Temporarily stop tutoring because can't find a place to "stand"

Ms. Nhung, a 9th grade Math teacher at a secondary school in Thu Duc City (HCMC), said that in recent days, she and other teachers at the school have been running around trying to find a way to properly implement Circular 29 on extra teaching and learning, but have not been able to do so. According to Ms. Nhung, when she registered with the tutoring center, the center was overloaded and she could not reopen the class herself, so she temporarily stopped teaching extra classes.

Many teachers are struggling to find ways to teach extra classes according to Circular 29.

As an experienced teacher, many students choose to study with her and parents trust her to send their children to her. Ms. Nhung has 2 classes, each with 15-20 students attending on weekdays. "Since Circular 29 was issued, the school and the Department of Education have continuously reminded us, and we teachers are all afraid, so when the date is near, I announced that I would temporarily stop teaching extra classes because I realized that I still did not meet the requirements of the Circular," Ms. Nhung said.

According to Ms. Nhung, many parents called to express their worries because the 10th grade exam was coming up, and there were many changes this year, so they suggested that she continue teaching while asking for permission, but Ms. Nhung refused. "I have many fellow teachers in central districts, some of whom have successfully registered their businesses after only 3-4 days of submitting their applications, but in Thu Duc City, teachers have not received any instructions, and do not know how to do the procedures, so everyone is worried," Ms. Nhung said.

Similarly, many other teachers in Ho Chi Minh City are also "sitting on fire" because they are likely to lose tens of millions of dong in income each month because they have not been able to find a suitable solution according to the provisions of Circular 29.

Strengthen inspection

Mr. Trinh Khanh Son - Manager of an exam preparation center said that since Circular 29 was issued, the center has become overloaded because it has to advise both teachers and students. According to Mr. Son, the center has had to establish a team of more than 10 members to specialize in consulting and answering questions related to Circular 29 for teachers. "Questions revolve around business registration licenses; can public school teachers register under their names; what requirements do registrants need to meet, and especially many teachers want to become members of the center to continue teaching the classes they are organizing...", Mr. Son said.

However, Mr. Son said that in cases where teachers want to become members of the Center, they have to work very hard because in the past, most teachers organized classes at home, mainly for their own students, so many things like no registration, no list, no tuition receipt, no program...

“Now, if you want to become a member of the Center, you have to review and analyze again. I guarantee that there will be no classes where teachers will teach their own students, so there will be many disruptions. In particular, teachers will have to travel more to teach different classes to ensure their income as before,” said Mr. Son, adding that many teachers refused the above request and asked their relatives to register their business or together “circumvented the law” to get a license and continue teaching their students.

Talking to reporters, Mr. Ho Tan Minh - Chief of Office of the Department of Education and Training of Ho Chi Minh City said that the Department has sent a document to the People's Committee regarding Circular 29 to issue a guidance document.

“Circular 29 does not prohibit teachers from teaching extra classes, but only manages them in a more scientific and stricter way. Teachers who do not meet the requirements are not allowed to teach extra classes, and the education sector will not be lenient in cases of violating regulations. Inspection will be decentralized, and when teachers violate regulations, they will be handled according to regulations,” said Mr. Minh.

Regarding Circular 19, the People's Committee of District 12 has just issued a document assigning the Department of Education and Training to preside over and coordinate with the People's Committees of wards to establish an inspection team for extra teaching and learning activities in the area in February 2025, and handle any violations that arise within its authority, if any. In addition, the People's Committee of District 12 also requested the Department of Education and Training of District 12 to organize the deployment to the Board of Directors of public schools and leaders of educational institutions to strictly implement the regulations on extra teaching and learning. Ward Chairmen are responsible for managing extra teaching and learning activities in the area.

Regulations on extra teaching of the Ministry of Education and Training

Circular No. 29/2024/TT-BGDDT of the Ministry of Education and Training creates regulations on extra teaching and learning, officially effective from February 14, 2025. There are some notable points such as:

Do not organize extra classes for primary school students, except in the following cases: training in arts, physical education, and life skills training;

Teachers who are teaching at schools are not allowed to teach extra classes outside of school for money from students that the teacher is assigned to teach by the school according to the school's educational plan;

Teachers in public schools are not allowed to participate in the management and operation of extra-curricular teaching but can participate in extra-curricular teaching.

In addition, the Ministry of Education and Training also stipulates that extra teaching and learning in schools must not collect money from students and is only for students who register for extra classes in each subject as follows:

Students whose final semester subject results are unsatisfactory;

Students are selected by the school to nurture excellent students;

Senior students voluntarily register to review for entrance exams and graduation exams according to the school's educational plan...
