolution 18, the province has focused on leading and directing the arrangement and consolidation of the organization and apparatus, streamlining the payroll with high determination and great efforts, which has been recognized by the Central Government. The arrangement of the organization and apparatus has basically overcome the identified limitations and shortcomings; reduced the number of focal points and intermediate stages, and improved the effectiveness and efficiency of operations. To continue to improve the efficiency of the apparatus according to the direction of the Central Government, Quang Ninh will continue to arrange the organization of the agencies and units subject to arrangement according to the direction of the Central Steering Committee, the Provincial Steering Committee and arrange the internal organization of the agencies and units not subject to arrangement.

Accordingly, two agencies under the Provincial Party Committee will be reduced: Merging the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department; ending the operation of the Provincial Cadre Health Care and Protection Department, transferring the task to the Provincial Party Committee's Organization Department, the Department of Health, the Department of Home Affairs and the Provincial General Hospital.

Reduce 3 executive committees and 7 party delegations. Of which, the activities of the Provincial People's Council Party Committee, the Provincial People's Committee Party Committee, the Provincial People's Procuracy Party Committee, the Provincial People's Court Party Committee, the Provincial Fatherland Front Party Committee, the Provincial Women's Union Party Committee, the Provincial Farmers' Association Party Committee, the Provincial Labor Federation Party Committee, the Provincial Veterans' Association Party Committee, and the Provincial Union of Science and Technology Associations will be terminated.

Reduce 3 provincial Party Committees including: Provincial Agencies Party Committee, Provincial Customs Department Party Committee, Provincial Tax Department Party Committee. Establish 2 new Party Committees: Party Committee of Party Agencies, Mass Organizations, People's Council, Judiciary and Government Bloc Party Committee.

Reduce 7 specialized agencies at the department level, accordingly, the Department of Planning and Investment and the Department of Finance; the Department of Transport and the Department of Construction; the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; the Department of Information and Communications and the Department of Science and Technology; the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs; the Department of Culture, Sports and Tourism; the Provincial Traffic Construction Investment Project Management Board and the Provincial Agricultural and Rural Development Construction Investment Project Management Board will be merged.

Reduce 60 department-level focal points for departments, agencies and branches. At the district level, 39 specialized departments and offices will be reduced.

Concluding the conference, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, emphasized that the results achieved by Quang Ninh province in 2024 are very important. Regarding the summary report of Resolution 18, the Provincial Party Secretary emphasized: Streamlining the apparatus to ensure effectiveness and efficiency is a major policy, requiring high determination from the entire political system and must be implemented resolutely, strongly, impartially and objectively.
