Enough 'heavenly time, geographical advantage', need to make efforts to create 'human harmony'

That was the affirmation of Hai Phong City Party Secretary Le Tien Chau at the Conference to summarize the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee, held on December 24.

After more than 7 years of implementing Resolution No. 18-NQ/TW on “Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently”, Hai Phong has achieved quite comprehensive and outstanding results. The city's political system has been gradually streamlined, especially the number of focal points within agencies and units and the number of leaders and staff have been significantly reduced, compared to the time when Resolution No. 18-NQ/TW began to be implemented.

The management and use of staffing are carried out economically and effectively, equal to and lower than the assigned staffing target. The recruitment and assignment of civil servants and public employees based on approved job positions have initially achieved positive results.

In addition to the results achieved, Hai Phong Party Secretary Le Tien Chau frankly acknowledged that the reorganization and innovation of the political system have not met the set expectations. The number of agencies implementing the reorganization, streamlining of the apparatus, and staff reduction is not large. The reorganization of the apparatus in some units and fields is still mechanical. Some organizations, agencies, and units operate ineffectively after the reorganization.

Hai Phong City Party Secretary Le Tien Chau affirmed that Hai Phong has all the factors of "heavenly time and favorable location", what is lacking now is to create the factor of "human harmony" itself.

Speaking at the conference, Hai Phong Party Secretary Le Tien Chau said that at the working session on December 18, 2024, the National Assembly Chairman agreed to let Hai Phong urgently coordinate with Central Committees, Ministries and branches to develop a Resolution to replace Resolution 35 on piloting a number of outstanding special mechanisms and policies. In particular, Hai Phong is allowed to establish a Free Trade Zone; implement urban government in Hai Phong and arrange administrative units at district and commune levels.

“The city has all the elements of “heavenly time, favorable terrain”, what is lacking now is to create the element of “human harmony”. That is, to complete the streamlining of the organizational apparatus, restructure the staff, and reduce the payroll so that the entire city’s political system is streamlined, strong, efficient, effective and efficient”, the Secretary of the Hai Phong City Party Committee emphasized.

To achieve the above goal, the Secretary of the Hai Phong City Party Committee requested the entire political system of the city to implement the work of streamlining the apparatus impartially and objectively for the common benefit of the city; not to be lenient, not to avoid, not to take advantage of inserting group interests, personal interests in the arrangement of the apparatus and staff. The implementation time is urgent, but absolutely not to arrange mechanically but still have to assess the impact of the arrangement options scientifically, fully, comprehensively, with clear arguments.
