Attending the Congress were representatives of leaders of agencies under the Navy; leaders of localities and armed forces units in Da Nang city and Quang Nam province; leaders and commanders of agencies and units under Region 3; typical advanced collectives and individuals in the emulation movement "Determination to Win" in the period of 2019-2024 and more than 200 officers and soldiers of Region 3 Navy.
After 5 years of implementing emulation, reward and the Emulation to Win movement, Naval Region 3 has thoroughly grasped and strictly implemented the directives, regulations and instructions of superiors, achieving important results. Officers and soldiers in the entire Region actively studied, trained, improved their qualifications and combat readiness, participated in natural disaster prevention and control, search and rescue; closely coordinated with other forces to grasp the situation, resolutely, persistently, flexibly handle the situation, and properly fight to firmly protect sovereignty, maintain a peaceful and stable environment at sea to build and develop the country.
The quality of technical and tactical training combined with coordinated drills of combat plans, confrontation drills, and handling of situations at sea; combining training with competitions and sports events at all levels and in all sectors has been constantly improved. The movement to promote initiatives, improve models and training tools, and consolidate training grounds and training grounds has directly contributed to improving the quality of combat training.

The movement of research, promotion, and enhancement of initiatives and technical improvements has made an important contribution to improving the level of exploitation and mastery of equipment and vessels to ensure new, difficult and complex tasks. Many equipment and vessels with long lifespans have been restored, upgraded, repaired and put into effective use.
Naval Region 3 has mobilized all resources, actively participated in supporting the government and people with many practical actions such as sponsoring 13 fishermen's children in difficult circumstances; building 18 comrade houses, great solidarity houses; 5 gratitude houses... renovating, embellishing and handing over the memorial house of Hero and Martyr Nguyen Phan Vinh.
The Emulation Movement for Victory of Naval Region 3 has been maintained regularly, enthusiastically, substantially, implemented with many diverse forms, good and creative ways, creating clear changes; closely combined with campaigns and movements of all levels and sectors; has the effect of motivating and encouraging the staff and soldiers to uphold the sense of responsibility in performing their tasks; through the emulation movement, many typical advanced examples have emerged, of which 62 collectives and individuals were honored and commended at the Congress.
In the period of 2019-2024, Naval Region 3 was honored to receive the Emulation Flag for the leading unit in the "Determined to Win" emulation movement three times from the Ministry of National Defense and the Navy, along with many other noble awards; 202 collectives and individuals were commended at the State and Ministry of National Defense levels; 292 collectives and individuals were commended by leaders at all levels in the Navy; 2,052 individuals were commended for their many achievements and contributions.
At the Congress, the typical presentations and reports analyzed and pointed out the contents and causes of limitations; at the same time, shared and drew out many good models, creative and effective ways in implementing the Emulation movement to Win, such as the model "Learning one law every week", "Legal Club", "Cadres and soldiers unanimously complete everything", "3 no, 3 think", "Increasing concentrated and specialized production", "Regular - exemplary ship"; "Regular - safe" warehouses and stations, etc.

Speaking at the Congress, Lieutenant General Nguyen Van Bong, Political Commissar of the Navy, acknowledged, commended and highly appreciated the results of the Emulation Movement for Victory in the 2019-2024 period of Naval Region 3.
Regarding the upcoming tasks, the Political Commissar of the Military Service requested the Party Committee, commanders, and the Emulation and Reward Council of Region 3 to continue to enhance their responsibility in leading, directing, and organizing the implementation of emulation and reward work and the Emulation to Win movement.
Accordingly, continue to innovate the content, form, and organization methods, ensuring consistency, diversity, flexibility, richness, and liveliness to ensure practical effectiveness. Attach importance to the work of inspection, preliminary review, final review, and experience drawing, resolutely overcome limitations and shortcomings; promptly commend and reward typical and advanced collectives and individuals, contributing to building a comprehensively strong unit that is "exemplary and typical", and a clean and strong Party organization.
On this occasion, the Chief of the Navy Command and the Chief of the Navy Region 3 Command commended 18 collectives and individuals with outstanding achievements in implementing the Emulation Movement for Victory in the period 2019-2024.
Immediately after the Congress, the Navy held a conference to draw experience, as a basis for directing the upcoming emulation congresses at higher levels to ensure unity and quality.
