Lang Son Provincial Lawyers Association held the 6th Congress of Delegates

The Congress has the task of summarizing the association's work for the 2019-2024 term, determining the direction and tasks of the work, and electing the Executive Committee for the 6th term for the 2024-2029 term.

Attending and directing the Congress, on behalf of the Central Committee of the Vietnam Lawyers Association, there were Dr. Tran Cong Phan - Deputy Secretary of the Party Committee, Vice President, General Secretary of the Vietnam Lawyers Association; Mr. Luong Mai Sao - Member of the Standing Committee, Head of the Organization and Personnel Department; Mr. Duong Dinh Khuyen - Deputy General Secretary, Head of the Legal Consulting and Legal Aid Department.

On the side of Lang Son province, there were Mr. Hoang Van Nghiem - Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Mr. Doan Thanh Son - Vice Chairman of the Provincial People's Committee; Mr. Dinh Duc Chinh - Chief of the Provincial Party Committee Office; Mr. Sai Van Dong - Director of the Department of Justice, and representatives of departments and branches of Lang Son province.

Also attending the congress were members of the Executive Committee, Standing Committee and over 120 delegates who are members of the Lang Son Provincial Lawyers Association elected by the association at all levels to attend the congress.

Presenting the summary report of the association's work for the 5th term, 2019-2024 term, and the direction and tasks for the 6th term, 2024-2029 term, Lawyer Vu Quang Hung - Vice President of the Lang Son Provincial Lawyers Association assessed that during the past term, all levels of the association and members of the Provincial Lawyers Association have strived in all aspects of work and basically completed the Resolution of the 5th Provincial Lawyers Association Congress. All members promoted the spirit of responsibility, solidarity and continuous efforts to build an increasingly strong association, cultivate moral qualities, be exemplary and responsible for work.

The Association's activities have been increasingly developed and the quality of its activities has been improved. The Association has done a good job in providing comments on the drafting of central legal documents, as well as providing comments and evaluating local legal documents. It has focused on promoting legal consultancy and legal aid.

Continue to effectively carry out the work of disseminating and educating the law for members and officials, especially for people in communes in particularly difficult areas, innovate the content and form of disseminating the law, create opportunities for many people to access the Party's guidelines and the State's legal policies, implement the policy of socializing the work of disseminating and educating the law throughout the province, contributing to raising people's awareness of law observance, maintaining local social order and safety.

During the last term, the Lang Son Provincial Bar Association also actively participated in judicial reform, law enforcement supervision, paid attention to the development of the association and its members, cared for and protected the legitimate rights and interests of its members, and encouraged its members to enthusiastically complete their assigned tasks. The Provincial Bar Association was given attention to arranging a working office, supporting funding to maintain the association's activities and perform assigned tasks, ensuring that the association successfully completed its assigned tasks.

In addition to the outstanding results, the Vice President of the Lang Son Provincial Lawyers Association also frankly assessed that the activities of some branches were not regular and the effectiveness was not clear. The advisory and proposal work of the associations at all levels to the Party Committee and the government was still limited, so the leadership and direction of the superiors on the work of the Lawyers Association in some places and at times was not paid attention to.

The work of developing the association and its members is still slow compared to the conclusions and directives of the Central Government and the plan of the Provincial People's Committee. The coordination and combination of the association's activities with agencies, departments, branches and organizations is not regular, so it has not created a widespread effect in the association's work, and the work of disseminating and popularizing the law in enterprises is still limited.

Regarding the direction and key tasks in the 2019-2024 term, Lawyer Vu Quang Hung said that the slogan of the Lang Son Provincial Lawyers Association is: "Solidarity, creativity, focusing on grassroots activities, and excellently completing assigned tasks".

Accordingly, the associations at all levels proactively advise and propose innovative initiatives on association activities to the Party Committee and the government in the process of performing the association's tasks. Continue to innovate the methods and content of activities, promote well-done aspects of work such as participating in the development of central laws, contributing ideas to the development of local legal documents; strengthen propaganda, dissemination of legal education, legal advice and assistance; participate in judicial reform, supervise law enforcement, participate in resolving complaints, and grassroots mediation.

