Talks between Ninh Binh province and Oudomxay province

On the side of Udomxay province, there were comrades: Bun-Khong-La-Chiem-Phon, Alternate Member of the Central Executive Committee of the Lao People's Revolutionary Party, Secretary, Governor of Udomxay province; comrades of the Standing Committee of the Provincial Party Committee, Chairman of the Lao Front for National Construction, leaders of the People's Council, a number of departments, branches, sectors, and the Vietnamese Association of Udomxay province.

Talks between Ninh Binh province and Udomxay province — Provincial Party Secretary Doan Minh Huan delivered a welcome speech at the meeting.

In his welcoming speech, Secretary of the Provincial Party Committee Doan Minh Huan expressed his pleasure to welcome and work with the delegation of Udomxay province, and emphasized: Over the years, the friendly and cooperative relationship between Ninh Binh province and Udomxay province has been continuously strengthened, consolidated and achieved positive results. The two sides regularly exchange information and situations; pay attention to important political and social events of each side; promote and facilitate cooperation in all fields; and propagate to the people to have a deep awareness of the friendly relationship between the two provinces.

The Provincial Party Secretary said: Ninh Binh province has been approved by the Prime Minister for the 2021-2030 Provincial Planning, with a vision to 2050, with the goal of becoming a civilized, modern, smart, centrally-run city with its own identity, on par with heritage cities and creative cities in the world. With the spirit of innovation, solidarity, "determination", "resoluteness", "determination to do", Ninh Binh province will focus on directing the rapid implementation of plans, action programs, and projects to concretize the Prime Minister's Decision approving the Planning.

In addition to the direction and support of the Central Government, ministries, departments, branches and provinces of Vietnam, Ninh Binh province hopes to receive the support and sharing of the Party Committee, government, people and enterprises of Udomxay province to contribute to building Ninh Binh province to become more and more prosperous and civilized.

The Provincial Party Secretary hoped that at the meeting, the two sides would discuss and clarify solutions to continue expanding comprehensive cooperation, coordinate information exchange in the fields of socio-economic development; effectively implement the Memorandum of Understanding signed between Ninh Binh province and Udomxay province, contributing to strengthening and developing the friendship and cooperation between the two sides, promoting the special relationship between Vietnam and Laos.

The Provincial Party Secretary affirmed: The Party Committee and government of Ninh Binh province always attach importance to and do their utmost to preserve and promote the cooperative, friendly, loyal and pure relationship between Ninh Binh province and Udomxay province forever.

Speaking at the meeting, Secretary and Governor of Udomxay Province Bunkhonglachiemphon respectfully thanked Ninh Binh Province for its warm welcome, respect, solidarity, friendship and brotherhood for the delegation. Congratulating the outstanding achievements of the Party, State of Vietnam and Ninh Binh Province in the past time, Secretary and Governor of Udomxay Province also provided general information about the history, geographical location, socio-economic development, Party building work, potentials, strengths and investment attraction orientation of Udomxay Province in the coming time.

Emphasizing the cooperative relationship between Ninh Binh and Udomxay provinces, Comrade Bun Khong La Chiem Phon said that the cooperation has become increasingly effective and comprehensive in all fields. In particular, Ninh Binh province has helped Udomxay province develop its socio-economy, especially in the field of education and training. Many students from Udomxay province, after being trained at Hoa Lu University, graduated and returned to their hometowns, have made good use of the knowledge they have learned, gradually matured, and contributed to the socio-economic development of the locality.

On this occasion, on behalf of the Party Committee, government and people of Udomxay province, the Secretary and Governor expressed his deep gratitude to the leaders and people of Ninh Binh province for their support and assistance to Udomxay province over the past time. At the same time, he hoped to continue receiving the cooperation of Ninh Binh province and welcoming businesses from Ninh Binh province to Udomxay to seek and expand cooperation opportunities, contributing to promoting socio-economic development. At the same time, he respectfully invited the Secretary of the Provincial Party Committee and the delegation of Ninh Binh province to visit and work in Udomxay province at an appropriate time.

At the meeting, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, gave an overview of the history, geographical location, and socio-economic development achievements of Ninh Binh province in recent years. He stated: With the consistent viewpoint and strategy of "Fast, sustainable and harmonious" development, economic growth is always associated with cultural and social development, ensuring fairness, social progress, and protecting the ecological environment, Ninh Binh always attaches importance to promoting natural resources and cultural resources throughout the process of renewing the growth model and restructuring the economic sector.

After more than 30 years of re-establishment, Ninh Binh province has achieved many great achievements. The economic growth rate remains high, higher than the national average, and the locality has the 12th highest per capita income in the country. Since 2022, Ninh Binh has become a province with a self-balancing budget and has a central budget. Industry has developed in a sustainable direction, becoming one of the three modern automobile mechanical industry centers in the country. Agriculture has developed in an organic, clean, ecological, and circular direction. The province is striving to complete the task of building a new rural area by 2025. Tourism and services have developed strongly, with the second highest growth rate in the country, in the top 15 destinations in the world...

The Chairman of the Provincial People's Committee also emphasized a number of strategic goals and tasks according to the provincial planning for the period 2021 - 2030, with a vision to 2050, in which Ninh Binh strives to basically meet the criteria by 2030 and by 2035 become a centrally-run city with the characteristics of a millennium heritage city and a creative city. Building a strong, clean and comprehensive Party and political system, developing the economy, prosperous society, and happy people.

The Chairman of the Provincial People's Committee also said: Implementing the Memorandum of Understanding on cooperation program between the two provinces signed on October 9, 2011, over the past 13 years, Ninh Binh and U-Dom-Xay provinces have organized 8 high-level delegation exchanges, conducted cooperation in many fields, bringing practical results, contributing to the socio-economic development of each locality.

The highlight is the cooperation program on education and human resource development. Each year, Ninh Binh province supports training for overseas students of Udomxay province at Hoa Lu University and Udomxay province supports training for overseas students of Ninh Binh province at the National University of Laos. In particular, the good cooperative relationship between the Party Committee, government and people of the two provinces has been highly appreciated by the leaders of the Lao Party and State, considering this a vivid demonstration reflecting the special friendship and solidarity between Vietnam and Laos from the perspective of local cooperation.

Within the framework of the meeting, the delegations of Ninh Binh and U-Dom-Xay provinces exchanged information and clarified the potentials, strengths, and strategic orientations of the two localities in the coming time.

Concluding the meeting, Ninh Binh Provincial Party Secretary Doan Minh Huan affirmed that Ninh Binh Province always highly appreciates the significance and importance of the friendly and cooperative relationship with Udomxay Province in recent years; hoping that the two localities will continue to pay attention to directing all levels and sectors to effectively implement the contents signed in the Memorandum of Understanding on the cooperation program between the two provinces, thereby raising the comprehensive cooperation between the two provinces to a new level.
