Ha Long: Mobilizing people to complete roads

Route 17, Zone 3, Tuan Chau Ward is one of the important traffic routes, serving the needs of travel, daily life and socio-economic development of local people, built since 2004. With a length of more than 500m, the road previously had a narrow, cramped 3m road surface. Due to the process of using the road, it has degraded, with many potholes leading to many traffic accidents and collisions, especially during the rainy and stormy season. This not only affects daily life but also hinders economic development and connectivity of the area. In order to ensure traffic safety for people, contribute to urban beautification and promote socio-economic development, Tuan Chau Ward has coordinated with the Vietnam Fatherland Front Committee and organizations to carry out information, propaganda and mobilization work for units, businesses and people in the area to actively participate in contributing labor and land for road construction.

With the right policy, in accordance with the people's wishes, the road has been mobilized from the social capital of 1.2 billion VND, along with the voluntary donation of more than 2,000m2 of land by households. After nearly 1 month of construction, the road has been concreted, is 6m wide and is almost complete. Currently, the construction unit is completing the curbing and planting flowers.

According to Mr. Pham Van The (Group 15, Zone 3, Tuan Chau Ward), the previous road we built 15 years ago was so badly degraded that it was very difficult for people to travel and was in danger. Understanding the significance of investing in a new road, when the government mobilized, the people in the group and the area were very supportive. Those who had the means contributed a lot, those who had less contributed a little. My family also donated 2 million VND to join hands with the local government to build the road. Now the road is almost completed, everyone is excited.

Mr. Tran Duc Minh, Vice Chairman of Tuan Chau Ward People's Committee, said: From the road construction policy to the mobilization of social resources, the locality has implemented publicity and transparency, focusing on listening to people's opinions and contributions to adjust the project accordingly. People or businesses contribute money to the account number of the Ward Fatherland Front Committee, in coordination with the war veterans and the Ward Women's Union for management. The locality has informed the list of supporters on the ward's media, posted the list publicly at the cultural house, and people and neighborhood representatives directly participated in supervising the construction of the project, so people trust and enthusiastically participate in contributing, some people support up to 2 or 3 times.

Also from a correct policy that is in line with the people's wishes, in which propaganda and mobilization work is identified as the key to help people understand their rights and obligations, and agree to contribute and support, the 1km long road of Group 1, Zone 1, Dai Yen Ward has been upgraded, expanded and put into use since the beginning of January 2025 with a total cost of 1.7 billion VND from 100% of socialized mobilized sources.

Mr. Vu Van Manh, Chairman of Dai Yen Ward People's Committee, said: Initially, implementing this content also encountered difficulties because the total investment for the road was up to 1.7 billion VND. However, the Party Committee and the ward government increased the number of leaders to work closely with the residential groups, each household, and business located in the area, in which promoting the exemplary role of cadres and party members in actively participating in responding to contributions and supporting working days, thereby mobilizing the entire political system to join in, creating a spreading force to many organizations, businesses, and people determined to accompany the Party Committee and government to complete the project.

In the spirit of the State and the people working together, after 4 years of implementing Resolution No. 21 and after 1 year of implementing Resolution No. 78 of the Ha Long City Party Committee, the whole city has had a total of 249 projects and works with a total investment of nearly 1,400 billion VND, of which 63 projects were invested from socialized sources with an amount of over 14 billion VND in many fields, such as: Modernizing traffic routes, technical infrastructure; cultural facilities serving people's daily life; renovating and repairing village and neighborhood cultural houses; playgrounds for children and youth, installing lighting... During the implementation of the works, nearly 3,500 households voluntarily donated over 153,000m2 of land with a total value of nearly 291 billion VND.

Mr. Le Huu Nghia, Head of the Finance - Planning Department, Ha Long City, said: The city continues to replicate typical examples and construction projects with the participation of social resources to promote and launch emulation movements, and complete the works. On the basis of synchronous investment, thoroughly solve the flooding situation in many areas, ensure traffic safety and improve the quality of people's lives. These efforts not only contribute to promoting sustainable socio-economic development but also effectively support urban embellishment; create an exciting competitive atmosphere to welcome the Party Congresses at all levels for the 2025-2030 term. The completed works demonstrate endogenous strength, in which the people play a core role, promoting the will and strength of national solidarity with local authorities to build Ha Long City into a modern and civilized tourist city.
