Minister of Transport Tran Hong Minh requested the People's Committee of Dong Nai province to proactively remove obstacles and quickly implement transport projects, especially completing the Bien Hoa - Vung Tau expressway project in 2025.


On January 5, Minister of Transport Tran Hong Minh worked with leaders of Dong Nai Provincial People's Committee and related units on a number of key projects passing through the province.

Quickly resolve problems in the National Highway 51 upgrade project

Mr. Vo Tan Duc, Chairman of Dong Nai Provincial People's Committee, said that currently, National Highway 51 from Vung Tau intersection to Gate 11 intersection is seriously congested and degraded, due to the large traffic volume, exceeding the design capacity.

In preparation for Long Thanh airport to be put into operation by the end of 2025, the province has implemented many plans, including investing in an elevated road under the PPP model, with a total investment of VND 12,828 billion. The project is over 5.5km long with two major intersections: Vung Tau Intersection to Gate 11.

Investing in an elevated road is necessary because it is currently very difficult to clear land and difficult to invest in the form of PPP on existing roads.

Although state ownership has not been established, the transport sector is trying to arrange capital to maintain National Highway 51, ensuring smooth and safe traffic.

However, implementing the project under the BOT method will have legal problems, and at the same time, it will overlap with the BOT project to upgrade and expand National Highway 51 (from Km 0+900 - Km 5+500) whose contract with BVEC Company has not been liquidated by the Vietnam Road Administration, and the ownership of the whole people has not been established.

Dong Nai Province proposed that the Ministry of Transport update the first 5.5km of National Highway 51 into an elevated urban expressway in the Transport Infrastructure Planning being planned by the Vietnam Road Administration. The locality will update the scope of the 2 intersections and the elevated road into the general planning of Bien Hoa City.

Regarding management authority, in case the Ministry of Transport proposes to assign localities to implement the project under the PPP form, Dong Nai province recommends that the Ministry of Transport soon complete negotiations and liquidate the BOT contract for the project to upgrade and expand National Highway 51. After the project is established as a public ownership, the province requests to take over the management of National Highway 51 from Km 0+000 - Km 5+500 to implement the project.

At the same time, the provincial leaders proposed that the Ministry of Transport add the project's overpass investment item to the BOT project of National Highway 1, bypassing Bien Hoa City. In case this overpass item is included in the PPP project implemented by the locality, the Ministry of Transport is recommended to have a direction to handle the overlap between the two BOT projects.

Minister Tran Hong Minh proposed to completely resolve the problems in the National Highway 51 upgrade project, transfer to establish public ownership, and invite relevant agencies to work.

In addition to the above project, Chairman of Dong Nai Provincial People's Committee Vo Tan Duc proposed that the Ministry of Transport consider and implement investment in the intersection of DT770B route with Phan Thiet - Dau Giay expressway in the 2021 - 2025 period using the central budget (estimated at about 397 billion VND).

The province also proposed that the Ministry of Transport consider and approve the assignment of Project Management Board 85 to add the compensation for site clearance and the remaining bridge unit construction at the intersection between DT770B route and Bien Hoa - Vung Tau expressway to the Bien Hoa - Vung Tau expressway construction investment project, phase 1 (estimated cost of about 204 billion VND).

In addition, the province proposed that the Ministry of Transport continue to pay attention to and direct the repair and renovation of road surfaces and repainting of National Highway 51 to ensure safety for people and vehicles participating in traffic.

Mr. Nguyen Van Thanh, Director of Road Management Area 4, said that since the toll collection on Highway 51 was stopped, the investor has not organized maintenance, causing the road to deteriorate. Faced with this situation, Road Management Area 4 has requested the units managing the route to allocate funds for maintenance.

The Ministry of Transport has sent a report to the Ministry of Finance requesting the implementation of procedures to establish public ownership of National Highway 51 so that the Vietnam Road Administration has a basis to allocate annual maintenance funds. In the immediate future, in 2025, 80 billion VND will be allocated to fix damaged areas.

