NDO - On December 11, General Secretary To Lam worked with the Standing Committee of Dong Thap Provincial Party Committee on the implementation of the Resolution of the 13th National Party Congress and Directive No. 35-CT/TW of the Politburo on Party congresses at all levels towards the 14th National Party Congress.


Attending the conference were comrades: Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Party Central Committee's Propaganda Department; Tran Hong Ha, Party Central Committee member, Deputy Prime Minister; comrades of the Party Central Committee, leaders of ministries, departments, branches, the Party Central Committee Office, and the General Secretary's Office.

Reporting at the conference, comrade Le Quoc Phong, member of the Party Central Committee, Secretary of the Dong Thap Provincial Party Committee, said: In the 2020-2025 term, the leadership method of the Provincial Party Committee and Party committees at all levels has many innovations and creativity, creating solidarity and unity within the Party and the trust and support of all classes of people. Party committees at all levels have paid attention to leading, directing the implementation and concretization of the implementation of the Resolution of the 13th National Party Congress and the Resolution of the 11th Provincial Party Congress in a timely manner, achieving many outstanding results. Breakthrough tasks have been focused on and achieved positive results.

Party building work in terms of politics, ideology, ethics, organization and cadres has been focused on; inspection, supervision, Party discipline, prevention and fight against corruption, waste and negativity have been effectively implemented. Party development work has achieved good results; management of Party members working abroad has had many positive changes. Mass mobilization work has had many innovations, promoting the role and responsibility of the people in participating in socio-economic development, maintaining security, politics and building the Party and local government.

Implementing Directive No. 35-CT/TW, the Provincial Party Committee Standing Committee has issued an Implementation Plan to ensure progress. Currently, the sub-committees are implementing the plan's tasks, promptly organizing the 12th Provincial Party Congress, term 2025-2030, expected to be held in mid-September 2025. The province has organized a summary of Resolution No. 18-NQ/TW on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently; has established a Steering Committee for reorganizing and streamlining the apparatus and is implementing the work of reviewing and developing detailed plans for arranging and assigning cadres, completing all plans in January 2025.

Economic sectors have developed stably, with some sectors achieving positive results. The economic structure has shifted positively and in the right direction. The value of key products (rice, mango, ornamental flowers, lotus, tra fish) continues to increase and deepen. The socio-economic infrastructure system, especially the transport infrastructure, is increasingly complete. The quality of education, training, health care, culture and society has made many advances and achieved outstanding results. The appearance of rural and urban areas is increasingly spacious and modern. People's income and living standards have increased. Up to now, out of a total of 15 socio-economic targets, 4 targets have been achieved and exceeded the 5-year plan; 6 targets are being implemented, and are likely to be achieved and exceeded. The poverty rate in the province is currently 1.08%; 100% of communes have met the new rural standards; It is expected that by the end of 2024, 8 district-level units will have completed their tasks and met new rural standards; the rate of people participating in health insurance will reach more than 93% of the population; the rate of rural households using clean water will reach an estimated 96.2%...

However, there are 5 socio-economic targets forecasted to be difficult to achieve, in which the average economic growth rate (GRDP) is estimated at 4.93% (the target is to reach an average of 7.5% in the 5 years); the average GRDP per capita is estimated at 77.55 million VND (the target by 2025 is to reach 92 million VND/person/year). The economic structure is shifting slowly; resource mobilization for development investment is still low, the attraction and implementation of large projects is still limited, especially FDI capital and private investment capital.

Concluding the conference, General Secretary To Lam acknowledged and commended the efforts, strivings and results and achievements that the Party Committee, Government and people of Dong Thap province have achieved in the past time. In particular, the province's socio-economy has developed comprehensively, notably the indicators of poverty reduction, health care, culture, education, and people's quality of life have been improved day by day. The province has well implemented the restructuring of the agricultural sector in conjunction with the National Target Program on new rural construction; the appearance of rural and urban areas has changed dramatically. The province pays great attention to developing sustainable, creative agricultural production models, organic agriculture and high technology. The province has more than 453 products recognized as OCOP products with 3 stars, 4 stars and 5 stars.

