According to statistics from the Department of Education and Training of Ho Chi Minh City, as of October 2024, the city has 3,281 preschools. Of which, there are 1,261 schools and 2,020 independent nursery groups, kindergartens and preschool classes. Notably, the number of preschools in industrial parks and export processing zones accounts for a high proportion, up to 61.14% with 771 schools and 1,590 independent nursery groups, kindergartens and preschool classes.

According to Ms. Luong Thi Hong Diep, Head of the Preschool Education Department (Ho Chi Minh City Department of Education and Training), the number of children studying and teachers working in non-public educational institutions is higher than that of the public system. This is true not only in areas with industrial parks but also in areas without industrial parks.

The strong development of the non-public preschool education system shows the important role of the private sector in meeting the growing demand for preschool education in the city. However, this also raises the requirement for quality management and ensuring equity in access to preschool education for all children.

Despite the rapid increase in the number of preschools, ensuring adequate numbers and quality of teachers remains a major challenge. Many preschools, especially in the non-public sector, are facing teacher shortages or teachers who do not meet professional standards.

The reasons for this situation include: high work pressure, salaries not commensurate with the effort put in, and lack of specific support policies for preschool teachers. This requires breakthrough policies to attract and retain quality teachers, especially in areas with difficult socio-economic conditions.

Create a good environment for children to learn

In recent times, Ho Chi Minh City has issued many specific support policies to develop and improve the quality of preschool education. These policies not only focus on supporting facilities but also on improving the lives and incomes of teachers.

One of the important policies is Resolution 27/2021/NQ-HDND issued on December 9, 2021. This is considered one of the key policies, focusing on independent preschools in industrial parks, where over 30% of children are children of workers and laborers working in industrial parks.

Specifically, these facilities receive support for equipment and facility repairs ranging from 20 to 50 million VND each. The policy helps improve the learning environment and reduce the financial burden on non-public facilities.

In addition, children of workers are supported with 160,000 VND/month, up to 9 months/year, while teachers at private facilities are supported with 800,000 VND/person/month, helping to improve income and retain teachers.

After nearly 3 years, this Resolution has spent more than 1 billion VND on preschool education facilities, 12.6 billion for children and 2.6 billion for teachers. The city also invested in building 33 new schools and repairing 577 schools, with a total cost of nearly 1,800 billion VND.

These figures show the city’s special interest in improving learning conditions for preschool children. Investing in facilities not only creates a better educational environment but also contributes to improving the quality of preschool education in general.
