In order to reduce administrative burdens, improve management efficiency and facilitate businesses, many administrative procedures in the field of aquaculture and irrigation works have been reviewed and proposed for timely simplification. For example, for aquatic breeding and breeding facilities, the procedures for granting and re-granting certificates of eligibility for operation have been proposed to be adjusted in the direction of eliminating the requirement to submit a statement explaining the facility's conditions. This helps reduce duplication with documents in the dossier, saving 16.67% of costs compared to before. The procedure for granting aquaculture licenses within the protection area of irrigation works under the licensing authority of the Hue City People's Committee has also been adjusted in the direction of not requiring submission of a copy of the enterprise registration certificate, helping to reduce 11.11% of costs for people and businesses.
These are two of many administrative procedures proposed by the city's agricultural sector to be cut down in order to simplify administrative procedures. According to statistics, last year, the Department of Agriculture and Environment proposed to cut down and simplify 30 administrative procedures, reaching the highest rate compared to other departments and sectors in the city.
In the field of transportation, there have also been notable adjustments to enhance the application of digital technology and facilitate people. Specifically, for the procedure of issuing registration certificates and license plates for specialized motorbikes for the first time, the Department of Construction has proposed accepting electronic invoices instead of originals, helping to reduce costs by 28.86% and minimize unnecessary paperwork. Digitizing documents in this field not only helps reduce processing time but also minimizes errors and loss of documents during the implementation process.
The construction sector has also witnessed changes with increased information transparency and the application of digital technology in planning management. Accordingly, it has been proposed to adjust the procedures for providing planning information at all levels towards integrating information lookup via VNeID accounts and applying electronic invoices, helping to reduce costs by 66.67%. This is an important step to modernize the provision of planning information, helping people easily access information without having to go directly to the management agency, while limiting the situation of "asking - giving" in handling procedures.
The judicial sector has also recorded significant changes to streamline administrative processes. Specifically, the authority to handle the procedure of merging notary offices has been transferred from the City People's Committee to the Department of Justice, helping to shorten the processing time from 35 days to 20 days. According to the assessment, this decentralization not only helps reduce the burden on the City People's Committee but also ensures higher expertise in the process of handling documents, creating maximum convenience for people and businesses that need to merge notary offices.
According to the Standing Vice Chairman of the Hue City Party Committee, Nguyen Thanh Binh, reviewing, reducing and simplifying records, procedures and time for handling administrative procedures under the management authority is an important goal that the City People's Committee has always focused on directing the implementation of in order to innovate and reform the administrative system for the satisfaction of organizations and citizens. Last year, the city completed 100% of the planned targets. Notably, in addition to the key areas, departments and localities also expanded the review to the fields of irrigation, inland waterways, construction and religion.
The results showed that 62 administrative procedures in 11 areas were proposed for simplification, while 14 related legal documents were recommended for amendment. These changes are expected to reduce compliance costs by 42%, contributing to improving the business environment and enhancing the quality of service to the people. This is an important step in the administrative reform roadmap of Hue city. These reforms not only help to make the procedure settlement process transparent but also create maximum convenience for people and businesses.
“The city will continue to monitor, evaluate and expand reforms in many other areas to build a more modern, professional and effective administration,” affirmed Permanent Vice Chairman of the City People's Committee Nguyen Thanh Binh.
