On October 19, 2023, the Government issued Decree 75/2023/ND-CP amending Decree 146/2018/ND-CP guiding the Law on Health Insurance.
In particular, Decree 75/2023/ND-CP amends the regulations on presenting health insurance cards when examining and treating patients (Clause 1, Article 15, Decree 146/2018/ND-CP) as follows:
When seeking medical examination or treatment, health insurance participants must present a health insurance card with a photo or citizen identification card ; in case of presenting a health insurance card without a photo, they must present one of the following identification papers with a photo issued by a competent authority or organization or a certificate from the commune-level police or other papers certified by the educational institution where the student is managed; other legal identification papers or level 2 electronic identification papers as prescribed in Decree 59/2022/ND-CP .
Thus, according to the new regulations, when going for an insurance examination, in addition to presenting a paper health insurance card, if people have integrated their health insurance card into the VNeID application, they can use VNeID instead of a paper health insurance card.
Therefore, when going to health insurance examination, people can use one of the following methods:
(1) Use paper health insurance card.
(2) Use chip-embedded CCCD card instead of paper health insurance card.
(3) Use VssID application instead of paper health insurance card.
(4) Use VNeID instead of paper health insurance card.
Instructions for using VN eID instead of paper health insurance card when going to see a doctor
First, users need to integrate health insurance card information into the VneID application. To integrate health insurance information into the VNeID application, people must register for a level 2 electronic identification account at the Commune, Ward, Town Police or the Police where the CCCD card was issued.
VNeID is an electronic identification application developed by the National Population Data Center under the Ministry of Public Security. The application is used to identify citizens, integrating a lot of personal information so it can be used to present instead of many types of documents including health insurance cards. |
After registering for a level 2 identification account, to integrate the health insurance card, people do the following steps:
Step 1: Go to VNeID application.
Step 2: Select “Paper Wallet”. Then select “Integrate Information”.
Step 3: Select “Create new request”
Step 4: Click on the arrow and select “Health Insurance Card”
Step 6: Enter your health insurance card number and click “Submit request”.
Then, check the request again by going to “Document Wallet”, then select “Health Insurance Card”.

After successful registration, people can use the health insurance card information on the VNeID application to replace the paper health insurance card to carry out health insurance examination and treatment procedures.
To use VNeID instead of paper health insurance card when seeing a doctor, people follow these steps:
Step 1: Access the VNeID application using a level 2 identification account.
B2: Turn on the function " Verify application via QR code " in the " Personal " section.
B3: Return to “ Home ” to create an electronic identification QR code.
Step 4: Medical staff logs into the VNelD application using a level 2 identification account; then scans the QR code provided by the citizen to determine whether the citizen's VNelD application is real or fake.
