Decision on 2 important issues of Ho Chi Minh City
At this session, delegates also voted to pass a resolution to dismiss the position of Deputy Head of the Urban Committee of the 10th Ho Chi Minh City People's Council (term 2021-2026), and to remove Mr. Huynh Hong Thanh from his position as a delegate due to his work at the Central Inspection Commission.
Speaking at the opening of the session, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le said that this session decided on two important issues of the city. Regarding the report on the planning of Ho Chi Minh City for the period 2021 - 2030, with a vision to 2050, this is an extremely important content, a basis for reviewing, adjusting, supplementing and building new plans, and an orientation for the city to direct, manage and operate the city's development process.
Urban planning is a key factor in orienting development, creating favorable conditions for economic, cultural, social development, etc., and improving the quality of life of the people. This planning contributes to creating the premise for Ho Chi Minh City to become an economic, financial, commercial, scientific and technological center of the country and the region, meeting the requirements of international integration.
Regarding the Law on Forces Participating in Protecting Security and Order (SOC) at the Grassroots Level, which will take effect from July 1, the passing of the Resolution promulgating the Project on building and arranging forces, ensuring operating conditions for forces participating in protecting SOC at the grassroots level in Ho Chi Minh City and the Resolution stipulating criteria for establishing SOC protection teams.
According to Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le, at the meeting, the report on the dismissal of the position of Deputy Head of the Urban Committee of the City People's Council was also approved, and the dismissal of delegate Huynh Hong Thanh from the duties of the 10th term City People's Council delegate to take up work at the Central Inspection Committee.
Planning needs to be transparent and public.
Delegate Hoang Thi Dieu Thuy said that the direction of health development in the planning only focuses on the development of in-depth medicine. Therefore, it is necessary to add preventive medicine (YTDP), because the city is a large center with many gateways. If infectious diseases spread into the city, then YTDP will be the gate to block them; at the same time, the planning also needs to develop the pharmaceutical industry, because it not only saves costs for the people but also saves foreign currency...
Many delegates suggested that the city's planning until 2050 should be transparent, so to ensure that the planning is implemented effectively and transparently, an independent monitoring and inspection system should be established to ensure that departments, branches and localities comply with the planning and do not violate the law. Decisions to change the planning must be made public on the media and technology so that people can monitor and contribute opinions on the implementation of the planning...
At the meeting, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai received the opinions of the delegates and explained further. According to Mr. Mai, the appraisal council consisting of many ministries and branches with 27 members agreed and proposed 149 contents that need to be explained to clarify the planning dossier and 18 contents of strategic environmental assessment. Currently, the city is urgently explaining 149 planning dossiers, in which the general idea is how to demonstrate the highest appropriateness as well as synchronization of national planning, planning of the Southeast region must be synchronized and unified with the general planning of the city.
Regarding growth during the planning period, the city strives for 8.5 - 9% from now until 2030, although this is a low rate for the city. After this period, the city's growth will increase to double digits and the city also plans to 2030 and 2045, and must be the first locality to achieve this. Regarding the current economic structure, services account for about 65%, industry and construction account for about 22%. In this planning, the industry and construction account for 27%, and after 2030, it will increase by more than 30%. From there, the service rate will fall back but services with high added value will be developed.
“Regarding urban and functional area development, from now until 2030, we will maintain the current administrative and urban units (central urban area, Thu Duc urban area, 16 districts, 5 counties). During this period, we will increase the effectiveness of all urban areas but try to clearly define the city within the city. For the 5 districts, we will try to build infrastructure to upgrade them to type 3 urban areas,” affirmed Chairman of the Ho Chi Minh City People’s Committee Phan Van Mai.
