Hue City is vigorously implementing the Project to rearrange and reorganize communal-level administrative units on a comprehensive scale, in order to concretize the conclusions of the Politburo and the Secretariat and implement Resolution No. 60-NQ/TW of the 13th Party Central Committee. This is a strategic step towards building a streamlined, modern, effective and efficient administration, in line with the two-level local government model.
The arrangement is carried out on the basis of ensuring the principles prescribed by the Central Government, while taking into account practical factors such as: Geographical location, cultural and historical traditions, economic development potential, transport infrastructure, regional connectivity, digital transformation level and population characteristics of each locality. Areas with similar cultural and geographical factors or that do not meet the prescribed area and population standards will be merged to form new administrative units of larger scale, with conditions for stable and long-term operation.
Not simply a matter of merging boundaries, this reorganization is linked to the goal of building a streamlined administrative apparatus, enhancing decentralization, decentralization, and promoting the effectiveness of digital governance. Information infrastructure, shared data, connection infrastructure, and the operational capacity of local governments will be the decisive factors for success in urban management and serving the people.
Along with streamlining, the naming of new communes and wards formed after the rearrangement is also focused on to ensure brevity, ease of remembering, suitability with geographical, historical, and indigenous cultural factors, and consensus among the people.
The Hue City Party Committee and People's Committee have developed a roadmap to implement the Project on rearranging communal-level administrative units. Specifically: The Standing Committee of the City Party Committee plans to approve the Project on April 17, 2025; the Executive Committee of the City Party Committee approves it on April 18, 2025.
The City People's Committee will complete the Project and issue a Plan to collect public opinions, expected before April 18, 2025. The organization of collecting public opinions and district and commune People's Councils' opinions will take place from April 19 to 22, 2025, then synthesize the report to the City People's Committee before April 23, 2025. On that basis, the City People's Committee will continue to complete the Project to submit to the Standing Committee and the City Party Executive Committee before April 25, 2025. The City People's Council will give its opinion on April 26, 2025. The completed dossier and Project will be submitted by the City People's Committee to the Ministry of Home Affairs for appraisal and reported to the Government before May 1, 2025. Finally, the Ministry of Home Affairs will submit to the Government to submit to the National Assembly Standing Committee for consideration and promulgation of a Resolution according to the Central plan.
