On April 15, the State Bank of Vietnam issued Official Dispatch No. 2756/NHNN-TD, requesting commercial banks to implement a special credit program specifically for the agriculture, forestry and fishery sectors with a total scale of up to VND 100,000 billion.

This is a step to concretize the Government's direction in Resolution 46/NQ-CP dated March 8 and Directive 05/CT-TTg dated March 1 to remove difficulties for enterprises, cooperatives and production households in the context of the agricultural sector being under great pressure from export markets, raw material prices and natural disasters.

The representative of the State Bank said that this credit program inherits and expands from the old program applied to the forestry and fishery sector (according to Official Dispatch 5631/NHNN-TD dated July 14), now covering all production and business activities in the agriculture, forestry and fishery sectors.

The borrowers are customers with valid projects and production and business plans in the above fields. Loans will be disbursed until the total lending turnover of the entire system reaches 100,000 billion VND.

According to the State Bank of Vietnam, at least 15 commercial banks will implement this credit program, including: Agribank, BIDV, VietinBank, Vietcombank; LPBank, Sacombank, MB, ACB; Nam A Bank, OCB, Eximbank, BVBank; SHB, VietBank, HDBank

These banks are responsible for monitoring, compiling statistics and reporting implementation results; ensuring transparency in lending subjects and interest rates in accordance with program commitments. All data sent to the State Bank will be the basis for monitoring and evaluating implementation effectiveness.

The SBV also encourages other credit institutions to proactively participate in the program if they are qualified, on the basis of fully complying with the instructions in this dispatch and dispatch 5631 in 2023. "With large-scale capital sources and wide support scope, the program is expected to contribute to reducing credit costs, supporting production restructuring, promoting exports and increasing the value of Vietnamese agricultural products in the context of many economic difficulties," said a SBV representative.
