On the morning of June 10, discussing the Law on Citizen Identification (amended) in a group, providing information about the draft law, General To Lam, Minister of Public Security, said that the consistent viewpoint during the law-making process is to continue to create favorable conditions for people, businesses and to protect so that no one can access and obtain personal data.

According to the Minister, the population data center is now operating stably, helping a lot in social management and creating convenience for the people.

“For example, in the past, the work of verifying the elderly, mentally ill people, children, and people who had unfortunate accidents on the road was very difficult because we did not know who they were or what their identities were. But now, with the population database, everything has been solved,” the Minister said.

According to the Minister of Public Security, the establishment of a population database is a major reform in social management. “Previously, we had a one-stop shop, which was convenient, but now it is much more convenient because all transactions take place in an electronic environment. People can do procedures with state agencies while sitting at home, without having to submit documents directly,” said General To Lam.

The Minister gave an example that at the Ministry of Public Security, about 200/245 procedures have been and are being carried out electronically. Now that passports are issued online, people no longer have to stand in line to get a passport. In the past, when applying for a passport, people had to bring a whole set of documents, from confirmation from the commune or ward police to a series of other papers, to the point that the passport issuing agency had no more space to store the documents.

According to the Minister, citizen identification cards with integrated information will help save hundreds of thousands of billions of VND in social costs. The State will save 1,500 - 2,000 billion VND in the cost of the Population Census each time, and save a series of documents on driving, certification, insurance books, health monitoring numbers... because the information has been integrated into the citizen's identification card.

"In the future, people will only need to use their citizen identification cards to fly, not only domestically but also to countries in the ASEAN region," said the Minister of Public Security.

Minister of Public Security To Lam said that through making citizen identification cards for the people, the police force has discovered millions of people without any documents.

“We have missed millions of people. We only recently issued citizen identification cards for them to access. There are people who have never left their homes or villages. They are mainly from vulnerable groups such as the disabled, the elderly, and the poor. This is happening in remote areas, but in Hanoi and Ho Chi Minh City alone, there are hundreds of thousands of people without documents,” said Mr. To Lam.

The Minister said that undocumented people in urban areas are mainly people from other localities, mainly doing jobs such as: shining shoes, selling goods on the street, working for hire... They live in rented houses, under bridges, or anywhere they can; they also fall in love, get married, and have children.

“Children who follow in their parents’ footsteps do not have any papers, and when they grow up, they continue to shine shoes and work for hire following in their parents’ footsteps,” the Minister emphasized that the work of making citizen identification cards is extremely meaningful for vulnerable groups in society, helping to establish and protect their legal status.

According to delegate Le Quang Manh (Can Tho), many countries in the world have built a population data system for a long time because this is one of the three core data types (along with data on resources and businesses) to develop digital government and is the platform for all citizens to transact with the government.
He also pointed out the current reality that data of about 100 million people is being stored in different systems, in many fields and industries... but has not been integrated due to the lack of a filter and a center like the "heart" containing the data.
"I think the national population database should be considered the heart, other data needs to be integrated to clean it up," said delegate Manh.
