Brake inspection for oversized and overweight vehicles must be performed outside the inspection facility.

On the morning of an early April 2025, Mr. Le Viet Thang, driving a 34-ton fresh concrete pump truck with license plate 75A - 37185 of Thinh Phat Construction Business Joint Stock Company (address at Thuy Phuong Industrial Park, Thuy Phuong Ward, Huong Thuy Town) went to the Hue City Construction Inspection Center to inspect the lights, chassis and smoke.

“Before that, I took the car to have the brake part inspected on the brake test track at the Thua Thien Hue Unified Automobile Mechanical Joint Stock Company (HAECO) and it passed the requirements. This morning, I brought the car to the Hue City Inspection Center to have the remaining parts inspected according to regulations,” said Mr. Thang.

To facilitate drivers as well as transport businesses, Hue City Road and Road Inspection Center has ensured all conditions for brake inspection of oversized and overweight vehicles that must be inspected outside the inspection facility according to regulations in national technical regulations.

“Every time we inspect oversized and overweight vehicles, the unit sends inspectors from the Hue City Road Inspection Center to HAECO to measure vehicle speed and test the brakes. We borrow the brake test track at HAECO for a long time because it meets all the conditions and ensures the regulations for inspecting brake items for oversized and overweight vehicles that must be inspected outside the inspection facility. Due to the dependence on the brake test track at HAECO, there is a delay of 1 to 2 days, however, the unit always tries to inspect oversized and overweight vehicles in the shortest time, creating the most favorable conditions for transport units,” said Mr. Ho Manh Cuong, inspector of the Hue City Road Inspection Center.

Mr. Ho Thanh Phong, inspector of Hue City Road Inspection Center, further explained: To inspect vehicles, it is necessary to have a speed measuring device and a brake efficiency test track with a length of 800m - 1,000m. The road surface must meet the requirements of being flat, dry asphalt or cement concrete, with a non-adhesion coefficient of not less than 0.6 according to the regulations in QCVN 122:2024 on vehicle inspection. The Hue City Road Inspection Center's long-term borrowing of the brake test track at HAECO is also to ensure efficiency and avoid waste.

According to statistics from the Hue City Construction Inspection Center, there are not many oversized and overweight vehicles in Hue City, so from the beginning of 2025 until now, the unit has only inspected about 10 oversized and overweight vehicles. These are tank trucks, concrete spraying trucks, trailers... carrying goods and materials for construction projects of transportation businesses in Hue City.

According to the Vietnam Register, there are currently 95 inspection facilities in provinces and cities nationwide that are fully equipped with inspection equipment and tools and are ready to conduct inspections outside the inspection facility for oversized and overweight vehicles, meeting the inspection needs of people and businesses; including the Hue City Vehicle Inspection Center.

“Immediately after the new regulations on the inspection of oversized and overweight vehicles outside the inspection facility were issued, the unit has been proactive and flexible to overcome the shortcomings, difficulties and obstacles in investing in equipment; increasing human resources to serve the inspection of oversized and overweight vehicles outside the inspection facility for people and businesses in the best way. The inspectors have also been thoroughly trained to meet the requirements and assigned tasks in implementing the inspection process of oversized and overweight vehicles. Therefore, in Hue City, there has been no congestion or prolonged backlog in the inspection of oversized and overweight vehicles, affecting the operations of transport units like in some provinces and cities across the country,” affirmed Mr. Nguyen Thanh Tue, Deputy Director in charge of the Hue City Traffic Inspection Center.
