The 15th Provincial People's Council held its 21st session.

Also attending were members of the Provincial Party Standing Committee, the Provincial People's Council Standing Committee, leaders of the Provincial People's Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, delegates of the Provincial People's Council; leaders of a number of provincial departments, branches and sectors; leaders of districts and cities.

Opening of the 21st Session of the 15th Provincial People's Council — Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council delivered the opening speech at the meeting.

Speaking at the opening of the session, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council said: The session was held to promptly review and decide on a number of urgent and important issues to meet the requirements of direction and administration of the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial People's Committee on the implementation of socio-economic development tasks, ensuring national defense and security in the locality; continue to seriously and effectively implement the Resolution of the Provincial People's Council on socio-economic development tasks in 2024, contributing to the successful implementation of the province's political tasks in 2024 and the following years.

At this session, the Provincial People's Council will discuss, consider and approve 14 draft resolutions related to the fields of finance, budget, public investment, planning, education, security, order... Also at this session, the Provincial People's Council will carry out personnel work within its authority, electing additional members of the Ninh Binh Provincial People's Committee for the 15th term, 2021-2026.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested the delegates of the Provincial People's Council to uphold the spirit of responsibility, promote democracy, concentrate their intelligence, actively participate in discussions, and contribute opinions to the contents presented at the session so that the Resolutions of the Provincial People's Council are of good quality and quickly implemented; contributing to the completion of the socio-economic development goals of the province in 2024 and the following years, meeting the requirements and aspirations of voters and people in the province.

* Next, the Provincial People's Council heard reports on the issuance of a Resolution approving the number and types of cars for general work at agencies and units under the management of Ninh Binh province to perform tasks according to Clause 5, Article 8 of Decree No. 72 dated September 26, 2023 of the Government stipulating standards and norms for car use; Resolution on the use of excess revenue rewards from the targeted additional central budget in 2023 for local budgets to offset the deficit in provincial budget revenue in 2023; Resolution on targeted additional provincial budget in 2024 for districts and cities to implement regimes, policies, target programs and tasks (phase 2); Submission to amend and supplement a number of contents in Article 1 of Resolution No. 170 dated December 20, 2023 of the Ninh Binh Provincial People's Council approving the Project to adjust the Ninh Binh Urban Master Plan to 2040; Submission on the allocation of the central budget reserve fund in 2023 to overcome the consequences of natural disasters in the province (phase 2); Submission on the adjustment of the Medium-term Public Investment Plan for the period 2021 - 2025 with local budget capital (8th time); Submission on the allocation of the 2024 public investment plan with provincial budget capital; Group of submissions on approval and adjustment of investment policies for public investment projects; Submission on the draft Resolution of the Provincial People's Council regulating the criteria for establishing the Security and Order Protection Team; criteria for the number of members of the Security and Order Protection Team; expenditure and support levels for people participating in the security and order protection force at the grassroots level in Ninh Binh province; Report on the issuance of a Resolution amending Clause 2 and abolishing Clause 5, Article 1 of Resolution No. 104 dated July 12, 2023 of the People's Council of Ninh Binh province on deciding on tuition fees for public preschool and general education institutions from the 2023-2024 school year in Ninh Binh province.

The 15th Provincial People's Council held its 21st session. — *Comrade Nguyen Van Dinh, Head of the Economic - Budget Committee of the Provincial People's Council presented the report on the results of the audit of the Economic - Budget Committee.*

The Provincial People's Council also heard reports on the results of the examination of the Economic - Budget Committee, the Cultural - Social Committee, and the Legal Committee.

With a spirit of frankness and responsibility, the delegates focused on discussing and contributing many opinions to the contents of the draft submission, draft Resolution and the review reports of the Provincial People's Council Committees. Through the discussion, the delegates expressed their agreement and high appreciation for the contents presented at the meeting which had been carefully and elaborately prepared, reviewed and highly agreed upon by the Provincial People's Council Committees, ensuring full legal basis for implementation.

Highly agreeing with the issuance of the draft Resolution on approving and adjusting investment policies for public investment projects, delegates also suggested that it is necessary to allocate capital early and strengthen inspection, supervision and urging to ensure that projects are implemented on schedule and with quality. Regarding the draft resolution related to the security protection team, delegates suggested that the level of expenditure for purchasing equipment should be reviewed to ensure quality and savings, and that after issuing the Resolution, it is necessary to promptly implement the procurement to meet the requirements of the task of this force. At the same time, the Provincial People's Committee should direct relevant agencies to study and promptly propose the issuance of relevant policies to ensure that the policies are fully and promptly implemented, contributing to encouraging and motivating people with sufficient conditions and standards to participate in the security and order protection force at the grassroots level.

Discussing at the meeting hall, Chairman of the Provincial People's Committee Pham Quang Ngoc; Permanent Vice Chairman of the Provincial People's Committee Tong Quang Thin; leaders of the Department of Planning and Investment, Director of the Provincial Police Department explained and clarified issues that delegates were interested in related to the draft Resolution on criteria for establishing a Security and Order Protection Team; criteria for the number of members of the Security and Order Protection Team; support spending levels for people participating in the security and order protection force at the grassroots level in Ninh Binh province and the draft resolution related to public investment.

Concluding the discussion at the meeting hall, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, highly appreciated the frank and responsible opinions of the delegates; the drafting committee received and accepted them to perfect the format and presentation techniques of the draft resolution, ensuring compliance with legal regulations. He also agreed with the proposals in the review report of the Economic-Budget Committee, the Cultural-Social Committee and agreed on a number of contents related to the establishment of the Security and Order Protection Team.

After that, the Provincial People's Council voted to approve the draft Resolutions.

Also at the meeting, the Provincial People's Council elected an additional member of the Ninh Binh Provincial People's Committee for the 15th term, 2021-2026 term, and voted to approve the Resolution on the results of the election of an additional member of the Ninh Binh Provincial People's Committee for the 15th term, 2021-2026 term for Mr. Dang Thai Son, Director of the Department of Finance.

Speaking at the closing session, comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council affirmed: After a morning of urgent and serious work with a spirit of democracy and high responsibility, the 21st session of the 15th Provincial People's Council successfully completed the contents and programs set out.

At the meeting, the Provincial People's Council listened to the representative of the Provincial People's Committee report on the content of the Resolution Proposal; the Committees of the Provincial People's Council reported on the results of the examination of the draft Resolutions, and the Provincial People's Council discussed the contents presented at the meeting. The delegates of the Provincial People's Council promoted their sense of responsibility, spoke up, and contributed many specific and responsible opinions on the contents of the meeting, the contents of the draft resolutions, and issues of concern to voters and people in the province. After the discussion, the Provincial People's Council voted to pass 14 draft resolutions, creating an important legal basis to ensure the implementation of regulations on finance, budget, construction investment, planning, education and security. At the meeting, the Provincial People's Council carried out personnel work within its authority, and elected Mr. Dang Thai Son, Director of the Department of Finance, to hold the position of Member of the Provincial People's Committee, term XV, 2021-2026.

He requested that immediately after the session, all levels, sectors, mass media agencies and the provincial People's Council delegates carry out well the information and propaganda work on the results of the session. The Provincial People's Committee directs the implementation of the resolutions passed by the Provincial People's Council. The Standing Committee of the Provincial People's Council, the Provincial People's Council Committees, the delegations and the provincial People's Council delegates, according to their functions and tasks, coordinate with the Provincial Vietnam Fatherland Front Committee to strengthen activities to closely monitor the implementation of the resolutions of the Provincial People's Council.
