Realizing Quang Nam province's planning, the root is still the staff

Recently, in exchanges and information with the press, Chairman of the Provincial People's Committee Le Tri Thanh said that the Provincial Planning is persistent in the goal of green growth and sustainable development. In the future, Quang Nam will have to be an important growth pole of the Central Highlands with logistics centers, multimodal transportation; international-class tourism center; pharmaceutical industry center, deep processing of agricultural and forestry products, silica at national level; high-quality human resource training center.

Such good goals, plans, and aspirations are what everyone wishes for and expects. But to realize the vision, the “big dream” as mentioned in the Provincial Planning is a long process, must continue with the highest determination, must act continuously, act positively, and responsibly as Uncle Ho taught at the emulation congress “High productivity, good quality, high savings” in the whole North, on February 12, 1965: “To ensure the emulation movement to win gloriously, two things are needed: One is that cadres and workers must be imbued with revolutionary ethics, sense of responsibility and spirit of collective mastery; two is that for every 10 parts of the plan, measures must be 20 parts and determination must be 30 parts”.

To implement the plan, I think we must determine the noble mission of the entire political system under the leadership of the Provincial Party Committee and best promote the strength of the entire people. We need to be "awake" to correctly identify where the opportunities are, where the challenges are, and where the bottlenecks need to be removed. We must do everything to make the inside and outside peaceful, "First call, then support", "One call, all respond", "Unanimity from top to bottom", "Consistency across the board"; to have "Heaven's time, favorable terrain, and harmony between people"...

To achieve high results, the Provincial People's Committee must develop feasible projects and work programs, not general or perfunctory. Each year and each stage must have a plan for inspection, supervision, interim and final review to draw experience and make timely adjustments.

After all, the most important thing, first and foremost, is the cadres who dare to think, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, and dare to act for the common good.

Quang Nam, after the "unsatisfactory events" in recent times, needs to quickly "heal" to strengthen confidence, stabilize ideology, and arouse positive energy and aspirations throughout the province for a bright, prosperous Quang Nam in the future.

Timely arrange and consolidate the staff on the basis of selecting and assigning truly talented, virtuous, honest, dedicated people who truly serve the country and the people to leadership positions in the political system.

Resolutely say no to all manifestations of seeking positions, power, and localism; eliminate unhealthy "familial relationships" to build a team of cadres worthy of being public servants, because "cadres are the root of all work" and "all successes or failures depend on good or bad cadres".

At the same time, it is necessary to do a good job of policy communication on new communication methods, along with building a team of human resources doing policy communication work in localities and units with capacity, expertise, dedication and morality to ensure professional and effective operations to open up great resources, create great strength and high efficiency in policy implementation; bring policies into life. This is also a bottleneck that needs attention.

I am impressed and remember very well the directive speech of Deputy Prime Minister Tran Luu Quang at the announcement ceremony of the Provincial Planning: “…I hope that on the one hand, the locality will soon overcome shortcomings, while at the same time maintaining a strong and determined mindset to make a breakthrough in the coming time as desired in the Provincial Planning. I believe and expect a breakthrough development of Quang Nam in the coming years”.

Indeed, for every 10 parts of the plan, measures must be 20 parts and determination must be 30 parts. Uncle Ho's teachings in the past still hold true in today's modern life, reminding us to act together, act resolutely and responsibly so that the Provincial Planning does not stop at good writing or good numbers, but must be the reality of a happy and peaceful life for everyone, every family, that is the core value, the goal to aim for.

We firmly believe that the Provincial Planning as well as the new policies of the province in the coming time will become reality in the good life of every Quang Nam citizen.
