Maintain strict discipline and order of the Party

Since the beginning of the 13th National Congress, about 100 senior officials under the management of the Central Committee have been strictly disciplined by the Party Central Committee, the Politburo, the Secretariat, and the Central Inspection Commission. The resolute purging of cases with serious shortcomings, violations of regulations on what Party members are not allowed to do, regulations on the responsibility of setting an example for officials and Party members, causing bad public opinion, affecting the prestige of the Party and the State, has been properly implemented in the spirit of the rule of law, "no forbidden areas", "no exceptions", contributing to building a clean and strong Party and political system.

It is also an effective way to help screen, consolidate, and build a team of strategic-level cadres with enough virtue and talent to shoulder the heavy responsibilities and great revolutionary tasks that history has assigned to them at present and in the future. Our Party has increasingly promoted the spirit of looking straight at the truth, courageously cutting off the "boil" in its own major surgery to prevent the "bad venom" from metastasizing and spreading, thus receiving the support and high appreciation of the vast majority of cadres, party members, and people nationwide.

However, some reactionary exiles abroad take advantage of events and incidents that many people are interested in, deliberately providing distorted information, incorporating subjective and one-sided opinions, equating individual incidents with the essence, aiming to mislead public opinion into misunderstanding the Party and State's policies and guidelines on organizational and personnel work, and directly attacking the Party's personnel work. Along with that, some individuals who call themselves "observers" and "democrats" regularly criticize and defame the regime, distorting the Party and State's policies and guidelines.

It is not difficult to identify that most of these people are lawbreakers who have been convicted by people's courts at all levels in Vietnam for crimes against the State such as "propaganda against the State" and "activities aimed at overthrowing the government",... or are wanted by the police and are currently living in hiding abroad. Assisting these anti-Vietnam subjects are overseas anti-communist press pages and forums that regularly organize so-called "discussions" to target the socialist regime in Vietnam, including the high-level personnel work of our Party and State.

These subjects distort that the Party's personnel training and selection in recent times have been "failed", leading to a "leadership personnel crisis". They deliberately ignore the fact that preparing the team, selecting and arranging cadres is a function of the ruling party and has become the Party's method of ruling. In particular, regardless of any personnel changes at any level, the operating principles, guidelines, lines and policies of our Party and State are always consistent, ensuring continuity, and not being influenced by any force...

From here, they aim to call for multi-party pluralism, "eliminate the Communist Party of Vietnam", incite people to put pressure on the Party to demand political changes, freedom of candidacy, freedom of election, freedom of the press, building a civil society, an independent judiciary, gradually moving towards multi-party pluralism. Ridiculously, there are subjects who initially show a hostile attitude, provide information that distorts the political situation in the country, spread false information about personnel work, clearly revealing dark intentions to divide regions, defame the investment environment, deny the results of anti-corruption of our Party and State, but immediately after that, their true nature as "merchants" is revealed.

The online community has exposed the content posted by this person as just a sensational "acting" trick to attract likes and views in order to sell products online to make money. Recently, the owner of this channel spent the last 20 minutes of a video clip slandering the regime to redirect the content to invite viewers to buy ginseng water, tablets with "cancer treatment" effects, beauty masks, hair growth hats...!

Dissatisfied with this phenomenon, and at the same time expressing his agreement with the Party's personnel work, Lieutenant Colonel, veteran Vu Thanh Long, former Deputy Chief of Staff of the Military Command of Binh Phuoc Province, 53 years of Party membership, currently active in the Dong Nai residential area Party Cell, Hoa An Ward, Bien Hoa City, Dong Nai Province shared: "Personally, I fully support and propose to further promote the removal of politically and morally degraded cadres from the apparatus. Although the handling of cadres is very painful, it is inevitable if we want our Party to be strong and long-lasting.

Reality shows that officials who violate the law, including high-ranking officials, cause negative public opinion and seriously affect the reputation of the Party and the State. Therefore, it is necessary to resolutely and strictly handle them.

In work and life, there is no victory more glorious than the victory over oneself over “sugar-coated bullets”. Each cadre and party member must now control himself and not cross the “line”. Violations must be strictly handled, only then can the Party’s strength be consolidated and strengthened, because our Party has no other interests than bringing benefits to the people.

