Director Pham Binh Dam believes that Mr. Reinaldo Rafael Espinal Núnez; Mr. Azeddine Bechka and Mr. Fernando Miguel are all experienced diplomats who will promote and deepen the relationship between Vietnam and Dominica, Algeria and Angola.

Ambassador Reinaldo Rafael Espinal Núnez has been working at the Ministry of Foreign Affairs of the Dominican Republic since 2008 and has held the positions of Director of the Diplomatic and Consular Academy “Dr. Eduardo Latorre Rodríguez”, Director of the Institute for Higher Education in Diplomatic and Consular Training (INESDYC); Advisor to the Department of Diplomatic Affairs and Director of the Department for Relations with Asia and Oceania.
Ambassador Azeddine Bechka began his diplomatic career in 2015, previously working at the General Directorate of Customs of Batna, Algeria. Mr. Azeddine Bechka has held the positions of Attaché, Embassy of Algeria in Tunisia; Deputy Director, Department of Information Technology and External Communications and Director of the Research Department, Office of the Secretary General, Ministry of Foreign Affairs of Algeria.
Graduated with a BA in Diplomacy, Rio Branco Institute, Brazil and a MA in Political Science and International Relations, University of Brazil, Ambassador Fernando Miguel began his diplomatic career in 1996 and has served terms at the Angolan Embassy in Ethiopia, Namibia, Singapore, Philippines, Namibia and served as Head of the Southeast Asia Section and Chief of Staff of the Minister of Foreign Affairs, Ministry of Foreign Affairs of Angola.