Speaking at the congress, Mr. Hoang Van Nghiem - Standing Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lang Son province emphasized that in recent years, the Party Committee, government and people of all ethnic groups in Lang Son province have united, overcome difficulties and challenges, and strived to achieve important and comprehensive achievements in all fields. Contributing to the overall development of the province are the continuous efforts of the Lawyers Association at all levels in the province in performing assigned tasks.

The association at all levels has promoted the spirit of solidarity and creativity, participated in law-making, propaganda, dissemination of legal education, legal consultancy, legal aid, participated in supervising law enforcement, protecting justice, judicial reform; actively responded to patriotic emulation movements...

In the coming time, the Standing Deputy Secretary of the Lang Son Provincial Party Committee suggested that the Provincial Lawyers Association should step up the dissemination of the Party's guidelines and policies, the State's policies and laws to all classes of people, especially ethnic minority areas, remote areas, border areas, and places where people's legal awareness is limited.

Continue to strengthen and develop the association; replicate the model, establish branches of the lawyers' association in agencies and units when conditions permit. Promote the role of members of the Lawyers' Association in legal consultancy, legal aid, mediation at the grassroots level, and provide opinions on policy and law making; actively participate in judicial and administrative reform activities. Proactively advise the Party Committee and the government to undertake tasks appropriate to the role of the Association.

On behalf of the Central Committee of the Vietnam Lawyers Association, speaking at the ceremony, Dr. Tran Cong Phan - Deputy Secretary of the Party Committee, Vice President, General Secretary of the Vietnam Lawyers Association acknowledged, commended and highly appreciated the results of the implementation of political tasks, all aspects of work, and the development of both organization and operation of the Lang Son Provincial Lawyers Association in the past term. The activities of the association at all levels have promoted the spirit of proactiveness, innovation, creativity, closely following the practical situation, in accordance with the principles and purposes, making an important contribution to the implementation of political tasks and socio-economic development in Lang Son province.

Agreeing with the summary report of the work of the Lang Son Provincial Lawyers Association, Dr. Tran Cong Phan noted a number of key tasks that the association at all levels should focus on promoting in the coming term.

Specifically, it is necessary to continue to thoroughly grasp and raise awareness of the position, role and responsibility of the Vietnam Lawyers Association - a political, social and professional organization operating under the leadership of the Party, managed by the State and assigned tasks by the Party and the State. This is the consistent spirit affirmed by the Party and the State throughout the process of building and developing the Vietnam Lawyers Association, especially recently the Politburo issued Directive No. 14-CT/TW dated July 1, 2022 on strengthening the Party's leadership over the Vietnam Lawyers Association in the new situation.

Dr. Tran Cong Phan suggested that the Provincial Bar Association, in coordination with relevant departments, branches and sectors, proactively advise the Party Committee and the government on promoting the role of the Bar Association in implementing local political tasks, especially in arranging offices, allocating staff, regular operating expenses and assigning tasks, in accordance with the spirit of Directive No. 14 of the Politburo.

The Vice President of the Vietnam Bar Association also requested that the Bar Associations at all levels in Lang Son province continue to promote the spirit of initiative and creativity, boldly propose to local Party committees and authorities on the implementation of tasks and work that can be undertaken as well as promptly remove difficulties and obstacles in operations in the spirit of "proactively accepting work and completing that work well to affirm the brand and capacity of the Bar Association".

In particular, it is necessary to pay attention to continuing to build, consolidate and perfect the organization of the Association at all levels, especially the establishment of new district associations and the development of new members. Dr. Tran Cong Phan emphasized that the space and potential for organizational development of the Lang Son Provincial Lawyers Association is still very large, so it is necessary to take advantage of opportunities and gain support from the Party Committee and local authorities to make the Association increasingly strong and widespread. This will be the core force, playing a very important role in the process of building a socialist rule-of-law state.

The Executive Committee of the Lang Son Provincial Bar Association, Term VI, was introduced to the congress.

The Congress elected the Executive Committee for the 6th term of 2024 - 2029 with 19 members. The new Executive Committee held its first meeting to elect the Standing Committee, Chairman and Vice Chairmen. Lawyer Vu Quang Hung - Deputy Director of the Department of Justice was elected Chairman of the Lang Son Provincial Lawyers Association for the 6th term. The Congress also elected delegates to attend the National Congress of the Vietnam Lawyers Association and passed the Resolution of the Congress .
