After reviewing and resolving the shortcomings of the traffic sign and light system, the results will be reported to the Prime Minister before March 15.
On the afternoon of February 19, the Government Office issued a document conveying the opinion of Deputy Prime Minister Tran Hong Ha on reviewing and handling existing problems and inadequacies in the organization of road traffic.

Recently, the media has reported on inadequacies in the system of traffic signs, traffic lights, licensing, and arrangement of stops, parking lots, and vehicle storage, causing traffic conflicts.
Deputy Prime Minister Tran Hong Ha requested the Ministry of Transport to preside over, together with the Ministry of Public Security and People's Committees of provinces and centrally-run cities, a comprehensive review and resolution of inadequacies in the system of traffic signs, traffic lights, licensing, arrangement of stops, parking lots, vehicle guards... causing traffic conflicts; and report to the Prime Minister before March 15.
Previously, in early January, the National Assembly Standing Committee gave its opinion on the National Assembly's report on people's petition work in December 2024.
Opinions in the National Assembly Standing Committee highly appreciated the effects of regulations on administrative sanctions for violations of road traffic order and safety according to Decree 168/2024, and at the same time suggested paying attention to maintaining the traffic light signal system.
According to Vice Chairman of the National Assembly Tran Quang Phuong, since Decree 168/2024 took effect, people's awareness has improved.
"It is necessary to coordinate with all levels and sectors to check the technical conditions of the traffic light system, so that people are not wronged. This is a matter of great concern to National Assembly delegations and voters," said Mr. Tran Quang Phuong.
In mid-January, a representative of the Traffic Police Department, Ministry of Public Security, said that traffic police forces across the country are inspecting and reviewing the entire traffic light system. This is to have a basis for recommending the replacement and repair of damaged and faulty light clusters.
During operation, the authorities will also adjust the traffic light cycle to suit the situation of each locality. The goal is to ensure smooth traffic for people; the handling of violations is accurate, appropriate to the behavior, and violators are "convinced".
According to the Traffic Police Department, the Traffic Police force will monitor and inspect the operation of traffic lights to report, propose, and recommend to competent authorities for timely maintenance and replacement when damage is detected.
This ensures the system operates stably and continuously, avoiding injustice when imposing penalties related to compliance with traffic light signals; not imposing penalties for unclear situations or incidents in the traffic light system.
Decree 168/2024 takes effect from January 1, 2025. Many violations have had their penalties increased sharply, such as: car drivers who run red lights will be fined 18-20 million VND, more than 3 times higher than the previous regulation. Drivers who violate the alcohol concentration level of 0.25-0.4 mg/liter of breath or 50-80 mg/100ml of blood will be fined 18-20 million VND, an increase of 2 million VND.
For motorbikes, instead of being fined 800,000 - 1 million VND for running a red light, from January 1, 2025, this violation will be fined from 4-6 million VND (5-6 times more).
Drivers on the road with blood or breath alcohol concentration exceeding 50mg - 80mg/100ml of blood or exceeding 0.25 - 0.4mg/liter of breath will be fined 6 - 8 million (an increase of 2-3 million compared to current).
In addition, some acts such as transporting goods on a vehicle that is not securely tied; obstructing or failing to comply with inspection and control requests from law enforcement officers; failing to comply with traffic controllers' instructions... will have fines 3-30 times higher than current ones.
