Dong Trieu: Management and sustainable exploitation of mineral resources

Dong Trieu is a locality with diverse mineral resources, so there are many potential risks of illegal exploitation, transportation and trading. The town has directed relevant agencies to strengthen inspection and management to ensure the exploitation and use of mineral resources are effective and in accordance with the law.

Closely following the directions of the Provincial Party Committee, Provincial People's Committee, Town Party Committee, Dong Trieu Town People's Committee, regularly disseminate, thoroughly understand and propagate other relevant leadership and directive documents on the management of coal, mineral and land resources in the area to each party member, cadre, civil servant, employee and worker. Mobilize the active participation of the entire political system and people in the management, supervision and reflection of information related to mineral resources, promptly and thoroughly handle to prevent the formation of mineral hotspots in the town.

Along with that, focus on leading and directing drastic and synchronous solutions, such as: Issuing leadership and direction documents to implement uniformly and consensually from the town to the grassroots level; assigning members of the Standing Committee of the Town Party Committee and Town Party Committee members in charge of the grassroots level to grasp the locality, promptly lead and direct the management, exploitation, transportation, processing and trading of resources, clearly defining responsibilities for the heads of grassroots localities.

Maintain the town's interdisciplinary working group and working groups of communes and wards to strengthen patrol and control work; maintain barriers, checkpoints and camera systems to control and prevent vehicles from transporting coal, slag and other mineral resources;   Continue to lead and direct the review of forest land locations with resources and establish a separate logbook for management; direct the review, inspection, and elimination of all illegal wharfs in the area; maintain a public hotline to receive information from the press and people to promptly handle violations from the town to the grassroots level.

At the same time, well implement the coordination regulations between 4 neighboring localities, including: Dong Trieu Town (Quang Ninh Province), Chi Linh City, Kinh Mon Town (Hai Duong Province), Thuy Nguyen District (Hai Phong City); the coordination regulations between the Town People's Committee and coal industry units, to clarify responsibilities, avoid overlapping in management and protection of resources. Focus on strictly handling the situation of overloaded vehicles, vehicles with extended walls and containers; rectify and end illegal transportation of resources on National Highway 18 and the roadmap to end coal transportation through residential areas; rectify the hiring of individuals and organizations to mine and transport coal; strictly manage socio-economic development projects in the area, resolutely not allowing the situation of taking advantage of illegal resource activities...

For example, for coal resources ,   The town has closely coordinated with the Department of Natural Resources and Environment, functional departments and branches of the province to strictly manage exploration and exploitation activities according to the state management functions in the area; directed the review of forest land locations with coal resources to manage and protect unexploited resources; directed to resolutely not allow project transfers or land use conversions for projects related to resources. Up to now, communes and wards have established separate monitoring books to manage this type of land in accordance with the direction of the Provincial People's Committee.

For non-coal products, the Town People's Committee has issued documents directing the review and requesting coal mining units in the area to have a plan to thoroughly recover coal in screening residues and coal-containing residues at the mining, screening and coal processing sites of the mines to avoid waste and loss of resources; not to transport coal out of the mining site for screening and recovery; strictly prohibiting screening and recovery at inland ports, riverside yards and wharves; the remaining amount of screening residues and coal-containing residues that cannot be recovered at the mine can only be transported out of the mining site for consumption when permitted by competent state agencies and dumped in accordance with the mining plan and waste disposal plan licensed for mining...

In 5 years (2019-2024), the town inspected and handled 64 cases/64 subjects transporting coal and non-coal products of illegal origin, fined over 246 million VND; confiscated 62.5 tons of coal of all kinds; 3,211.69 tons of non-coal products. Regarding other minerals (sand, gravel, clay, landfill soil, mine waste soil for landfill materials...), the town's functional forces inspected, detected, and criminally prosecuted 1 case/1 defendant for violating regulations on research, exploration, and exploitation of resources; administratively sanctioned 41 cases/47 subjects, fined over 424 million VND; confiscated ^1,459.7m3   sand, ^748.5m3   iron-rich soil and ^508.7m3   landfill, ^4.59m3   boulder

With many efforts and solutions in implementing tasks, up to now, the management of mineral resources in Dong Trieu area has been put into order, the work of inspection, supervision, detection and handling of violations in illegal exploitation of resources has been detected and handled promptly; the situation of exploitation, transportation, processing and trading has been controlled; contributing to strengthening people's trust.
