The Ministry of Industry and Trade has been proactively improving its capacity to prevent, detect and prepare for response to chemical, biological, radiation and nuclear risks and incidents.
Raising CBRN awareness in the Industry and Trade sector
Pursuant to Decision 104/QD-TTg of the Prime Minister approving the National Action Plan on prevention, detection and preparedness for response to chemical, biological, radiological and nuclear (CBRN) risks and incidents for the period 2019-2025, in 2020, the Ministry of Industry and Trade issued Decision 834/QD-BCT on the Action Plan of the Ministry of Industry and Trade to implement Decision No. 104/QD-TTg.

The objective of Decision 834/QD-BCT issued by the Ministry of Industry and Trade is to improve the capacity to prevent, detect and prepare for and respond to chemical, biological, radiation and nuclear risks and incidents in the industry and trade sector in order to prevent and minimize consequences for humans and the environment, contributing to ensuring national security, social order and safety, promoting the implementation of international commitments on safety, security and non-proliferation of chemical, biological, radiation and nuclear weapons that Vietnam participates in.
The Decision of the Ministry of Industry and Trade also stated that in the period of 2021-2025, it will continue to perfect the system of legal documents and regulations in the industry and trade sector on prevention, detection and response to chemical risks and incidents within the scope of the CBRN Action Plan in accordance with state regulations and international conditions on safety, security and non-proliferation of CBRN weapons that Vietnam has participated in. At the same time, submit to the National Assembly for approval the amended and supplemented Law on Chemicals. Investigate, survey and assess chemical risks and incidents within the scope of the CBRN Action Plan nationwide, and propose specific solutions to minimize chemical risks and incidents within the scope of the CBRN Action Plan.
In the 2021-2025 period, the Ministry of Industry and Trade also aims to train, coach, and improve the level of CBRN risks for officials in the industry and trade sector, especially those in charge of chemical management, market management, and specialized inspection activities, with a focus on chemical risks and incidents. Every year, the Ministry of Industry and Trade also organizes national-level chemical incident response drills within the scope of the CBRN Action Plan. Along with that, it strengthens inspection, examination, and handling of violations in chemical activities and handling of hazardous chemicals. Develop response procedures for chemical situations and incidents, and coordination mechanisms in activities to prevent, detect, contain, and respond to national-level chemical risks and incidents, ensuring synchronization and integration with the disaster preparedness, response, and search and rescue system.

Realize with concrete actions
In order to realize the goals in Decision 834/QD-BCT of the Ministry of Industry and Trade, and to effectively implement the National CBRN Action Plan for the period 2019-2025 according to Decision 104/QD-TTg of the Prime Minister, in recent years, the Department of Chemicals - Ministry of Industry and Trade has continuously organized seminars, conferences, and drills on prevention, detection, and preparation for response to chemical, biological, radiation, and nuclear risks and incidents in many localities across the country.
Specifically, in November 2024, in Ho Chi Minh City, the Department of Chemicals of the Ministry of Industry and Trade organized a Conference to disseminate the National Technical Regulation on Safety in the Production, Trading, Use, Storage and Transportation of Hazardous Chemicals and the National Action Plan on Chemical, Biological, Dual-Use Nuclear Radiation (CBRN) Goods. At the Conference, representatives of the Department of Chemicals presented the contents of the National Action Plan on Prevention, Detection, and Preparedness for CBRN Risks and Incidents and new points and amendments to the National Technical Regulation on Safety in the Production, Trading, Use, Storage and Transportation of Hazardous Chemicals.
Previously, also in November 2024, the Department of Chemicals also organized a Training Workshop to improve skills in preventing, detecting and responding to incidents in the production, storage, transportation, use and handling of hazardous chemicals in Hanoi city.
Presenting a discussion on legal documents related to safety control, prevention and response to incidents in the production, storage, transportation, use and handling of hazardous chemicals, Mr. Bui The Nghi, an officer of the Center for Incident Response and Chemical Safety - Department of Chemicals, said: Strengthening the work of preventing, detecting and preparing for CBRN risks and incidents to prevent and minimize consequences for people and the environment, contributing to ensuring social order and safety, national security, promoting the implementation of international commitments on safety, security and non-proliferation of CBRN weapons.
Mr. Bui The Nghi noted that chemical risks can come from the production, transportation, storage and use of hazardous chemicals in industry, agriculture or civil use. Chemical incidents can cause environmental poisoning, harming human health and the ecosystem. Accordingly, training activities, improving the level and understanding of businesses will help prevent possible incidents.
In early December 2024, the Department of Chemicals of the Ministry of Industry and Trade and the People's Committee of Bac Ninh province also organized a chemical incident response drill at Tien Son Industrial Park, Bac Ninh province. In particular, in order to implement the National Action Plan on CBRN for the period 2019-2025, the Ministry of Industry and Trade is also developing a draft Law on Chemicals (amended) with many new contents. The Law has been discussed by the Government in June 2025 and submitted to the National Assembly's Trade Committee and the National Assembly for discussion and comments at the 8th Session of the 15th National Assembly in October 2024.
