Breakthrough solutions to improve the quality of preschool education

Nearly 300,000 children aged 3-5 have not been to school

According to statistics from the Ministry of Education and Training, in the 2023-2024 school year, the country will have nearly 15,500 preschool education facilities of all types and nearly 17,000 independent facilities (childcare groups, kindergarten classes, independent preschool classes), an increase of nearly 1,700 facilities compared to the previous school year. The rate of non-public preschools accounts for 21.1%.

Currently, there are nearly 300,000 3-5 year old preschool children who have not been to school, mainly in disadvantaged areas, mountainous areas, and river areas of the Mekong Delta.

Regarding the teaching staff, by the end of the 2023-2024 school year, the rate of teachers and managers of preschools meeting the standards for training under the 2019 Education Law was 89.3%. Compared to the 2022-2023 school year, the rate of teachers meeting the standards under the 2019 Education Law at the preschool level increased by 1.9%. Localities have recruited an additional 5,592 preschool teachers by April 2024 to supplement the shortage. However, statistics also show that from August 2023 to April 2024, 1,600 preschool teachers nationwide quit or changed jobs.

The representative of the Ministry of Education and Training pointed out the reasons due to the limited attraction to the industry; the lack of teacher recruitment sources; the recruitment of localities is still slow. In addition, the number of classes has increased due to the increase in the number of students, leading to an increase in the demand for teachers; the planning and forecasting of teacher demand from the strategic level to the localities is not close, not keeping up with reality; population fluctuations, labor migration between regions in large numbers and without rules...

Creating conditions for non-public education to develop

While the current public preschool system is not yet qualified to accept more children, the non-public school system has been contributing to reducing the overload in public education.

For example, in Bac Giang province, there are currently 33 non-public schools, including 21 kindergartens. With the policy of encouraging the development of educational and training facilities of the province, newly established non-public kindergartens in accordance with the planning are allowed to rent land and are exempted from land rent, and are supported in site clearance and classroom construction. At the same time, Bac Giang synchronously and effectively implements mechanisms and policies to encourage the socialization of education, creating a legal corridor and an open and favorable investment environment in terms of land, credit, taxes and administrative procedures for businesses, organizations and individuals to invest in developing private schools to serve the learning needs of students.

Mr. Ta Viet Hung - Director of the Department of Education and Training of Bac Giang province said that in the coming time, the Department will continue to advise the Provincial People's Committee to prioritize land funds for the development of this type of school. Develop more suitable and flexible policies and mechanisms to attract organizations and individuals to invest in education, especially large investors interested in building high-quality schools to reduce the burden on public schools.

Many localities such as Binh Duong, Ho Chi Minh City, Da Nang... have also created favorable conditions for leasing cleared land to build kindergartens, exempting land rental tax during the entire project implementation period, creating an open environment for organizations and individuals to participate in investing in building preschool facilities.

However, in reality, the non-public school system is still difficult to develop in many places, especially in places with difficult socio-economic conditions. In areas with industrial parks, export processing zones, and densely populated urban areas, the majority of children of workers and laborers are being raised, cared for and educated in independent preschools with limited quality conditions.

Many unfortunate incidents have occurred at independent childcare groups and unlicensed childcare facilities with a team of caregivers, caregivers, and educators who are mostly not qualified or have professional competence. This is an alarming situation that needs attention and handling.

The education sector plans to pilot the new preschool education program at 120 preschools in 40 districts of 20 provinces representing all regions from the 2025-2026 school year for mass implementation in the 2029-2030 school year. The representative of the Ministry of Education and Training emphasized the need for breakthrough solutions to change the current situation, and the need to change investment perspectives so that preschool education has a good program, ensuring conditions for teachers, facilities, and schools so that all preschool children have the opportunity to access quality preschool education.