Dong Nai needs stone support for highway projects

At the meeting, Mr. Tran Van Thi, Director of My Thuan Project Management Board (under the Ministry of Transport) said that the Board is implementing the Can Tho - Hau Giang - Ca Mau expressway project, starting construction of the stone part in 2025. After the survey, the stone was determined to come from sources in Binh Duong and Kien Giang provinces but is still lacking, needing to mobilize about 1 million m3 from Dong Nai.

Mr. Thi proposed that the People's Committee of Dong Nai province support and work with the quarry owners in the province to balance and unify the assignment of specific tasks to the quarry owners to prioritize the exploited stone sources; providing the project with a volume of about 1 million m3.

"In Binh Duong, the province directly directed the quarries to allocate the volume to the projects of the Ministry of Transport, at that time the implementation of stone supply was prioritized, without having to wait in line. Therefore, it is recommended that Dong Nai province has specific instructions for the quarries in the area to supply for the expressway projects of the Ministry of Transport," said Mr. Thi.

Associate Professor Dr. Nguyen Xuan Phuong, Principal of Ho Chi Minh City University of Transport, proposed that Dong Nai province soon have procedures to arrange land for the school in the educational land planning area to build a human resource training facility for the high-speed railway industry.

Currently, expressway projects in the South are preparing to enter the mass construction phase of graded roadbeds, so a large amount of stone is needed. The Ministry of Transport has requested Dong Nai province to direct the quarries to prioritize stone supply for the project. After listening to the opinions of relevant units, Minister Tran Hong Minh requested the Vietnam Road Administration and units to work with the investor BVEC to establish public ownership of this route. After establishing public ownership, it will be handed over to local management to proactively carry out annual maintenance and repair.

"We must try to complete and hand over the project before April 30, and the sooner the better," the Minister emphasized, requesting the Vietnam Road Administration to work with the investor BVEC in a spirit of harmony, ensuring the interests of the investor and the State. If the investor continues to drag on and prolong the time, the Ministry will invite the relevant authorities to intervene and handle the matter thoroughly.

Regarding the investment in building an elevated road along National Highway 51, from Vung Tau Intersection to Gate 11 Intersection under the public-private partnership model, the Minister assessed that it is very necessary and will solve the traffic congestion that has lasted for many years in this area.

At the same time, the medium-term capital source of the transport sector is also difficult, so localities need to proactively work with investors to mobilize capital. Regarding legal procedures related to the Ministry of Transport, the Ministry will request units to coordinate and handle them quickly.

Regarding the DT770B route and the Phan Thiet - Dau Giay expressway in Dong Nai province, the Minister supports the implementation of the project. He requested Dong Nai province to make a proposal document, stating clearly how much capital the province will allocate for implementation and what recommendations will be made for the Ministry of Transport to consider and handle.

Currently, many expressway projects in the South such as Bien Hoa - Vung Tau, Can Tho - Hau Giang - Ca Mau, Long Thanh airport are accelerating, will be completed in 2025, so a large amount of stone is needed. The Minister asked Dong Nai province to support procedures and direct stone quarries to supply for the projects of the Ministry of Transport to achieve the goal of completing 3,000km of expressway in 2025.

The province also needs to speed up site clearance for the Bien Hoa - Vung Tau expressway so that the project can be completed in time for Long Thanh airport to be put into operation at the end of 2025.

Mr. Vo Tan Duc, Chairman of Dong Nai Provincial People's Committee affirmed that he will coordinate with units of the Ministry of Transport to implement procedures and handle difficulties in the project to upgrade National Highway 51; the project to invest in the elevated road from Vung Tau Intersection to Gate 11 Intersection; intersections on DT770B route, Bien Hoa - Vung Tau Expressway intersection.

At the same time, the province will direct mines to soon supply stone for expressway projects in the southern region under construction.
