Hanoi promotes completion of Yen Xa wastewater treatment project

Sharing at the meeting, Chief Representative of JICA in Vietnam Sugano Yuichi thanked the City People's Committee for its support in implementing procedures related to the Yen Xa wastewater treatment system project, and hoped that the City government would continue to pay attention to directing the smooth implementation of the project and put it into operation on schedule.

Vice Chairman of the Hanoi People's Committee Nguyen Trong Dong and representatives of Hanoi officials worked with the Japan International Cooperation Agency (JICA) delegation led by JICA Chief Representative in Vietnam Sugano Yuichi.

The JICA Representative in Vietnam also raised three outstanding issues, hoping that the City People's Committee would soon consider supporting the resolution. The first is the loan agreement related to the project, worth 8.28 billion yen (about 1,350 billion VND). Mr. Sugano Yuichi affirmed that JICA had previously planned to provide two loans, so it is now ready to consider and support the second loan in a timely manner.

Second, regarding the procedures for adjusting the policy of the Yen Xa wastewater treatment system project, the Chief Representative of JICA in Vietnam hopes that the Hanoi city government will pay attention to directing relevant departments, branches and agencies to speed up the procedures, in order to hand over the plant to the operating unit on schedule.

Third, JICA leaders in Vietnam also expect Hanoi to soon carry out the bidding for the operating unit so that technology transfer, training and putting the plant into operation can take place as soon as possible.

Mr. Sugano Yuichi believes that with the attention and close direction of the city government, the project will be put into operation promptly, contributing to improving the lives of the people of the capital.

Welcoming JICA’s active efforts in implementing this project, Vice Chairman of the City People’s Committee Nguyen Trong Dong emphasized the importance of the project in the effort to clean up four major rivers, as well as preserve and protect the inner-city water environment in general of the capital. The Vice Chairman of the City People’s Committee said that the city’s departments and branches will focus on resolving related problems.

Regarding the three issues mentioned by JICA, Vice Chairman of the City People's Committee Nguyen Trong Dong said that the City People's Committee has directed relevant agencies to resolve necessary procedures so that the factory can operate smoothly.

Hanoi has a policy of negotiating early for JICA to disburse the second loan, ensuring capital for the project and construction contractors. Regarding the selection of the operating unit, Vice Chairman of the City People's Committee Nguyen Trong Dong said that he has assigned the project management board and specialized departments and branches to soon determine the unit price and organize bidding, paving the way for technology transfer and good operation of the plant.

Thanking the Vice Chairman of the City People's Committee for sharing, JICA Chief Representative in Vietnam Sugano Yuichi also affirmed that he will actively discuss and work with relevant agencies of the capital to promote the project's progress.

At the meeting, the two sides also actively discussed many issues of cooperation of mutual interest.
