How to stop the car properly?

When wanting to stop or park a vehicle, the driver must stop or park in the correct place.

At intersections with traffic lights or traffic controllers, there will be a stop line (line 7.1) according to QCVN 41:2019/BGTVT issued with Circular No. 54/2019/TT-BGTVT.

Accordingly, line 7.1 is used to determine the position where the vehicle must stop to wait for the signal to continue. Specifically, the line is used to determine the position where the driver must stop when there is a red light signal or when there is a license plate R.122.

The line is also used to determine where drivers must stop under certain conditions in some locations such as: On the branch leading to the intersection at the same level as the railway, on the left turn lane within the intersection, before the pedestrian crossing line.

Thus, when there is a red light or a command from a traffic controller, the driver must stop before stop line number 7.1.

Penalty for stopping in the shade at a red light

In case the shaded area is also the area where there is a stop line and the driver stops right there, it is still in accordance with the regulations.

However, in cases where the stop line and the shaded area are far apart, the driver still chooses to stop at the shaded area, he/she may be fined according to Decree 100/2019/ND-CP.

Specifically, Point d, Clause 2, Article 6 of Decree 100/2019/ND-CP, amended and supplemented by Decree 123/2021/ND-CP stipulates:

Fines from 300,000 to 400,000 VND shall be imposed on drivers of motorbikes, mopeds (including electric motorbikes), motorbike-like vehicles and moped-like vehicles who stop or park on the roadway in urban areas, causing traffic obstruction; Gathering 3 or more vehicles on the roadway or in road tunnels; Parking or leaving vehicles on the roadway or sidewalk in urban areas, contrary to the provisions of law.

For bicycle and motorbike drivers, the fine for the above behavior is from VND 80,000 to VND 100,000 (according to point k, clause 1, Article 8, Decree 100/2019/ND-CP).
