National Assembly Chairman Tran Thanh Man has just signed and issued Resolution No. 1232/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Hai Phong City in the 2023-2025 period. The Resolution takes effect from January 1, 2025.

From the effective date of this Resolution, Hai Phong City has 15 district-level administrative units, including 8 districts, 6 counties and 1 city; 167 commune-level administrative units, including 79 wards, 7 towns and 81 communes.

The first city under the city in the Northern region

According to the Resolution, Thuy Nguyen district officially becomes the first city under the city in the North from January 1, 2025. The Resolution also clearly states that a part of the natural area of ​​7.27 km2 of Dong Hai 1 ward, Hai An district will be adjusted to merge into Thuy Trieu commune, Thuy Nguyen district. After the merger, Thuy Nguyen city has a natural area of ​​269.10 km2 and a population of 397,570 people, bordering Hai An, Hong Bang, Ngo Quyen districts and adjacent to Hai Duong and Quang Ninh provinces.

Thuy Nguyen city has 21 commune-level administrative units, including 17 wards: An Lu, Duong Quan, Hoa Dong, Hoa Binh, Hoang Lam, Lap Le, Le Hong Phong, Luu Kiem, Minh Duc, Nam Trieu Giang, Pham Ngu Lao, Quang Thanh, Tam Hung, Thien Huong, Thuy Duong, Thuy Ha, Tran Hung Dao and 4 communes: Bach Dang, Lien Xuan, Ninh Son, Quang Trung.

Specifically, establish the wards: Minh Duc, Hoa Dong, Thien Huong, Quang Thanh, Hoa Binh, An Lu, Lap Le, Tam Hung on the basis of natural area and population of towns and communes of the same name; establish Pham Ngu Lao ward (from Ngu Lao commune).

Duong Quan Ward was established on the basis of merging Tan Duong Commune and Duong Quan Commune; Hoang Lam Ward was established on the basis of merging Lam Dong Commune and Hoang Dong Commune. Le Hong Phong Ward was established on the basis of merging Kien Bai Commune and My Dong Commune; Tran Hung Dao Ward was established on the basis of merging Dong Son Commune and Kenh Giang Commune.

Similarly, Thuy Duong ward was established on the basis of merging Nui Deo town, Thuy Son commune and Thuy Duong commune. Establishment of communes: Bach Dang (merging 3 communes Gia Minh, Gia Duc, Minh Tan), Lien Xuan commune (merging Lien Khe and Lai Xuan communes), Ninh Son commune (merging 3 communes An Son, Ky Son, Phu Ninh), Quang Trung commune (merging 3 communes Hop Thanh, Cao Nhan, Chinh My).

The resolution also clearly states the arrangement of An Duong district, Hong Bang district, Tien Lang district, Vinh Bao district, Kien Thuy district, Ngo Quyen district, Le Chan district, and Kien An district.

Accordingly, the Resolution adjusts the entire natural area and population size of the communes: Dai Ban, An Hong and An Hung of An Duong district to merge into Hong Bang district. After adjustment, Hong Bang district has a natural area of ​​39.77 km2 and a population size of 177,820 people.

From January 1, 2025, An Duong district was established based on the total natural area of ​​78.96 km2 and population size of 171,227 people of An Duong district after adjustment.

The arrangement and establishment of wards in An Duong district are as follows: 10 wards are established: An Dong, An Hoa, Dong Thai, Hong Thai, Hong Phong, Le Thien, Le Loi, Nam Son, Tan Tien, An Hai.

In which, Le Loi ward was established on the basis of merging An Duong town and Le Loi commune. Nam Son ward merged part of the natural area and population size of Bac Son commune and the entire Nam Son commune. Tan Tien ward was established (merging Bac Son commune after adjustment and Tan Tien commune), An Hai ward (merging 2 communes Dang Cuong and Quoc Tuan).

Hong Bang District was reorganized and established 10 wards, including: An Hong, An Hung, Dai Ban, Hoang Van Thu, Hung Vuong, Minh Khai, Phan Boi Chau, Quan Toan, So Dau and Thuong Ly. Thuong Ly Ward was adjusted to include the entire Ha Ly Ward and Trai Chuoi Ward.

In Tien Lang district, after the reorganization, there will be 19 commune-level administrative units, including 18 communes and 1 town. Of which, Tan Minh commune will be established on the basis of merging 3 communes: Toan Thang, Bach Dang and Quang Phuc.

For Vinh Bao district, Vinh Hoa commune will be established on the basis of merging 3 communes Vinh Long, Hiep Hoa and An Hoa. Establish Vinh Hung commune (merging 3 communes Nhan Hoa, Tam Da, Vinh Quang), Vinh Hai commune (merging 3 communes Hung Nhan, Thanh Luong and Dong Minh). Merge the entire Vinh Phong commune and Cong Hien commune into Tien Phong commune. Similarly, Co Am and Vinh Tien communes will be merged into Tam Cuong commune. After the arrangement, Vinh Bao district has 20 commune-level administrative units, including 19 communes and 1 town.

In Kien Thuy district, Kien Hung commune was established on the basis of merging the entire natural area and population size of 3 communes: Dai Ha, Thuy Huong, Ngu Doan. After the arrangement, Kien Thuy district has 16 commune-level administrative units, including 15 communes and 1 town.

As for Ngo Quyen district, the entire Dong Quoc Binh ward and Le Loi ward will be merged into Lach Tray ward. The remaining two wards, Lac Vien and May To, will be merged into Gia Vien ward. After the arrangement, Ngo Quyen district will have 8 wards.

Le Chan District will merge Lam Son and Cat Dai wards into An Bien Ward. Ho Nam and Du Hang wards will merge into Tran Nguyen Han Ward. Trai Cau and Dong Hai wards will merge into Hang Kenh Ward. Niem Nghia Ward and Nghia Xa Ward will merge into An Duong Ward. After the arrangement, Le Chan District will have 7 wards.

Arrange the commune-level administrative units of Kien An district as follows: establish Bac Ha ward on the basis of merging Phu Lien ward and Trang Minh ward. Merge the entire Quan Tru and Lam Ha wards into Dong Hoa ward. After the arrangement, Kien An district has 7 wards.
