On November 15, in Hanoi, Deputy Prime Minister Ho Duc Phoc chaired an online meeting of Working Group No. 4 and Working Group No. 7 on inspecting and urging the acceleration of public investment disbursement in the last months of 2024.
At Dak Nong bridgehead, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Ho Van Muoi, leaders of departments, branches and units attended.

In 2024, the total public investment plan assigned by the Prime Minister to ministries, branches and localities is VND 677,944 billion. By October 31, the whole country had disbursed VND 355,616 billion, reaching 52.46% of the assigned plan, 4.28% lower than the same period in 2023.
The reason for the low disbursement rate is that some grassroots cadres are still limited in capacity and qualifications, especially in State financial management capacity. Some contractors are not really determined to increase machinery, equipment and human resources for construction.
Coordination between levels, sectors and localities in implementation is sometimes not tight and confusing. The management, operation and implementation of projects by some investors are still limited.
Some legal regulations are not yet consistent, have unclear authority, and are slow to be amended and supplemented, leading to confusion and difficulty in implementation. Some projects must wait for new regulations and guidelines to be processed...

In Dak Nong, by November 8, the whole province had disbursed 1,330 billion VND, reaching 45.8% of the plan assigned by the province and 51.4% of the plan assigned by the Prime Minister.
The reason is due to bauxite planning; site clearance work still has limitations. The management and implementation capacity of some units, contractors, project management boards, etc. is still weak.
Speaking at the meeting, Deputy Director of the Department of Planning and Investment of Dak Nong Nguyen Duong proposed: "The Deputy Prime Minister should consider adjusting the constructions and projects in Dak Nong out of the planning, exploration and exploitation of minerals. The Government should consider and agree on the policy of not recovering bauxite ore in public investment projects and national target programs."
Concluding the meeting, Deputy Prime Minister Ho Duc Phoc emphasized that there are only 45 days left until the end of 2024, but the disbursement rate is still very low.
Meanwhile, every locality has committed to disbursing 95% of the capital plan. To achieve this goal, central and local ministries, branches and localities focus on implementing public investment, avoiding the case where every project is unfinished, causing many consequences.

“We must focus on doing things quickly, strongly, firmly, and sustainably, avoiding chasing quantity to limit future consequences,” Deputy Prime Minister Ho Duc Phoc directed.
The Deputy Prime Minister emphasized that mountainous provinces should review, consider, and reconsider their counterpart funds, and from there, propose to the Government to supplement capital to complete the project effectively. Avoid the situation of committing to receive the project but lacking capital to implement, leading to difficult settlement and unfinished projects.
Localities focus on completing investment procedures, adjusting projects, and strictly managing investment from prices to construction quality. Central ministries and branches focus on removing obstacles and responding promptly to localities.
