According to the report of the Department of Planning and Investment (DPI) of Hai Duong, the total public investment capital in 2024 of Hai Duong province is 7,926.9 billion VND, including the provincial state budget capital of 4,578.4 billion VND, district and commune capital of 3,311.2 billion VND, and capital from legal revenue sources of public service units for investment of 37.3 billion VND.
As of May 25, Hai Duong province has disbursed 787.4 billion VND, reaching 10% of the total capital payment plan and 12.4% of the plan assigned by the Prime Minister. Of which, the provincial budget has disbursed 416 billion VND, reaching 9.1%, the district and commune budgets have disbursed 371.4 billion VND, reaching 11.2%, and capital from legal revenue sources of public service units has not been disbursed.
Hai Duong Department of Planning and Investment assessed that the disbursement of public investment capital in Hai Duong province still has some difficulties and limitations such as the slow selection of investors for some projects; the list of construction materials periodically announced by the Department of Construction is still limited, causing investors to not have enough basis to determine the total investment and estimate. Compensation and site clearance work has not met the construction progress.
After listening to each agency and unit report on the disbursement of public investment capital, the Standing Vice Chairman of the Hai Duong Provincial People's Committee requested departments, branches and localities to coordinate closely to develop plans and set out specific and effective progress to remove difficulties. In site clearance work, local authorities must take drastic action, carry out the correct steps, and not let delays in land acquisition affect the progress of project implementation.
For projects assigned to district and commune levels as investors, localities need to proactively prepare for investment. Localities with outstanding debts in basic construction are not assigned to be investors in public investment projects. Districts, cities and towns can consider not assigning communes to be investors in some projects and works to reduce the burden and pressure of outstanding debts.
Emphasizing that the implementation of the 2024 public investment plan is an important task to promote the socio-economic development of the province, the Standing Vice Chairman of the Hai Duong Provincial People's Committee said that the implementation of projects is included in the public investment plan at all levels. Therefore, the sectors need to urgently review and consider new projects to add to the adjustment of the public investment plan for the period 2021-2025, the medium-term public investment plan for the period 2026-2030 and the period after 2030. The projects are implemented in order of priority to promote the socio-economic development of the province and the district level.
Proposing public investment tasks must be based on resources, ensuring focused and key investments and promoting investment efficiency. Public investment projects must be consistent with construction planning and land use plans. Departments, branches and localities evaluate necessary and urgent projects and send the list to the Department of Planning and Investment for synthesis and consultation. "This will be the last adjustment of the public investment capital plan for the 2021-2025 period. Before June 10, agencies and units must send the list of investment projects to the Department of Planning and Investment," Mr. Luu Van Ban emphasized.
