The adjustment of the National Land Use Planning for the 2021-2030 period, with a vision to 2050, is carried out in accordance with the spirit of Resolution No. 52/NQ-CP of the Government issued on March 18, 2025. According to the representative of the Ministry of Agriculture and Environment, the goal of the planning adjustment is to allocate land resources reasonably, economically, and effectively to meet the requirements of continuous double-digit growth, ensure national defense and security, and associate with environmental protection and adaptation to climate change; creating a foundation for our country to become a developed, high-income country by 2045.

Based on the assigned functions and tasks, the Ministry of Agriculture and Environment has coordinated with relevant ministries and branches to complete the draft report and submission on adjusting the National Land Use Planning for the 2021-2030 period, with a vision to 2050.

According to the draft Report submitted to the National Assembly, in 2020, the agricultural land area of ​​the whole country was 27,983.26 thousand hectares, by 2024 the agricultural land area was 27,961.59 thousand hectares and according to the National Land Use Plan approved by the National Assembly in Resolution No. 39/2021/QH15, the agricultural land area is determined to be 27,732.04 thousand hectares by 2030.

Adjusted agricultural land planning to 2030 is 26,782.32 thousand hectares. The area of ​​agricultural land after adjustment is 949.72 thousand hectares lower than the approved planning.

Regarding the non-agricultural land group, in 2020, this land group of the whole country was 3,931.11 thousand hectares, by 2024 it was 4,045.12 thousand hectares and according to the National Land Use Planning approved by the National Assembly in Resolution No. 39/2021/QH15, non-agricultural land is determined to have an area of ​​4,896.48 thousand hectares by 2030.

The adjusted planning of non-agricultural land group to 2030 is 5,840.14 thousand hectares. The area of ​​non-agricultural land group after adjustment compared to the approved planning is 943.66 thousand hectares. Of which, national defense land increases by 0.71 thousand hectares, security land remains unchanged; the area of ​​remaining non-agricultural land types increases by 942.95 hectares.

According to the Ministry of Agriculture and Environment, the increase in non-agricultural land area compared to the approved planning is to meet the needs of socio-economic development, ensure national defense, security, environmental protection and sustainable development in the new period.

Based on the draft report and presentation, the conference delegates discussed and clarified the criteria, purposes, significance and necessity of land use adjustment, especially when implementing the arrangement and merger of administrative units at all levels.

Concluding the conference, Deputy Prime Minister Tran Hong Ha emphasized: Adjusting land use planning at this time plays a very important role in the country's development. Therefore, the planning adjustment must ensure a long-term, comprehensive vision, meeting the goals of the 10-year Socio-Economic Development Strategy 2021-2030, especially the period 2026-2030.

The planning adjustment must ensure comprehensive and synchronous development, create momentum for socio-economic and cultural development, strengthen national defense and security; properly address land use needs for industries and fields; and orient development space, land reclamation, and sea encroachment.

In response to practical requirements, the Deputy Prime Minister assigned the Ministry of Agriculture and Environment to continue consulting and absorbing comments from delegates at the conference to complete the report and submission; and propose practical solutions to ensure the adjustment, allocation, and rational and effective use of land funds in each sector and field, in accordance with the country's development context.
