The Hanoi People's Committee has just issued a document directing units to focus on implementing measures to prevent and reduce damage caused by landslides, riverbank and coastal erosion and flash floods.

Accordingly, Hanoi requires the People's Committees of districts, towns, departments, branches and relevant agencies and units to strictly implement the telegrams and directives of the Central Government and the city on the work of preventing and combating landslides and flash floods.
For districts, towns and cities, Hanoi requires continuing to thoroughly review and promptly detect areas at risk of landslides and flash floods, especially residential areas, schools, offices, barracks, factories and enterprises.
For areas where signs and risks of landslides and flash floods have been detected, it is necessary to resolutely evacuate people and property from dangerous areas or have proactive plans to ensure safety of life, limit property damage, and avoid passive and unexpected situations.
In the long term, Hanoi requires localities to strictly control construction planning and construction activities, especially the construction of houses and structures on steep slopes, along rivers, streams, canals and areas at risk of geological disasters. It is strictly forbidden and strictly punishes the cutting down of forests, especially protective forests and special-use forests.
Relevant agencies are responsible for organizing the review, inspection, examination, and strict and thorough handling of violations of regulations on land use management and construction activities, especially illegal construction activities that pose risks of insecurity due to landslides, flash floods, etc.
Flash floods swept away rocks and soil, burying many cars on August 4 in Minh Phu commune (Soc Son district).
Districts, towns and cities are responsible before the city and the law if they lack responsibility in leadership and direction leading to serious damage to people's lives and property.
The Hanoi People's Committee also assigned the Hanoi Department of Agriculture and Rural Development to direct, inspect, and urge districts, towns, and irrigation companies to deploy work to ensure the safety of dykes, reservoirs, and irrigation dams, especially in key and vulnerable areas, areas where incidents have occurred recently, to prevent unexpected incidents from causing loss of human life.
Previously, sharing about the management of construction order in the area, Mr. Pham Quang Ngoc, Vice Chairman of Soc Son District People's Committee, said that in the first 6 months of the year, the district inspected 478 cases, discovered 187 violations that had to be processed, mainly in Minh Phu and Minh Tri communes (located within the planning area of Soc Son protective forest).
Since 2019, there have been many more illegal constructions on both sides of Dong Do Lake. In Minh Tri Commune, there have been nearly 30 cases, not counting hundreds of small huts in Soc Son Forest that have been demolished.
According to records, after 4 years of being pointed out by the Hanoi City Inspectorate for a series of violations, around Dong Do Lake there are still a series of homestays and concrete structures located close to the edge of the lake, on the mountainside. This situation partly shows the inability to prevent the "carving up" of Soc Son forest land, "suffocating" Dong Do Lake. Particularly in Ban Tien hamlet (Minh Phu commune), flash floods appeared on August 4, carrying tons of rocks and soil, burying many cars parked outside homestays illegally built by people.
