Thanh Hoa solves the problem of high quality human resources

Realizing the position, role and importance of human resource quality for development, in recent years, Thanh Hoa province has paid attention to human resource development and created great changes in both quantity and quality, meeting development requirements. However, human resource training, especially high-quality human resources in Thanh Hoa province, is still facing many difficulties and challenges. In supervising this field, the Provincial National Assembly Delegation pointed out many causes and proposed solutions to soon solve the problem of high-quality human resources in the province.

Focus on investing in human resource development

The Resolution of the 19th Thanh Hoa Provincial Party Congress, term 2020 - 2025, continues to set higher goals for the quality of human resources to meet the requirements of the labor market, provide high-quality human resources for the province's economic sectors, creating a solid foundation for Thanh Hoa to develop rapidly and sustainably. The supervision of the implementation of policies and laws on the development and use of human resources in the province for the period 2021 - 2024 by the National Assembly Delegation of Thanh Hoa province shows that the work of developing human resources in the province has achieved many important results. In particular, the quality of mass and spearhead education is always among the top in the country; the quality and effectiveness of vocational education continue to be improved, basically ensuring the scale and structure, associated with output standards, adapting to the needs of the labor market.

According to the assessment of the National Assembly Delegation of Thanh Hoa province, the quality and productivity of public sector labor in the period of 2021 - 2024 has changed significantly compared to previous periods, as shown through the results of the annual assessment and classification of the quality of civil servants and public employees, especially through the ranking of Thanh Hoa province in terms of the following indicators: provincial competitiveness, provincial governance and public administration efficiency, administrative reform, and people's satisfaction with the service of state administrative agencies. Along with that, in the private sector, in the period of 2021 - 2024, the whole province has created new jobs for about 252,240 workers, an average of over 63,000 workers being employed each year. There are about 400,000 workers working in other provinces and 40,000 workers working abroad under contracts.

To achieve the above results, Thanh Hoa province has always paid attention to investing in human resource development. The evidence is that the proportion of state budget expenditure for education, training and vocational training of the province is about 30% of the total local budget expenditure. In the period of 2021 - 2024, the province has invested over 665 billion VND in human resource development, high-quality human resources from the state budget. In addition to the general policy, Thanh Hoa province has issued many separate policies to attract, train and recruit high-quality human resources in various fields, especially health; issued policies to support postgraduate training; implemented the Project of 500 young intellectuals volunteering to communes to participate in rural and mountainous development in the period of 2013 - 2020; although some localities lack teachers, they are determined not to recruit those who do not ensure quality.

Need special policies for recruitment and use of human resources

In addition to the achieved results, the National Assembly Delegation of Thanh Hoa province pointed out that the work of developing human resources and high-quality human resources in the area still has some limitations. Specifically, the quality of education is not uniform among regions, especially mountainous districts that have difficulty attracting talent; the rate of secondary school graduation has not met the target; facilities and equipment for vocational education are lacking in both quantity and quality. Along with that, the work of recruiting teachers faces many difficulties due to lack of recruitment sources and at the same time having to implement the target of reducing 10% of the payroll according to regulations. The quality of the teaching staff in the regions is uneven. Localities lack funds to pay for the regime for teachers teaching inter-school, teaching extra hours...

Faced with these difficulties and challenges, the National Assembly Delegation of Thanh Hoa province proposed that the National Assembly consider and promulgate preferential and specific policies and mechanisms in the recruitment and use of quality human resources from ethnic minorities, people in mountainous, border and island areas; promulgate specific policies and mechanisms on decentralization of management and organization of the payroll apparatus of Thanh Hoa province. In addition, the Government and central ministries and branches need to soon Balance, arrange funds and assign budget estimates for localities to implement the payment of tuition and living expenses for pedagogical students; study and amend Decree No. 71/2020/ND-CP stipulating the roadmap for improving the training standards of preschool, primary and secondary school teachers to address some shortcomings, problems and limitations in training new human resources to become teachers and retraining teachers to ensure they have the required qualifications.

With the goal of Thanh Hoa becoming a modern industrial province by 2030, investment in developing high-quality human resources is increasingly needed. Deputy Head of the Provincial National Assembly Delegation Mai Van Hai said that the Provincial People's Council needs to consider amending and supplementing Resolution No. 186/2021/NQ-HDND on incentive policies for students, teachers, and managers of Lam Son High School for the Gifted and other high schools in the area in the direction of expanding the beneficiaries of the policy to include a number of key secondary schools to create high-quality human resources right from secondary school.

In addition, the Provincial People's Committee coordinates with relevant ministries and branches to develop a report to the Government to promulgate mechanisms and policies to attract, use and develop high-quality science and technology human resources to meet the requirements of the 4.0 Industrial Revolution; research, review and assess the specific needs of teachers of subjects, including vocational teachers with many difficulties in recruitment, to have a plan to place orders and assign tasks to the province's training institutions to conduct training to create recruitment sources and arrange human resources in the coming time.
