Hanoi: Creating a breakthrough in the development of culture and people of the capital

On March 28, the Steering Committee of Program No. 06-CTr/TU of the City Party Committee on "Cultural development, improving the quality of human resources, building elegant and civilized Hanoians in the period of 2021-2025" (Program 06) held a conference to summarize the program.

Program 06-CTr/TU is one of the 10 major working programs of the 17th Hanoi Party Committee.

Program 06-CTr/TU for the period 2021-2025 was issued with 18 targets, 51 projects and plans; 22 projects and project groups focusing on 3 program contents: Cultural development; Improving the quality of human resources; Building elegant and civilized Hanoians.

Up to now, 18/18 targets of the program have completed the annual plan, of which 2 targets exceeded the plan.

Program 06 focuses on directing and effectively implementing the Movement "All people unite to build a cultural life," focusing on building new rural areas and civilized urban areas with specific contents such as building cultural families; building a cultural environment in the community with village and residential group models of "5 no, 3 clean"; building a cultural environment in agencies, units, and enterprises; building a cultural environment in schools...

In addition, Program 06 is also implemented in conjunction with the goal of developing cultural industries and creative cities. The city has organized 4 creative design festivals, implemented initiatives to join the UNESCO network of "Creative Cities"...

The city has mobilized social resources to participate in developing the cultural industry and achieved positive results. The capital's tourism industry has built tourism products that bring new and attractive experiences to visitors, especially night tourism activities.

The city was also honored to receive many awards for the leading cultural and tourist destination in Vietnam and Asia by the World Travel Awards; affirming the position, image and tourism brand of Hanoi in the international arena, aiming to attract and restore foreign tourists to the capital in the coming years.

Human resource training, especially high-quality human resources, is identified by Hanoi as a breakthrough, contributing to creating an important foundation for the capital to carry out industrialization, modernization, and comprehensive, rapid and sustainable development.

The city has directed and implemented the construction of many new models, proposed solutions to improve the quality of mass education, the quality of key education; focused on innovating programs, teaching methods, testing, evaluation...

The high school graduation rate in 2021 reached 99.45%, ranked 24th nationwide; by 2024 it will reach 99.81%, ranked 11th nationwide (up 13 places compared to 2021).

The quality of key education has achieved excellent results. Students in the capital continue to achieve outstanding results, affirming their leading position in the country with many national and international awards in exams and competitions...

The City Party Committee pays special attention to building Hanoians in the process of building and developing the Capital. This is considered one of the five main tasks of the Resolution of the 17th Congress of Delegates (term 2020-2025) of the City Party Committee and has been participated in and responded to by all levels, sectors and the entire people.

Putting the rules of conduct into practice creates a unique cultural feature for the capital. Many good models and movements have been implemented such as the model of "Clever People's Movement" associated with patriotic emulation campaigns and movements; "National Great Unity Day" in residential areas discussing solutions to implement civilized lifestyles in weddings, funerals, and taking care of social security...

The city continues to innovate and promote the effectiveness of education on elegant and civilized lifestyles associated with life values ​​education for students in general schools. The quality of cultural models and implementation of codes of conduct in schools is improved through the project "Building a culture of conduct in schools" and the criteria set "Happy schools."

However, in addition to the achieved results, there are still limitations that need to be overcome soon. Some places have not organized the implementation of the contents effectively, still in a formal manner; the coordination of some agencies and localities is sometimes not regular and effective; preferential policies and creating conditions for the development of cultural industries have not been supplemented and completed in a timely manner.../.
