Bao Loc speeds up progress of public investment projects

The project to renovate and upgrade March 28 Square (Ward 2, Bao Loc City) is being accelerated.

Reporting at a recent working session with comrade Vo Ngoc Hiep - Member of the Provincial Party Standing Committee, Vice Chairman of Lam Dong Provincial People's Committee, Chairman of Bao Loc City People's Committee Ngo Van Ninh said: In 2025, the total public investment capital plan managed by Bao Loc City is 248.35 billion VND; of which, the city budget capital is 172.56 billion VND, allocated to 30 transitional projects, 27 newly started projects, 13 investment preparation projects; at the same time, planning tasks and investment decentralization are arranged for the People's Committees of wards and communes in the area.

Right from the beginning of the year, Bao Loc City determined that the effective deployment of public investment capital would make an important contribution to the locality's successful completion of socio-economic development targets. Thereby, contributing to the completion of the goals set out in the Resolution of the 6th Bao Loc City Party Congress, term 2020 - 2025. Therefore, in the first months of 2025, Bao Loc City People's Committee regularly inspected, directed, and urged investors and construction units to focus on drastic and effective implementation of public investment projects and works in the area. Through the inspection work, the leaders of Bao Loc City People's Committee pointed out shortcomings, causes, and problems that caused many projects and works to be implemented behind schedule compared to the set plan; at the same time, frankly criticized and reviewed investors of some projects and works that were behind schedule.

According to the report, as of April 10, the total disbursed public investment capital in 2025 was VND47.8 billion, reaching 18.71% of the capital plan. Of which, the provincial budget capital disbursed was VND7.25 billion, equal to 12.14% of the plan; the city budget capital disbursed was VND36.2 billion, equal to 20.16% of the plan.

By strengthening inspection and supervision, the leaders of Bao Loc City People's Committee pointed out difficulties and shortcomings affecting the progress of public investment disbursement in the area such as: Site clearance for some projects is slow, affecting the progress of disbursement; investors are still passive, not coordinating well with specialized agencies in implementing investment preparation, project approval, and adjusting the design of works and projects; the direction of preparing payment records for completed volumes of some investors is still slow; the organization and implementation of planning projects still have many shortcomings... In particular, a number of cadres and civil servants are not exemplary in performing their tasks; confused in handling work, there are signs of pushing, avoiding, fear of mistakes, fear of responsibility.

Currently, Bao Loc City People's Committee is directing functional departments, investors, and construction units to focus on accelerating the progress of projects and works transitioning from 2024 with large total investments such as: Bao Loc Youth Activity Center Construction Project, with a total investment of 118 billion VND; 28/3 Square Upgrade Project, with a total investment of 54.4 billion VND; Dong Nai Lake Dredging Project, 11 billion VND and Information Technology Investment Project to serve the Digital Transformation Program in the city, phase 1, with a total investment of 27 billion VND. Along with that, Bao Loc City is also focusing on implementing new projects and works such as: Construction of lighting system on National Highway 20 (section through Bao Loc City), with a total investment of 29.7 billion VND and Hong Bang Road Upgrade Project, with a total investment of 38 billion VND.

Chairman of Bao Loc City People's Committee Ngo Van Ninh said that the city is setting a target of achieving a disbursement rate of over 50% of the capital plan by the end of the second quarter. Currently, the locality is directing functional branches, investors and construction units to speed up the progress of site clearance for works and projects; at the same time, doing a good job of mobilizing people to donate land, crops, and works on land to implement traffic investment projects; promptly resolving problems arising during project implementation. In particular, the City People's Committee is selecting contractors to start construction for new projects such as: Lighting for National Highway 20; Renovation and upgrading of Hong Bang Street; at the same time, speeding up the implementation progress and ensuring the disbursement plan for transitional works and projects.

For all public investment projects in the city, investors need to focus on directing construction units to speed up progress, including projects with land clearance problems. Particularly for projects with design adjustments, investors need to have flexible plans to construct locations with cleared land first; locations that have been guaranteed according to approved designs to increase the completed volume of the project. The city's viewpoint is to resolutely and strictly handle units and individuals that slow down the construction progress of works, projects and disbursement of investment capital in the area according to regulations.

According to comrade Ngo Van Ninh, in order to effectively implement the work of disbursing public investment capital, the leaders of Bao Loc City require investors and relevant functional departments to report the implementation results weekly. From there, the city leaders promptly direct the overcoming and removal of difficulties and obstacles.
