Housing is one of the three most basic, essential and core needs of each person, especially poor households in ethnic minority and mountainous areas. Therefore, in recent years, our Party and State have always paid attention to the housing issue for the people, especially poor households in rural areas, areas affected by natural disasters, storms, and floods in ethnic minority and mountainous areas. With many practical and effective solutions, after nearly 4 years of implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021 - 2030; Phase I: From 2021 - 2025 (abbreviated as National Target Program 1719), Giong Rieng district, Kien Giang province has focused on effectively implementing the component projects of the Program. Thereby, timely support for ethnic minorities to gradually stabilize their lives, have more opportunities to access high-quality services, and their spiritual life has also been significantly improved. The housing support policy in Project 1, National Target Program 1719 has profound humanistic significance and is close to the actual needs in ethnic minority areas.

According to the Ministry of Labor, War Invalids and Social Affairs, through review, currently, the whole country still has about 400,000 temporary houses, dilapidated houses, which do not ensure "3 hard" (hard foundation, hard frame - wall, hard roof) or lack quality.

To contribute to solving the housing needs of poor households in ethnic minority and mountainous areas and poor and near-poor households in poor districts approved by competent authorities, in the period of 2021 - 2025, there are currently 2 National Target Programs (NTPs) with the content of supporting housing for poor and near-poor households in difficult circumstances. These are the NTP for socio-economic development in ethnic minority and mountainous areas for the period of 2021 - 2030, phase 1 from 2021 - 2025 (NTP 1719) and the NTP for sustainable poverty reduction for the period of 2021 - 2025.

According to the Ministry of Labor, War Invalids and Social Affairs, there are currently more than 153,000 temporary houses in the country, dilapidated at different levels; it is estimated that to support households with 50 million VND/household to build new houses, 25 million VND for households to repair houses, the whole country needs more than 6,500 billion VND.

In Thanh Hoa, to implement the housing support content in Project 1, National Target Program 1719, Thanh Hoa Provincial People's Committee issued Decision No. 2079/QD-UBND on "Housing support project for poor and near-poor households in mountainous districts of Thanh Hoa province". The project is implemented in 6 poor districts: Lang Chanh, Thuong Xuan, Ba Thuoc, Quan Hoa, Quan Son, Muong Lat. According to the project, in 2023, Thanh Hoa province will support about 40% of the subjects; in 2024 about 30% of the subjects and in 2025 about 30% of the subjects. The total capital to implement the project is 263.08 billion VND. If by 2025, Thanh Hoa completes the plan to disburse 100% of the capital in the housing support content, there will be 6,577 poor households and ethnic minority households with housing difficulties to settle in "3-hard" houses. That is not a small number, greatly affecting the lives of poor households in ethnic minority areas.

In An Giang province, with the motto "State support, households do it themselves", newly built houses have contributed to creating motivation for ethnic minority households with difficult circumstances in mountainous, remote and isolated areas to settle down, find work, and gradually stabilize their lives.

After nearly 4 years of implementing the National Target Program 1719, An Giang province has planned and arranged resettlement for 2,400 households in 9 communes of Tri Ton district and 1,940 households in 9 communes of Tinh Bien town with a total cost of more than 287.2 billion VND. Thereby, it has helped Khmer people live more conveniently. In addition, An Giang has invested in building 5,420 concentrated houses in Tri Ton district and Tinh Bien town for ethnic minority households who benefit from housing support policies in Project 1.

In Gia Lai province, up to now, the whole province has 3,425 households benefiting from housing support policies under Project 1. Of which, each newly built house is supported by the central budget with 40 million VND, the provincial budget with 4 million VND and can borrow an additional 40 million VND in preferential capital from the Social Policy Bank.

Thanks to the State’s support programs and policies, tens of thousands of poor ethnic minority households across the country have been able to settle down in “3-hard” houses. However, according to the Ministry of Labor, War Invalids and Social Affairs, there are currently about 400,000 temporary and dilapidated houses nationwide that do not meet the “3-hard” requirements or lack quality.

At the Program to launch support for eliminating temporary and dilapidated houses nationwide with the theme "Warm home for my compatriots" (October 5), Prime Minister Pham Minh Chinh called on the entire Party, the entire people, the entire army, the entire political system and the business community to join hands, unite, accelerate and make further breakthroughs in joining hands to eliminate all temporary and dilapidated houses with the spirit of "Whoever has something to contribute, whoever has property to contribute, whoever has merit to contribute, whoever has a lot to contribute a lot, whoever has little to contribute a little" so that all people can live in prosperity, happiness, in national love, compatriotism and no one is left behind in the era of national development.
