On the morning of February 16, according to information from the Finance and Planning Department of Vinh City People's Committee (Nghe An), up to now, nearly 300 people have submitted applications to register to establish a business household to organize extra classes.
“After the Ministry of Education and Training issued Circular 29, the number of people submitting applications to establish business households increased dramatically, to date there are nearly 300 applications,” informed a representative of the Finance and Planning Department of Vinh City People's Committee.
On February 14, Circular 29 of the Ministry of Education and Training regulating extra teaching and learning took effect. In Nghe An, the suspension of extra teaching and learning in schools has been strictly implemented since after the Lunar New Year. At the same time, schools are also discussing solutions to organize tutoring and review sessions for students, especially for final year students.

Nghe An Department of Education and Training has also directed schools to review and re-calculate teachers' teaching hours, assign teachers to teach final grades to ensure the prescribed quota, and, based on the wishes of parents and students, arrange teachers to teach free review courses for graduation exams for students.
In case teachers teach extra hours for graduation exams, schools must balance and arrange funds to pay for benefits according to regulations.
In particular, review work for final year students must be focused on, improving students' knowledge so that they can achieve the best results.
Mountain school offers free tutoring for students
Que Phong High School (Que Phong district, Nghe An) has nearly 1,800 students, including nearly 600 12th graders. In preparation for the 2025 High School Graduation Exam, the school decided to organize extra tutoring for students.
Mr. Nguyen Hong Tu, Vice Principal of the school, said that in order to prepare the best mindset for students, the school encourages teachers to continue tutoring students in the afternoons. The teaching will be free of charge. In addition, the school has also adjusted some class schedules. It is expected that the morning will be shortened from 5 periods to 4 periods. Subjects such as physical education and experiential activities will be moved to the afternoon.
“Due to the characteristics of the mountainous district, many students are in difficult circumstances, so the school teachers volunteer to teach them for free. In previous exam seasons, in addition to teaching in the afternoon, teachers also provided free tutoring for students in the evening so as not to interrupt their studies,” said Mr. Tu.
