The elements of the startup ecosystem have fully performed functions such as advising, supporting, reviewing, and consulting on startup ideas and plans; creating capital sources for lending, supporting interest rates for individuals, organizations, and businesses with feasible startup plans and ideas; organizing startup competitions from the grassroots level, organizing forums, seminars, training courses, promoting the movements "Youth startups", "Women startups", "Student startups" through competitions and contests. In addition, investing, calling for capital, consulting, supporting the development of startup ideas and plans; supporting technical infrastructure conditions, resources, and necessary services for startups in the early stages of establishment.

To date, the province has had 88 ideas and plans recognized by the Provincial People's Committee to participate in the province's startup ecosystem. The plans and ideas focus on 5 areas: Agriculture, forestry, and fishery 46 ideas; tourism and services 12 ideas; industry and construction 7 ideas; information technology and communications 13 ideas; supporting industry, mechanics, and automation 3 ideas... Of which, there have been 32 ideas and plans to establish innovative small and medium-sized startups.

The start-up journey of enterprises faces many challenges in accessing preferential capital sources; investment costs for infrastructure and equipment are limited, lacking uniformity, and not meeting the requirements to support the application of technical regulations, standards, and processes; lack of high-quality human resources, untrained human resources, lack of knowledge and skills in financial management, production management, quality management, etc.; competition from competitors in the market; limited innovation factors, and products mainly in the agricultural sector are not differentiated.

Understanding the difficulties of start-up businesses, the provincial Department of Science and Technology has supported 4 businesses in procedures for establishing, transferring, exploiting and protecting domestic intellectual property rights, consulting costs for building patent descriptions, industrial design drawings and brand identity systems. Supported 3 innovative start-up businesses to carry out procedures on standards, technical regulations, measurement, quality, and building a food safety management system according to ISO 22000:2018 standards. Provided training on skills and knowledge of starting a business and starting a business for 155 businesses and lecturers of vocational schools and general schools. Thereby, helping businesses gain more knowledge to limit risks in the start-up process, develop business in a sustainable and long-term direction; at the same time, improving the capacity of trainers for the team working in start-up support. Support 14 businesses to participate in trade promotion exhibitions, connecting supply and demand; thereby helping startups to exchange, expand markets, improve and cooperate in technological innovation, connect with national startup networks, funds, partners and investors.

Every year, the Department of Science and Technology of the province has sent documents to fund sources requesting support for preferential interest rate loans to create conditions for plans and start-up enterprises to develop production and business. From a loan of 1 billion VND from the Provincial Science and Technology Development Fund, Ban Ca Cao (Da Huoai) enterprise has purchased machinery and equipment for chocolate production processes and built a brand. Also from the Lam Dong Provincial Start-up Support Fund with a loan of 300 million VND/enterprise, enterprises in Da Lat have developed products, promoted trade, and affirmed the brand of typical agricultural products of Da Lat in the market...

Continuously building and developing the province's startup ecosystem, in the coming time, Lam Dong Department of Science and Technology will continue to effectively organize innovative startup activities, taking startups as a driving force for small and medium enterprises. Coordinate to build and perfect startup support policies; build business incubators, create shared workspaces. Support innovative startups, create conditions for lending capital for startup ideas and plans; learn from models of applying advanced technology in production. Startup support activities have created a solid foundation to improve productivity, quality, and competitiveness of enterprises, and develop key products of the province.
