Hanoi dialogues and solves difficulties for businesses in the cultural and social fields

On the morning of August 16, the Hanoi People's Committee held a dialogue conference with businesses investing and operating in the cultural and social fields to provide information on the operating situation and solutions to remove difficulties for businesses investing and operating in this field.

Dedicate resources to improve people's quality of life

Speaking at the opening of the Conference, Vice Chairman of the Hanoi People's Committee Vu Thu Ha said that as the capital of Vietnam, Hanoi is orienting and developing strongly in the fields of education and training, health care, culture and sports. In order to enhance the position and increase the economic efficiency of cultural and social activities in Hanoi, the Hanoi Party Committee has had orientations to attract investment in the City through the issuance of programs and resolutions.

Vice Chairman of the City People's Committee Vu Thu Ha delivered the opening speech at the Conference.

Specifically: Program 06-CTr/TU dated March 17, 2021 on "Cultural development, improving the quality of human resources, building elegant and civilized Hanoians in the period of 2021-2025"; Resolution No. 09-NQ/TU dated February 22, 2022 on developing cultural industries in the capital, period 2021 - 2025, orientation to 2030, vision to 2045. The City People's Council (HĐND) issued Resolution No. 02/NQ-HĐND dated April 8, 2022 supplementing the 5-year medium-term public investment plan 2021-2025 for projects under the Plan of 3 fields (education, health, relics); Resolution No. 21/2022/NQ-HDND dated September 12, 2022 stipulating the decentralization of State management of a number of socio-economic fields of the City for tasks under the authority of the City People's Council; Resolution No. 23/NQ-HDND dated September 12, 2022 on the approval of the Decentralization and Authorization Project.

According to Vice Chairman of the City People's Committee Vu Thu Ha, in recent years, Hanoi has made progress in developing the fields of education, training, health, culture and sports.

In the field of education and training, Hanoi has invested heavily in educational infrastructure, including building and upgrading schools from kindergarten to university.

The city has also improved learning conditions and learning facilities. At the same time, it focuses on improving the quality of education by innovating the curriculum, training teachers, and applying technology in teaching. Schools and colleges in Hanoi also continuously improve their training programs and international cooperation.

In the health sector, Hanoi has expanded and upgraded its health care system, including hospitals, clinics and community health centres. Hanoi has implemented many measures to prevent and control epidemics, including health and hygiene campaigns.

In the cultural sector, Hanoi has made efforts to preserve and promote cultural heritage, including historical relics, architectural works and traditional festivals. Hanoi has also focused on investing in cultural facilities such as libraries, museums and art centers to serve the needs of residents and tourists.

In terms of sports, Hanoi is making efforts to develop sports in many different areas, from infrastructure to encouraging community participation and training talents. The city is aiming to become a sports hub not only in Vietnam but also internationally.

These results reflect Hanoi's commitment to sustainable development and improving the quality of life for its people across key areas.

However, besides the achievements in developing cultural and social projects, Hanoi still has many difficulties and challenges that businesses encounter in the process of implementing their projects.

In addition to removal, it is necessary to create favorable conditions.

Reporting on the investment and activities in the cultural and social fields in Hanoi, Deputy Director of the Hanoi Department of Planning and Investment Le Trung Hieu said that in terms of education and training, up to now, public schools in the city are still lacking (due to not being invested in construction according to approved planning) or lacking land to build schools (mainly concentrated in inner-city districts).

In addition, there is no more new land or vacant land to supplement in the area, some communes and wards are located in flood escape corridors, building new, repairing and renovating schools faces many difficulties due to the Law on Dikes.

Overview of the Conference.

For non-public schools, accessing clean land to build private schools for businesses operating in the education sector still faces many difficulties. With the addition of school levels, when allocating land to build schools to businesses, it is often planned for only one school level (Kindergarten, Primary, Secondary or High School), but in reality, businesses often want to develop private schools with many interconnected levels. Adding more school levels to the land plots already assigned to businesses faces many difficulties due to the implementation of planning adjustment procedures that require consulting with many departments and branches.

Regarding vocational education, the mentality of valuing degrees still exists. The majority of students after graduating from high school aim to go to university and do not want to go to vocational school. Meanwhile, universities in the capital have large enrollment quotas and low admission criteria. Therefore, it is very difficult for secondary schools and colleges to compete with universities in enrollment.

In the healthcare sector, the legal system is still overlapping and unclear, especially the guidelines on procurement, bidding, and socialization. Sometimes businesses do not fully understand, leading to unintentional violations.

In fact, administrative procedures for project implementation are relatively complicated, involving many different areas of state management (investment, construction, health, labor, finance, etc.); the resolution of these procedures is sometimes unclear for investors to comply with and implement.

In the cultural field, the limitations in legal regulations are still inadequate, contradictory, and overlapping. Many karaoke service businesses do not meet the fire prevention and fighting conditions as prescribed by law, and must temporarily suspend business operations to overcome the fire prevention and fighting conditions.

The implementation of Decree No. 144/2020/ND-CP dated December 14, 2020 of the Government regulating performing arts activities still faces difficulties and obstacles such as: changing approved performance content; no regulations on appraisal measures through the Arts Council (including relevant agencies, if any); no regulations on personal conditions of participating artists (including overseas artists and foreign artists); difficulties in accepting, appraising, and determining whether works violate regulations or have sensitive or complicated elements for art programs using musical works composed before 1975 or composed by Vietnamese people residing abroad...

Regarding fine arts, photography and exhibition activities, the implementation of Decree No. 113/2013/ND-CP dated October 2, 2013 of the Government on fine arts activities encountered some difficulties in licensing venues; verifying the origin, provenance and ownership or legal right to use of fine arts and photography works; licensing the organization of fine arts exhibitions, photography exhibitions, etc.

From the above difficulties in the fields, the Hanoi People's Committee hopes that at the Conference, we will listen and understand more clearly the difficulties that businesses are facing, thereby proposing appropriate and effective solutions. At the same time, we will discuss issues such as support policies, administrative procedure settlement mechanisms, and financial requirements, in order to create the most favorable conditions for investment projects in the cultural and social fields.

“The Hanoi People's Committee believes that, with the active participation of delegates and businesses, the Conference will achieve positive results, contributing to promoting the strong and sustainable development of the cultural and social sector, while improving the quality of life of the community in Hanoi,” Vice Chairman of the Hanoi People's Committee Vu Thu Ha emphasized.

At the Conference, the City received, synthesized and screened over 66 petitions from 57 businesses, organizations and individuals, which were synthesized into 6 fields with 20 groups of issues as follows:

1. Education sector: 4 groups of issues on supplementing school levels, investment procedures for building non-public schools, registration procedures for enjoying social incentive policies and granting Operating Licenses.

2. Vocational education sector: 3 groups of issues on vocational training support policy mechanisms; licensing of vocational training facilities and workers; vocational training ordering mechanism.

3. Healthcare sector: 3 groups of issues on support policy mechanisms; investment environment; linkage and cooperation.

4. Advertising sector: 3 groups of issues on land use conversion; LED screen installation; implementation of regulations on advertising management.

5. Cultural and artistic field: 4 groups of issues on investment in building facilities; performance organization activities; appraisal and licensing of works of art; copying of works of art.

6. Sports field: 3 groups of issues on registration of training and competition facilities; training and practice management for some new sports; licensing of training facilities and training personnel.
