How much is the current preschool tuition, what is the draft for tuition exemption?
As Thanh Nien Online reported, the Ho Chi Minh City Department of Education and Training is seeking opinions on the draft resolution on specific policies to support tuition fees for preschool children, public and non-public high school students, and continuing high school students in Ho Chi Minh City from the 2025-2026 school year.
According to the draft, policy 1 will support tuition fees for preschool children, public and non-public high school students, and continuing high school students in Ho Chi Minh City from the 2025-2026 school year.
5-year-old preschool children at a public school in Ho Chi Minh City, from the 2024-2025 school year, 5-year-old preschool children are exempted from tuition fees.
Thus, according to the draft, the support level is the tuition fee applicable to preschool children under 5 years old studying at public general education institutions that have not yet covered their regular expenses according to Resolution No. 12/2024/NQ-HDND dated July 16, 2024 of the City People's Council on tuition fees for public preschool and general education from the 2024-2025 school year and subsequent school years in Ho Chi Minh City. Only children under 5 years old are counted because from the 2024-2025 school year, 5-year-old preschool children have been exempted from tuition fees according to Decree No. 81/2021 of the Government.
According to the draft, this tuition support policy applies to students in both groups. Group 1 is preschool children studying at schools in Thu Duc City and districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan. Group 2 is preschool children studying at schools in Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio districts. According to the draft, tuition support will be as follows:
Draft tuition support for preschool children under 5 years old
Currently, preschool tuition fees for children under 5 years old are regulated in Resolution 12/2024/NQ-HDND of the Ho Chi Minh City People's Council regulating tuition fees in Ho Chi Minh City for the 2024-2025 school year.
For kindergarten children, tuition for group 1 is 200,000 VND/child/month (1,800,000 VND/year/9 months); group 2 is 120,000 VND/child/month (1,080,000/year/9 months).
For 3-4 year old preschool children, tuition fee for group 1 is 160,000 VND/child/month (1,440,000 VND/year/9 months); tuition fee for group 2 is 100,000 VND/month (900,000 VND/year/9 months).
Thus, if the draft exemption of tuition fees for preschool children in Ho Chi Minh City is passed, from the 2025-2026 school year, parents can reduce the above amounts in their children's education costs.
How much does it cost per year for a child to attend preschool?
Many parents are interested in knowing how much it costs to study preschool in Ho Chi Minh City each year. Depending on the type of educational institution that parents choose to study, public or private, international, there will be different costs. For example, if studying at a public preschool, tuition fees are required. For 5-year-old preschool children, tuition fees will be exempted from the 2024-2025 school year. For other ages, such as nursery schools and kindergartens for 3-4 years old, tuition fees are still being paid as mentioned above.

Next, children need to pay for breakfast, lunch, and drinks. For example, many places currently apply a breakfast fee of 16,000 VND/child/day; lunch and afternoon snacks are 40,000 VND/child/day. A month of school is 20 days, a school year is 9 months. Thus, the cost of meals for each child is about 10,080,000 VND/school year (9 months).
In addition, children attending public preschools need to pay other fees. These fees include services for organizing, serving, managing and cleaning boarding; breakfast services; caregiving staff services (part of the socialized funding according to Clause 2, Article 1, Resolution 04/2021/NQ-HDND dated March 23, 2021 of the City People's Council); air-conditioning services for air-conditioned classrooms (electricity bills, air-conditioning maintenance costs, air-conditioning rental costs if any); utility services applying information technology and digital transformation); initial health check-up fees (including school dentistry) paid once a year... These fees have been regulated at maximum levels in Resolution 13/2024/NQ-HDND of the Ho Chi Minh City People's Council.
At the same time, you need to pay a fee for the English introduction program. In addition, some schools have additional types of clubs for preschool children to participate in. If parents register their children for clubs (voluntary) such as aerobics, martial arts, drawing, etc., they also need to pay additional fees. The cost of children's education at preschool level also needs to include the cost of buying uniforms, personal equipment (hats, backpacks, water bottles, shoes, etc.), and at the same time, it is necessary to contribute to the operating costs of the parent-teacher association to take care of children's activities at school.
According to incomplete statistics from some parents, the total tuition and fees listed above, the cost of public preschool education in Ho Chi Minh City, ranges from about 18,000,000 VND to 25,000,000 VND/child/school year (9 months).

From a management perspective, Ms. Phan Thi Hanh, Principal of Phu Thuan Kindergarten, District 7, Ho Chi Minh City, said she supports the policy of exempting tuition fees for all levels of education for students, from kindergarten to high school in Ho Chi Minh City from the 2025-2026 school year. Especially at the preschool level, when children under 5 years old are exempted from tuition fees, it is meaningful, encouraging parents to send their children to preschool early.
"Preschool children are the future of the country. The community, family and school need to pay special attention, have more support policies, and create conditions for parents to send their children to school. When preschool children go to school early, they will be well cared for, nurtured and educated, helping them develop physically, mentally and personally," said Ms. Phan Thi Hanh.
At the same time, according to the representative of Phu Thuan Kindergarten, District 7, the first 5 years of a child's life is the golden period for children to develop their senses, develop comprehensively in the fields of: physical, aesthetic, cognitive, language, social emotions. If this golden window period is missed, it will be much more difficult to complete later. Many parents think that this age is only the age of eating and playing for children and do not send their children to preschool, or send them very late, which is a disadvantage for children.

The draft also contributes to strengthening universal education at all levels in the context that Ho Chi Minh City has just been recognized by UNESCO as a member of the global learning network.
Pursuant to Articles 14 and 15 of Decree No. 81/2021 of the Government, from the 2025-2026 school year, public primary school students, 5-year-old preschool children and secondary school students will be exempted from tuition fees. Thus, currently only preschool children under 5 years old and high school students must pay tuition fees according to regulations.
Therefore, if from the 2025-2026 school year, these two remaining student groups in Ho Chi Minh City are exempted from tuition fees, all children and students from preschool to high school and continuing education in Ho Chi Minh City will be exempted from 100% tuition fees.