In response to the concerns and worries of a segment of the population regarding the Party's personnel work, Professor, Doctor Tran Van Phong, member of the Central Theoretical Council, expressed: “We see that under the direction of the Central Executive Committee, the Politburo, the Secretariat headed by General Secretary Nguyen Phu Trong, the work of Party building and rectification is very drastic. Many people are worried, but in fact we should be happy. Don't worry, because we have to purify our own team and ranks, there is no other way. A tumor that is not removed or treated with radiation will recur, and if it recurs it cannot be saved, it means losing the leadership of the Party, losing the regime, losing the revolutionary cause that our ancestors have won for the past 94 years.”

Reality shows that officials who violate, including high-ranking officials, cause bad public opinion among the people, seriously affecting the prestige of the Party and the State. Therefore, it is necessary to resolutely and strictly handle them. From here, our Party has drawn valuable lessons on personnel issues. Looking back on the 94 years of leading the revolution, the Communist Party of Vietnam has always determined that building a contingent of officials, especially strategic-level officials, directly affects the fate and future of the Party, the country and the survival of the regime, so this is always a "key" task, a top priority task.

Therefore, the consideration and decision on personnel, especially important positions, are strictly bound by the Party's charter, regulations, and rules, the State's laws, and are under the comprehensive leadership of the Party. The process must be careful, methodical, scientific, procedural, truthful, objective, public, and transparent; absolutely not/never emotional, cannot be arbitrarily influenced or interfered with like the anti-government, reactionary elements who deliberately distort and defame.

Recently, after the official conclusion of the Central Inspection Commission, in a short period of time, the 15th National Assembly held extraordinary sessions to consider and decide on high-level personnel work. Or there were officials who were Provincial Party Secretaries, Provincial People's Committee Chairmen, incumbent or retired, and officials under the Central Government's management, who violated to the point of being expelled from the Party and prosecuted.

This affirms the spirit of "self-reflection", "self-correction", timely and resolutely cleaning up the Party and State apparatus in the spirit of "top first, bottom later" and proves that if cadres commit violations, do not fulfill their responsibilities, are not capable of undertaking their jobs, only consider benefits and benefits first, forgetting integrity and honor, then they must "come out" and "go down" naturally, regardless of who that person is. The interests of the nation and people are always put first and foremost, for that reason. The strong handling of cadres, even high-ranking ones, and the change of cadres absolutely does not affect the political stability of the country, because the revolutionary line of the Party has been clearly defined in the Party Platform, Resolutions and Constitution of the State.

Reality over the past time has shown that the Communist Party of Vietnam has clearly demonstrated its will and drastic actions to self-rectify itself to gradually improve itself. The fact that our Party has repeatedly adjusted and supplemented a series of regulations related to personnel work is not outside of the effort to "cultivate the roots of morality" without stopping. Recently, on April 23, 2024, the Politburo issued Regulation No. 142-QD/TW regulating the pilot assignment of authority and responsibility to leaders in personnel work (Regulation No. 142).

Accordingly, Regulation 142 allows the pilot of the head introducing candidates for election, appointing deputies; appointing and dismissing subordinate leaders directly under his/her management authority; at the same time, it also clearly states that the head must be responsible for ensuring the standards, conditions, political ethics, lifestyle, and working capacity of the personnel he/she introduces; strictly implementing regulations on personnel work, regulations on controlling power, and preventing and combating corruption and negativity in personnel work. Next, on May 9, 2024, the Politburo continued to issue Regulation No. 144-QD/TW stipulating revolutionary ethical standards for cadres and party members in the new period.

In particular, in response to the requirement to well implement personnel work from Party congresses at all levels to contribute to preparing personnel for the 14th National Congress of the Party, General Secretary Nguyen Phu Trong, Head of the 14th Congress Personnel Subcommittee, promptly grasped many core issues of strategic orientation on personnel work of historical significance, closely linked to the survival of the Party and the development of the country.

Emphasizing the overarching message of putting the interests of the nation, the Party, and the people above all else, the leader of our Party first and foremost deeply suggests around this complex and sensitive issue such as: "having a discerning eye"; "don't see a chicken as a crow", "don't see red and think it's ripe"... This is the "compass" to guide and avoid confusion for those who do Party personnel work, proactively preventing opportunists from infiltrating deep into the organization and apparatus, threatening the development of the Party, as well as the political system, and harming the interests of the nation and people.
