At the invitation of President of the Cambodian People's Party Samdech Techo Hun Sen, President of the Cambodian National Assembly Samdech Khuon Sudary and Chairman of the Standing Committee of the International Conference of Asian Political Parties (ICAPP) Chung Eui-yong, National Assembly Chairman Tran Thanh Man led a high-ranking delegation of the Party and State of Vietnam to pay an official visit to the Kingdom of Cambodia to attend the 12th Plenary Meeting of ICAPP and the 11th Plenary Session of the International Parliament for Tolerance and Peace (IPTP) from November 21 to 24, 2024.
The working trip took place in the context of the Vietnam-Cambodia relationship continuing to be maintained and developed. Party channel cooperation plays a guiding role in the relationship between the two countries. High-level contacts are maintained. Important bilateral cooperation mechanisms are effective. Defense-security cooperation plays a core role. Economic, trade and investment cooperation is a bright spot.
Cooperation in transport, education and training, tourism, agriculture, etc. has been promoted. Relations between the legislative bodies of the two countries have developed well on both bilateral and multilateral levels. The two sides have cooperated synchronously and effectively in maintaining high-level delegation exchanges, delegation exchanges, and exchanges at committee level, between Parliamentary Friendship Groups; sharing experiences, expertise, and professionalism in the fields of legislation, supervision, and decision-making on important national issues.
At inter-parliamentary forums such as the Inter-Parliamentary Union (IPU), the ASEAN Inter-Parliamentary Assembly (AIPA), etc., the two sides maintain exchanges, consultations, and coordination of stances on regional and international issues of mutual concern.
This is the first time National Assembly Chairman Tran Thanh Man has officially visited Cambodia as head of the legislative body. The visit aims to implement high-level agreements, contributing to strengthening strategic trust and deepening relations between the two countries.
The visit aims to continue bringing Vietnam-Cambodia relations into a new stage of development on the basis of equality, mutual benefit, effective cooperation and respect for each other's interests.
Through the visit, the two sides will propose major directions and measures to improve efficiency, create new momentum for economic cooperation and strengthen connectivity between the two countries. This is an opportunity for the legislative bodies of the two countries to discuss and agree on future cooperation directions, both within the bilateral and multilateral frameworks.
Established in 2000, ICAPP is the largest international forum of political parties in Asia and the largest multilateral political party forum in the world. ICAPP's objectives are to promote exchanges and cooperation among political parties in Asia and Oceania, enhance understanding and trust among peoples and nations, and promote peace and prosperity through party-to-party relations. ICAPP currently includes more than 350 political parties from 52 countries and one territory that are eligible to participate in its activities.
In recent years, ICAPP has continuously enhanced its position and influence in the region, while affirming its role as a bridge, promoting cooperation between Asian political parties and partners in other regions. The 12th ICAPP Plenary Meeting took place in Cambodia with the theme “In Search of Peace and Reconciliation”.
The Communist Party of Vietnam actively participates and is an important member of ICAPP. Our Party has been continuously elected as a member of the Standing Committee, and has a voice and influence in ICAPP's decisions.
National Assembly Chairman Tran Thanh Man attended the 12th Plenary Session of ICAPP to promote the active participation and contribution of our Party at ICAPP, promote relations between our Party and Asian political parties, and contribute to common regional issues. This also contributes to strengthening relations between our Party and the Cambodian People's Party, demonstrating respect for the leadership of the Cambodian Party and State.
The Global Council for Tolerance and Peace (GCTP) was established in 2017 to promote a culture of peace and combat discrimination and violent extremism. GCTP has its global headquarters in Malta and branch offices in the Middle East and North Africa, Europe, Africa, Latin America and Asia-Pacific.
The main bodies of the organization are the GCTP Assembly and the IPTP. To date, the IPTP has held 10 meetings. The IPTP has signed Cooperation Agreements with about 40 national and regional parliaments, which have observer status with the IPU. Cambodia is the GCTP's Asia-Pacific headquarters; it currently holds the role of IPTP Chair for the 2023-2024 term.
The Vietnamese National Assembly is not yet a member of the IPTP. Therefore, this is the first time the Vietnamese National Assembly has attended an IPTP session. As a guest, National Assembly Chairman Tran Thanh Man attended the 11th Plenary Session of the IPTP to show his support and goodwill to the host country, especially during Cambodia's term as IPTP Chair. This will contribute to strengthening and developing the traditional friendship and comprehensive cooperation between the two parliaments in particular and the two countries in general.
Wishing the working trip of the high-ranking delegation of the Party and State of Vietnam led by National Assembly Chairman Tran Thanh Man a great success, contributing to continuing to implement the foreign policy of the 13th National Party Congress, in which high priority is given to the friendly neighborly relations and traditional friendship with Cambodia, as well as promoting and improving the effectiveness of foreign affairs and international integration, implementing Directive No. 25-CT/TW of the Secretariat on promoting and raising the level of multilateral foreign affairs until 2030.
