Actively coordinate with ministries and branches to remove difficulties
On April 4, 2025, the Customs Department (Ministry of Finance) issued urgent Document No. 1136/CHQ-GSQL to regional Customs Branches regarding Vietnamese goods exported to the United States.

To contribute to removing difficulties and limiting the impacts of the US Government's tariff policy on enterprises' production and business activities, the Customs Department requests the Heads of regional Customs Branches to implement a number of related contents.
Specifically, organize meetings, exchange, and learn about the difficulties and problems of businesses exporting and importing goods to the United States to find solutions. At the same time, grasp the recommendations of businesses to customs agencies and ministries managing industries, fields, and related agencies.
Inform the business community that the Customs Department is actively coordinating with ministries, sectors and relevant agencies to propose to the Government solutions to remove difficulties; create trade balance, and facilitate the import of goods originating from the United States into Vietnam.
Facilitate import and export
Heads of regional Customs Branches assign officers and civil servants at seaport, airport, and industrial park Customs offices to be on duty 24 hours a day, especially during the 3-day holiday (April 5 - April 7, 2025), to facilitate immediate customs clearance for imported raw materials, supplies, machinery and equipment serving processing, manufacturing activities, and export products.
The Customs Department requests units to summarize the working results with proposals and recommendations, and send them to the Customs Department (Customs Management and Supervision Board) before April 10, 2025.
Previously, the Government issued Decree 73/2025/ND-CP dated March 31, 2025 amending and supplementing preferential import tax rates of a number of items in the Preferential Import Tariff according to the List of taxable items issued together with Decree No. 26/2023/ND-CP dated May 31, 2023 of the Government on Export Tariff, Preferential Import Tariff, List of goods and absolute tax rates, mixed tax, import tax outside tariff quotas.
Informing the press on April 4 about the import and export situation, the Customs Department said that the total value of import and export goods in March 2025 reached 75.39 billion USD, an increase of 18.2% (equivalent to an increase of 11.62 billion USD) compared to the previous month. Of which, the export value reached 38.51 billion USD, an increase of 23.8% (equivalent to an increase of 7.4 billion USD) and the import value reached 36.88 billion USD, an increase of 12.9% (equivalent to an increase of 4.22 billion USD). The total import-export value of the whole country from January 1 to March 15, 2025 reached 162.78 billion USD, an increase of 12%, equivalent to an increase of 17.46 billion USD compared to the same period in 2024. Of which, exports reached 82.29 billion USD, an increase of 9.1% (equivalent to an increase of 6.85 billion USD) and imports reached 80.49 billion USD, an increase of 15.2% (equivalent to an increase of 10.61 billion USD). Accumulated to the end of March 15, 2025, the whole country had a trade surplus of 1.81 billion USD. State budget revenue from import-export activities in March 2025 reached VND 36,098 billion, up 4.6% (equivalent to an increase of VND 1,574 billion) compared to the previous month. Total state budget revenue in the first 3 months of 2025 reached VND 98,495 billion, equal to 24% of the assigned estimate (VND 411,000 billion), equal to 21% of the target (VND 470,000 billion), up 9.7% (equivalent to an increase of VND 8,712 billion) compared to the same period in 2024. |
