According to a report by the Department of Agriculture and Rural Development of Hai Duong province, as of early May, there were 268 illegal construction sites on agricultural land and fruit-growing land of forestry origin in the province, and many illegal constructions on agricultural land in Kinh Mon town and Chi Linh city.
Of these, there are 89 structures on agricultural land and 179 structures on fruit-growing land of agricultural and forestry origin in Chi Linh City managed by the Hai Duong Provincial Forest Management Board. These structures were built a long time ago, mainly temporary houses and sheds to store agricultural tools and materials for production and livestock raising activities. On the land of fruit trees, some households built houses.
In Kinh Mon Town, in April, Mr. Nguyen Ngoc Chien (residing in Quang Thanh Commune) had to voluntarily dismantle a massive system of illegally built structures on agricultural land with an area of over 5,000 m2 .
Mr. Chien's house was built in early 2020. After discovering that Mr. Chien's family had dug the foundation and built a solid house on agricultural land, the Quang Thanh Commune People's Committee imposed an administrative fine of 4 million VND and asked Mr. Chien to restore the land. However, Mr. Chien continued to use a 2-storey container.

Mr. Chien also built a 2-storey house made of xoan wood, with an area of about 140 m2. In addition, Mr. Chien built an auxiliary structure 12 m long, 4 m wide, 2.5 m high with a foundation structure, brick walls, corrugated iron roof and some other auxiliary structures such as a garage, a drinking hut, a koi fish pond, a gate yard...
In Quang Thanh commune, there are nearly 100 other constructions illegally built on agricultural land, and 80 constructions illegally built on irrigation corridors.
Also in May, the People's Committee of Chi Linh City reported on the results of inspection, information verification, and handling of violations of illegal construction in Cong Hoa Ward and Hoang Tien Ward. Accordingly, in the past, a number of households built permanent houses on land contracted by the Hai Duong Provincial Forest Management Board to grow perennial trees in the two wards above.
Chi Linh City People's Committee has assigned Cong Hoa and Hoang Tien Ward People's Committees to preside over and coordinate with specialized departments, relevant agencies and units to organize the inspection.
Illegal construction on forest land of Mr. Nguyen Dai Thang, Mr. Phan Thanh Hoa, Mr. Pham Quoc Don
As a result of the inspection and verification, Mr. Do Van Thi's household received a contract for fruit tree planting land from the Hai Duong Provincial Forest Management Board at Lot 11, Area 4, Sub-area 5, Tan Tien Residential Area (Cong Hoa Ward, Chi Linh City). In 2019, Mr. Thi illegally constructed a construction with an area of 146.06 m2 . Mr. Thi was administratively fined 15 million VND by the People's Committee of Chi Linh City and forced to dismantle the illegal construction, but has not yet complied.
In addition, there are also households of Mr. Nguyen Dai Thang, Mr. Phan Thanh Hoa, Mr. Pham Quoc Don (all in Tien Son residential area, Cong Hoa ward), Mr. Duong Hoai Bac (in Tan Tien residential area, Hoang Tien ward, Chi Linh city) who received land for growing fruit trees and special-use forest land managed by the Hai Duong Provincial Forest Management Board, all illegally built with an area from 68 m2 to 130 m2 .
These households have all been administratively punished by the government, required to remedy the consequences, and have been complying with the demolition and restoration of the original state.
Faced with the widespread illegal construction on forestry and agricultural land, on May 29, Mr. Luu Van Ban, Permanent Vice Chairman of Hai Duong Provincial People's Committee, emphasized that the authorities must clearly identify the subjects managing forestry land, avoid overlap to improve management efficiency.
In addition, Mr. Ban requested that authorities at all levels must have a plan to handle violations. For violations arising since the Forestry Law took effect (from 2019 to present), they must be resolutely handled and completely dismantled.
Regarding old violations, built long ago, the Standing Vice Chairman of Hai Duong Provincial People's Committee requested the Department of Agriculture and Rural Development to preside over and coordinate with the Department of Natural Resources and Environment, the People's Committees of Chi Linh City and Kinh Mon Town to review and classify violations, the classification is based on the provisions of the law during the effective period.
