US House of Representatives worries about dealing with catastrophic risks from AI

The rapid development of generative AI brings both promise and concern to society.

Reuters on February 20 quoted US House leaders announcing the establishment of a bipartisan task force to study regulations that could address concerns surrounding artificial intelligence (AI).

Efforts in the US Congress to pass legislation addressing AI have stalled, despite several high-profile forums and legislative proposals over the past year.

House Speaker Mike Johnson and House Democratic leader Hakeem Jeffries said the task force would be responsible for producing a comprehensive report and considering “appropriate measures to protect the nation from current and emerging threats.”

Generative AI that can generate text, photos and videos based on suggestions has shown promise but also concerns that it could make some jobs obsolete, tamper with elections, potentially overpower humans and cause catastrophic consequences.

Artificial Intelligence AI 2024: What to Expect?

The issue gained further attention after a fake robocall in January impersonating President Joe Biden sought to discourage people from voting for him in the New Hampshire Democratic primary.

The Federal Communications Commission later ruled that calls made with AI-generated voices were illegal.

The task force's report will include "guiding principles, recommendations and bipartisan policy proposals developed in consultation with committees" in Congress.

“The rise of AI also poses a unique set of challenges and certain measures need to be put in place to protect the American people,” Jeffries said.

The report will detail “the regulatory standards and congressional actions needed to both protect consumers and promote continued investment and innovation in AI,” said Rep. Jay Obernolte, who heads the 24-member task force.

Similarly, Rep. Ted Lieu said the issue is how to ensure that AI is beneficial rather than harmful to society.

Commerce Secretary Gina Raimondo recently said that leading AI companies are among the more than 200 organizations that have joined the plan to support the safe deployment of AI. These include OpenAI, Google, Anthropic, Microsft, Meta, Apple, Amazon, and Nvidia.
