Increase total investment to ensure people's rights
The East-West Road Construction Investment Project (Phase I) was approved by the Provincial People's Committee in Decision No. 1190/QD-UBND dated October 29, 2021, with a total investment of VND 1,486 billion. The scale of investment in the construction of the East-West Road with a total length of 23 km from Tam Diep (at Dong Giao intersection, Quang Son commune) to Nho Quan (intersection with National Highway 12 in Van Phong commune) with an initial scale of 4 lanes according to grade II road standards (the first section of the route to the North-South Expressway intersection with a length of 1.64 km is invested with a scale of 8 lanes according to Tam Diep urban planning); carry out site clearance for 8 lanes for the entire route.
However, during the implementation process, the project's land acquisition and clearance costs increased. The reason for the increase was due to the difference in compensation prices for land acquisition and clearance (actual prices and prices according to the province's unit prices established in the approved investment policy). In addition, the application of compensation support policies for adjacent garden and pond land that is not residential land according to Resolution 09/2021/NQ-HDND dated February 23, 2021 of the Provincial People's Council and due to some of the land acquisition and clearance work volume in the investment policy preparation step that has not been calculated in detail... increased the total investment.
Comrade Pham Quoc Chinh, Director of the Ninh Binh Provincial Traffic Construction Investment Project Management Board, representing the investor, said: After reviewing and updating the costs, the total investment of the project is 1,913.754 billion VND, an increase of 427.754 billion VND. Of which, the central budget is 500 billion VND and the provincial budget is 1,413.754 billion VND. Due to the increase in total investment, according to regulations, the project is adjusted from group B to group A project. According to the Law on Public Investment, the project implementation period for group A projects is a maximum of 6 years, so the adjusted project implementation period is 2021 - 2026.
Assessing the increase in total investment to ensure the rights of people when acquiring land, comrade Tran Viet Hung, Vice Chairman of Nho Quan District People's Committee said: With the increased compensation price for land and architectural assets on the land compared to previous regulations, the district has helped to remove bottlenecks in the acquisition of land for the East-West road project. Currently, Nho Quan is actively participating in carrying out compensation procedures, supporting people, and at the same time speeding up the implementation of resettlement areas so that people can soon stabilize their housing with the motto that the new housing must be better than the old housing.
Don't let difficulties slow down progress
Despite the hot weather that has lasted for the past few days, the construction site of the East-West Highway project is still bustling with the urgent working atmosphere of the officers, engineers, and workers of the construction contractors. All are working together to ensure the progress of completing the project according to the plan assigned by the Provincial People's Committee.
Engineer Ngo Van Binh, technical officer of the contractor Xuan Truong Construction Enterprise, said: Although the weather has been hot in recent days, the contractor has focused on mobilizing machinery and human resources to work in all 3 shifts to ensure the progress and quality set by the investor.
"We will focus at the highest level to implement the project according to the direction of the Provincial People's Committee and the investor, striving to open the technical traffic in 2023. To achieve this goal, we hope that localities will quickly hand over clean land to create conditions for us to construct."
Difficulties in site clearance have also been gradually resolved when the total project investment has been adjusted to increase. Currently, the site clearance work of the project has handed over 20.2/22.9 km, of which, Tam Diep city has handed over 6.627/6.627 km; within the handover area, there are still some residential land and technical infrastructure works stuck. Nho Quan district has handed over 13.64/16.3 km of agricultural land, reaching about 83.66% of the site clearance area, currently there are 2.66 km of residential land and technical infrastructure works that have not been handed over.
Determined not to let difficulties affect the project's progress, the contractors have implemented the motto of constructing as soon as the site is available. Up to now, the project has constructed 11.5/23 km of roadbed, cross-culverts and bridges on the route, the construction value has reached about 30% of the volume, the disbursed value is 405.479 billion VND/1,034.983 billion VND.

Determined to reach the finish line "before the deadline"
Recently, during an inspection trip to the East-West route of Ninh Binh province, Prime Minister Pham Minh Chinh acknowledged and commended Ninh Binh province and the construction units for their efforts to overcome difficulties and implement phase 1 of the project. He especially emphasized the importance of the project as a "4-in-1" route for urban, service, industrial and scientific-technological development. When completed, it will open up new development space, contributing to reducing the load on Ninh Binh city and other localities of the province. The Prime Minister requested Ninh Binh province to urgently do a good job of planning to maximize development space.
Along with that, focus on the task of implementing the construction of the province's East-West route, creating a synchronous connection chain with the national and regional transport system, especially with the northern mountainous provinces and connecting with coastal routes. Therefore, the Prime Minister assigned Ninh Binh province and agencies to research and prepare procedures to establish projects for the next phase, calculate investment plans, capital sources, including central and local capital, and report to competent authorities for consideration and decision.
At the same time, assign relevant Central agencies to receive recommendations and proposals, consider and resolve difficulties, ensure compliance with regulations, create conditions for Ninh Binh province and the construction unit to speed up the project completion progress according to the set plan, contributing to regional connectivity, opening up space, creating room and breakthrough in socio-economic development of the province and the region.
The East-West Road Construction Investment Project in Ninh Binh Province (Phase I) has been identified by the Provincial Party Executive Committee, term XXII, 2020 - 2025 as a key project that must be completed as soon as possible to create momentum and a breakthrough in the province's socio-economic development in the immediate future and with strategic and long-term vision.
This completed traffic axis will pass through 4 districts and cities, connecting the westernmost with the easternmost of Ninh Binh province, from the mountainous area of Nho Quan district to the coastal district of Kim Son, opening up space, space and development motivation for about 50,000 hectares in the south of Ninh Binh province, especially the mountainous and ecological areas of Nho Quan district, Tam Diep city, Yen Mo district and the entire coastal area of Kim Son district; Creating a strategic traffic axis, synchronously connecting with the province's traffic system; Connecting economic centers with the World Cultural and Natural Heritage of Trang An Scenic Landscape Complex, Cuc Phuong mountainous area and Kim Son coastal area with great potential; opening up space, creating new space and motivation to promote rapid and sustainable socio-economic development of Ninh Binh province.

In particular, the route connects synchronously with important national traffic axes such as: the North-South Eastern Expressway, National Highway 1A, coastal roads, North-South railway...; opens up a connection direction with the Ho Chi Minh route and inter-regional connection between the Northwest region (Hoa Binh, Son La) and the Red River Delta...
Implementing the direction of the Prime Minister, the Party Committee, the government and related units are focusing on removing difficulties and obstacles with the determination to "finish ahead of schedule" and put the project into operation soon.
Comrade Pham Quoc Chinh, Director of the Ninh Binh Province Traffic Construction Investment Project Management Board, affirmed: Although the project's investment policy was adjusted to a group A project with a total amount of 1,913.754 billion, the implementation time to ensure compliance with the provisions of the Law on Public Investment for group A should be extended to 2026. However, the project's adjustment was only due to site clearance costs; regarding the scale of the project, the scale of site clearance has not changed, the process of adjusting the project to group A does not greatly affect the project's construction progress.
In order to soon put the project into operation and promote the project's effectiveness according to the direction of the Provincial People's Committee, the Investor is currently coordinating with relevant units to speed up the site clearance and construction progress, striving to complete the technical traffic of the project by the end of 2023 and complete the project's operation in 2024, 1 year earlier than planned.
With this goal, it is necessary to have the consensus and cooperation of local authorities and the sharing of the people so that the project can be quickly completed, contributing to making Ninh Binh a fairly developed province in the Red River Delta region by 2030.
