This morning, June 25, the delegation of the Standing Committee of the People's Council of Quang Tri province, led by the Standing Vice Chairman of the People's Council of the province Nguyen Chien Thang, worked with the Department of Health to supervise the implementation of policies and laws on management, use, and rearrangement of public assets such as houses and land in the period of 2018 - 2024. The Department of Health has 23 affiliated units. Up to now, the department has reported and proposed solutions for handling 174 houses and land, with a total area of 703,267 m2 of land and 184,907 m2 of houses. The Department of Health has been granted a land use right certificate for management, but currently the affiliated agencies and units are using it. For example: Eye Hospital is using land with an area of 2,321 m2 ; Provincial General Hospital is using land with an area of 205,673 m2 ... These areas are all granted by the Provincial People's Committee to the Department of Health for management and asset use.
According to the leader of the Department of Health, currently there are a number of units under the department that have not been authorized to transfer their names on the above land use right certificates, causing difficulties in asset inventory.
In addition, some health stations in district health centers still do not have land use right certificates or land use right certificates issued to the People's Committees in communes. Currently, the Food Safety and Hygiene Department does not have its own headquarters, and is working with the Department of Health at 32 Tran Hung Dao, Ward 1, Dong Ha City.
On September 4, 2024, the Provincial People's Committee issued Decision No. 2166/QD-UBND approving the plan to rearrange and handle houses and land of agencies and units under the Department of Health. Accordingly, 130 houses and land were approved for continued use; 23 houses and land were approved for transfer; 21 houses and land were approved for transfer to local management and handling.
The Department has initially completed the process of reviewing the plan for rearranging and handling houses and land of the Department and its affiliated units. Currently, it is in the process of completing the dossier, sending it to the Department of Finance and relevant agencies for appraisal, and submitting it to the competent authority to issue a decision on handling houses and land according to the provisions of Decision 2166/QD-UBND of the province.
The leaders of the Department of Health requested that agencies, departments and branches coordinate and guide the Department of Health and its affiliated units to fully implement the process of arranging and handling houses and land, contributing to perfecting the management and use of public assets in accordance with the provisions of law.
Speaking at the meeting, Standing Vice Chairman of the Provincial People's Council Nguyen Chien Thang requested the Department of Health to preside over and coordinate with departments and branches to determine the legality of the management and use of houses and land of affiliated units. If not in use, they should be liquidated or handed over to local authorities for management and handling.
At the same time, develop a plan to use public assets in accordance with legal regulations to submit to competent authorities for consideration and approval. Relevant departments and branches are requested to actively coordinate and support the Department of Health in managing public assets effectively and in accordance with regulations.
