Following the registered addresses of the above branches, the reporter discovered a surprising truth: these were all "ghost" addresses. At these addresses, there were no more traces related to the production and trading of fake milk; some places had quietly removed their signs.

Ms. T., the clinic owner, was very surprised to learn that the address of the room she had rented for 6 years was actually a branch of a milk production company. Mr. Vuong Van Thuan (the homeowner) said that his family only signed a contract with Ms. T. to operate a maternity clinic, and did not sign a contract, rent the house to any other unit, or lend the address to register a business.

"I was surprised to learn that my home address was used by a fraudulent business as its address and place of transaction. If the matter becomes complicated, I will file a complaint with the authorities to resolve it," Mr. Thuan was indignant.

The reporter went to address number 10, Da Hop adjacent area, group 12, Huu Nghi ward, Hoa Binh city - the registered place of Hoa Binh Branch - Big Four Pharma International Pharmaceutical Joint Stock Company and Hoa Binh Branch - BFF Medical Nutrition Joint Stock Company, the house was closed, there are currently no signs of these branches.

According to Mr. T., the tenant next door to the above address, a few months ago he saw two signs in front of house number 10 but did not pay attention because it did not affect his business. "This morning, when I went to work, I did not see the sign anymore. Someone must have removed it last night," said Mr. T.

Thus, 4 companies registered branches in Hoa Binh but they are just "ghost" addresses, with no production activities, no business or product display.

It is worth mentioning that the address announced by Hoa Binh Branch - Big Four Pharma International Pharmaceutical Joint Stock Company and Hoa Binh Branch - BFF Medical Nutrition Joint Stock Company is only about 200m from Hoa Binh Food Safety and Hygiene Department.

However, for a long time, this unit has never checked or post-checked 305 products, accounting for more than 53% of all fake milk brands of these companies.

According to information from the Hoa Binh Food Safety and Hygiene Department, the above companies started applying for licenses at the department from 2023. In 3 years, these 4 companies submitted 184 product declaration dossiers and 121 product self-declaration dossiers.

Companies take turns submitting registration documents, each month these companies announce dozens of products to the market. According to current regulations on product registration documents and self-declaration of products, companies with branches in the area submit documents to the local Food Safety and Hygiene Department.

Responding to the press, Mr. Vu Duc Toan, Head of the Inspection - Professional Department, Department of Food Safety and Hygiene of Hoa Binh province said that companies prepare documents according to regulations, with all relevant documents, then send them to the department by post or directly. Immediately after submitting the documents, according to regulations, companies can manufacture products and bring them to market.

The Department is responsible for receiving the dossier, posting the dossier information and the acceptance announcement on the system. Then, it will conduct post-inspection work. However, in the past, the Department of Food Safety and Hygiene of Hoa Binh province has never taken samples or conducted post-inspection of all 305 fake milk products that the branches of the above companies announced in the area.

According to the department head, the reason is that the branches of these businesses are registered but do not produce in Hoa Binh, so there are no samples for post-inspection and no customers have complained about these products.

An official from the Hoa Binh Department of Health shared that the announcement of 305 fake milk brands in Hoa Binh is "terrible".

The case will be investigated and clarified, but it is unusual for four business branches to register to declare more than 53% of their products as fake milk brands in one locality. Although there are no specific inspection results, ordinary people can infer that there is something fishy going on here.

The leader of the Department of Health of Hoa Binh province said that after the incident of 305 fake milk brands being discovered, the unit is conducting a review and will provide information when the results are available.
