Product development support
From individual production and business households, in October 2020, the Tra My - Minh Phuc Cinnamon Cooperative in Tra Giang Commune (Bac Tra My) was established. Ms. Nguyen Thi Hong Le - representative of the cooperative said that in order to proactively source quality input materials to serve the processing of products from local cinnamon trees, in recent years, the unit has cooperated with nearly 30 local households to grow 60 hectares of cinnamon.
According to Ms. Le, thanks to the support of relevant departments of Bac Tra My district and Tra Giang commune government in many aspects, in 2019, the cinnamon essential oil product of Tra My - Minh Phuc Cinnamon Cooperative (at that time still an individual production and business household) was recognized as meeting 3-star OCOP standards. The cooperative actively invested in improving quality and improving designs, in 2021, Tra My cinnamon essential oil products were upgraded to 4-star OCOP provincial level.
“Currently, the cooperative supplies an average of 150 liters of Tra My cinnamon essential oil to the market each year and earns a revenue of over 900 million VND. The product is consumed nationwide, but the focus is on Ho Chi Minh City, Hanoi, and Da Nang…” - Ms. Le shared.
Mr. Nguyen Hong Vuong - Head of the Department of Agriculture and Rural Development of Bac Tra My said that from 2019 to 2024, from the capital allocated by the provincial and district budgets, Bac Tra My has spent 3 billion VND on implementing the OCOP program. Most of the above funding sources are mainly prioritized to support investors in building new, upgrading, and repairing essential infrastructure; purchasing equipment and machinery for production...
“As of early December 2024, in Bac Tra My, there were 25 products of 22 entities including enterprises, cooperatives, and individual production and business households recognized by the Provincial People's Committee and the District People's Committee as meeting OCOP standards. Of which, there are 24 3-star products and 1 4-star product,” said Mr. Vuong.
According to Mr. Hoang Thanh Long - Vice Chairman of Bac Tra My District People's Committee, the implementation of the OCOP program in recent years has encouraged rural production and business entities to exploit the potential of land, products, comparative advantages, especially local traditional values to enhance product value, increase income and contribute to improving people's lives. In addition, it encourages the development of collective economy, private economy and promotes start-up and innovation activities...
Many limitations
Mr. Nguyen Hong Vuong acknowledged that despite achieving great results, reality over the past years shows that the implementation of the OCOP program in Bac Tra My still has many limitations.
Accordingly, except for Que Tra My - Minh Phuc Cooperative, most OCOP product owners in the district have small-scale production; management capacity as well as understanding of regulations related to the production of each product group is limited; economic potential is not strong, so investment and completion of the evaluation process are difficult, lacking initiative.
In addition, the work of completing dossiers, submitting for evaluation and classifying products of the subjects is still slower than planned. The evaluation and re-recognition of OCOP products is difficult because the evaluation criteria of the new phase are stricter than the previous phase...
Mr. Vuong said that in the coming time, Bac Tra My will carry out propaganda, consulting, and support the establishment of cooperatives and small and medium enterprises; upgrade and restructure economic organizations participating in the OCOP program by perfecting the organizational and production-business system.
Focus on reviewing and evaluating potential products in the district. From there, advise entities on choosing product ideas and registering to participate in the OCOP program, and regularly open training courses and guide entities in developing and implementing production and business plans and strategies...
In particular, the district will prioritize supporting the development of OCOP products using local materials, focusing on products with stable raw material areas and controlled production processes. Including a variety of product lines processed from Tra My cinnamon, Ra Ma red rice, Tra My wild tea, and Bac Tra My green lim mushrooms.
“In 2025, Bac Tra My will continue to spend 500 - 600 million VND to support entities implementing the OCOP program, striving to have 5 new products meeting OCOP standards. The locality will focus on supporting the development of OCOP products in the direction of chain linkage to increase value, meet standards and market demand,” Mr. Vuong added.
