As Thanh Nien reported, the Tan Phu - Bao Loc expressway construction project was identified as a key project according to the Resolution of the 11th Lam Dong Provincial Party Congress, term 2020 - 2025.
Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressways, when completed, will connect to Lien Khuong - Prenn expressway to enter and exit Da Lat.
The Tan Phu - Bao Loc Expressway project is about 66 km long (11 km in Tan Phu district, Dong Nai province; 55 km in Lam Dong province), designed speed is 80 km/h; in the phased phase, the roadbed width is 17m with 4 car lanes. The total investment in the phased phase is 17,200 billion VND (state capital participating in the project is 6,500 billion VND, of which the central budget is 2,000 billion VND and Lam Dong province budget is 4,500 billion VND); investor equity is 1,605 billion VND and 9,095 billion VND from mobilized sources).
Lam Dong Department of Agriculture and Rural Development said that according to the plan to pay for replacement forest planting when transferring the land use rights to other purposes to implement the Tan Phu - Bao Loc expressway project (in Lam Dong), which was agreed by the Chairman of the Provincial People's Committee (in 2021), the replacement forest planting plan must be implemented for 143.93 hectares (natural forest 123.29 hectares, planted forest 20.64 hectares).
However, currently, due to the project's local adjustment of some sections of the route to suit the actual situation, the remaining forest land is 131.21 ha (natural forest 96.72 ha, planted forest 34.49 ha). Thus, the area required to implement the replacement forestation plan has decreased by 12.72 ha (natural forest decreased by 26.57 ha, planted forest increased by 13.85 ha).
Need to transfer more than 131 hectares of land to implement the Tan Phu - Bao Loc expressway project
Therefore, in order to complete the dossier for transferring the MĐSDR to submit to the Ministry of Agriculture and Rural Development for consideration and appraisal of the report to the Prime Minister for approval of the policy of transferring the MĐSDR to other purposes, the Department of Agriculture and Rural Development has proposed that the Provincial People's Committee agree on the policy of adjusting the reduction of the area that the investor must fulfill the obligation to plant replacement forests when transferring the MĐSDR to other purposes to implement the above expressway project under the public-private partnership method with the area from 143.93 ha to 131.21 ha.
The area that must be reforested, according to regulations, is "equal to the area of forest converted to MĐSDR for planted forests, and equal to 3 times the area of forest converted to MĐSDR for natural forests". Thus, investors need to fulfill the obligation to reforest an area of 324.65 hectares.
It is expected that the Tan Phu - Bao Loc expressway project will start construction in early September 2023 and be completed in 2026.
