Support Ba Long commune to effectively build new rural areas

As a member of the Steering Committee for the national target programs of Quang Tri province for the period 2021-2025, in the past time, along with professional activities, the Branch of the Vietnam Bank for Social Policies (VBSP) of Quang Tri province has done a good job of sponsoring and supporting Ba Long commune (Dakrong district) to build new rural areas (NTM) according to the assignment of the province, achieving many important results.

In the process of implementing the construction of the new rural areas, the Provincial People's Committee has assigned provincial departments, branches, unions, central agencies, units, and enterprises located in the area to support especially disadvantaged and mountainous communes to implement the construction of the new rural areas. The provincial branch of the Vietnam Bank for Social Policies was assigned to support and sponsor Ba Long commune to implement this meaningful program.

Vice Chairman of Ba Long Commune People's Committee Ho Van Kham said that the commune has more than 3,900 people living in 6 villages, the main economic activity is agriculture and forestry. In recent times, although the Party and State have paid attention to investment and development, people's lives are still facing many difficulties.

According to regulations, to meet the NTM standard in 2025, the average income is 48 million VND/person/year. Specifically, the average income per capita/year by the end of 2023 of Ba Long commune will reach 39 million VND, and is expected to reach 45 million VND by the end of 2024. Income is one of the important criteria, playing a driving role in completing other targets and criteria in NTM construction.

In addition to infrastructure such as transportation, schools, and cultural facilities that are being gradually invested in and built synchronously, Ba Long commune needs large investment resources, support, and sponsorship from units to gradually increase people's income. In response to these requirements, the Provincial Social Policy Bank Branch has enthusiastically helped Ba Long commune, so the commune has achieved many important results in the process of building a new rural area.

Director of the Provincial Social Policy Bank, Tran Duc Xuan Huong, said that assigned to support Ba Long commune in building new rural areas in the 2021-2025 period, the branch regularly monitors and promptly resolves difficulties in the implementation process in many forms such as: working directly in the locality; directing the Dakrong District Social Policy Bank Transaction Office and credit officers in charge of Ba Long commune to regularly grasp the situation of new rural area construction in the locality to promptly have plans and support measures.

In particular, the branch has prioritized policy credit capital for localities with high rates of poor and near-poor households; localities with difficult economic conditions, striving to meet NTM standards. In the period of 2021-2023, as soon as the Vietnam Bank for Social Policies assigned the annual capital plan, the branch promptly advised superior agencies to allocate capital to localities.

Specifically, Dakrong district was allocated 205 billion VND, while Ba Long commune was given priority to allocate policy credit loans of up to 25 billion VND, accounting for more than 12% of the total capital allocated to the district. From this loan source, Ba Long people have had more resources to organize production and develop the economy effectively.

In particular, of this total capital, the Provincial Branch of the Vietnam Bank for Social Policies has prioritized the allocation of 5 billion VND in loans to support job creation, maintenance and expansion. The Branch has also supported the upgrading of the "Country Road Light" power line worth 40 million VND in Ha Luong village, a village striving to reach the model NTM target by 2024.

Thanks to the meaningful support of the Provincial Social Policy Bank Branch, units and the drastic participation of the locality, the high consensus of the people, up to now, Ba Long commune has achieved 14/19 criteria for building a new rural commune; the unmet criteria include: housing, income, production organization... Therefore, the branch continues to coordinate with Ba Long commune, Dakrong district and related departments, branches and sectors to supplement resources and solutions for each unmet criterion to continue to ensure the right progress, helping Ba Long commune complete the criteria to meet the new rural standards by 2025.

The criteria for production organization are always related to the income criteria. When production and consumption of products are good, people will have jobs, increase income, life will be more secure, and average income per capita will increase.

Therefore, in order for Ba Long commune to reach the goal of a new-style rural commune by 2025, the Provincial Branch of the Vietnam Bank for Social Policies requests the Provincial People's Committee and departments, branches and sectors to pay attention to coordinating with the branch, especially the Department of Rural Development, to support the commune in terms of resources and expertise to achieve this criterion according to the roadmap.

Specifically, create conditions to help and support policies according to the Law on Cooperatives (Cooperatives) and open training courses to improve the capacity and qualifications of the management boards of Thien Phuc and Ngoc Ho Cooperatives for sustainable and effective development. Support and guide policies and documents for cooperatives to effectively implement projects linking the value chain of peanut products and peanut oil production and processing, towards completing documents to turn peanut oil products into OCOP products.

Support and facilitate joint ventures and partnerships with businesses and companies to turn Ba Long commune's key products such as peanuts, peanut oil, and beans into organic goods, quality products, competitive enough in the market, avoiding traders forcing down prices during the harvest season. Support preferential loan policies so that cooperatives have access to capital to expand investment and development. Especially support finding markets to work abroad under safe and effective contracts; strengthen training and capacity building for community agricultural extension teams to operate well.

According to Ms. Tran Duc Xuan Huong, up to now, social policy credit at the Social Policy Bank of Quang Tri province has covered 125 communes; with 1,836 savings and loan groups, with more than 74 thousand poor households and other policy beneficiaries still having outstanding debts, accounting for more than 40% of the total number of households in the province.

With 18 credit programs, the total outstanding debt reached VND 4,459 billion, an increase of VND 1,432 billion compared to 2020; the average annual growth rate reached more than 16%. Social policy credit creates conditions for households to develop production and business, contributing to improving and stabilizing the lives of the poor, supporting people's essential needs in daily life.