The General Secretary emphasized that the good news is that the province's private economy is increasingly becoming an important driving force in economic development. The fact that Dong Thap has been in the top 5 localities nationwide in terms of provincial competitiveness index for 16 consecutive years has further highlighted the province's image and become an inspirational factor for many other localities. Dong Thap needs to continue to strongly promote policies and solutions to support the development of the private economy, increasing the contribution of this sector to GRDP from the current 29% to at least 40% in the next 5 years.

Appreciating the province for frankly recognizing and pointing out difficulties and limitations such as the economy has developed but not commensurate with its potential and strengths, some targets are difficult to achieve the set plan, the General Secretary said that Dong Thap has a high percentage of agriculture, so high growth is very difficult, the Party Committee and the provincial government need to focus on research and promptly propose solutions to promote growth. In 2025, the Provincial Party Committee needs to have drastic and decisive solutions to successfully carry out the socio-economic development task, focusing on striving to achieve the highest level of the set targets, especially targets related to economic growth and people's income. Focus on priority solutions to ensure growth goes hand in hand with environmental protection, social security, and best care for people's lives.

Regarding development orientation, the General Secretary affirmed that Dong Thap has a large agricultural land area, a rich river and canal system, fertile land, and a temperate climate, which is very suitable for agricultural development and aquaculture. With the title of "Land of Pink Lotus", the province has the potential to strongly develop eco-tourism associated with nature and cultural conservation. Many famous destinations such as Tram Chim National Park (where red-crowned cranes live - a particularly rare species), Go Thap relic site, Dong Sen Thap Muoi, ... many traditional festivals; rural tourism models, visiting craft villages, fruit gardens, or experiencing river life, ... are all attractive destinations.

The General Secretary pointed out that the province has a number of emerging advantages such as a favorable location, adjacent to the provinces of the key economic region of the Mekong Delta, easily connecting to major markets in the country and Cambodia; having the opportunity to become an important exchange hub according to the development orientation of the Greater Mekong Sub-region with two international border gates, Thuong Phuoc and Dinh Ba. Dong Thap has a population of more than 1.6 million people, of which about 60% are of working age, especially young workers aged 20-35, which is an abundant human resource; workers are highly appreciated for their diligence, patience and sense of responsibility at work. Dong Thap has an education system from primary to university and college, creating a solid foundation for human resource development. The province needs to mobilize all resources to promote the above potentials and advantages, especially the typical strengths to make a breakthrough, contributing positively to the overall development of the Mekong Delta and the country.

The General Secretary emphasized that by 2030, Dong Thap province must develop into a leading province in the Mekong Delta in building ecological agriculture, modern countryside, and civilized farmers; with a vision to 2050, becoming a pioneer province in innovation and economic restructuring towards modernization, opening up opportunities for new economic sectors: ecological economy, freshwater economy, adaptive agriculture, multimodal transport, health care, etc. To realize the above goal, the General Secretary requested the Dong Thap Provincial Party Committee to regularly do a good job in Party building and building the political system. Have a breakthrough mechanism to attract talents; develop human resources with knowledge, skills, innovation, dare to think, dare to do, dare to take responsibility, and strive for the common cause. Direct the drastic implementation of the work of preventing and combating corruption, waste, and negativity. Focus on preparing and organizing party congresses at all levels and the 12th Provincial Party Congress for the 2025-2030 term in accordance with the spirit of Directive No. 35-CT/TW of the Politburo.

The General Secretary suggested that, based on the potentials and advantages, the province should focus on developing high-tech and sustainable agriculture, transforming production models, transforming crop and livestock structures to adapt to the market, adapt to new natural conditions and climate change, and build agricultural value chains associated with deep processing and export. Focus on building and preserving the brand of Dong Thap agricultural products to increase product value. Continue to expand and replicate forms of cooperation and association. Promote sustainable tourism development ; develop tourism associated with preserving culture, nature, and ecology; prioritize upgrading tourism infrastructure, improving traffic connecting tourist destinations. Focus on attracting investment and developing the processing industry, especially agricultural and food processing. Soon deploy the construction of a focal point for agricultural and freshwater aquatic products in the Dong Thap Muoi region in Dong Thap province (as proposed by the province). Proactively strengthen regional cooperation links, closely link with neighboring provinces to develop inter-regional processing industry supply chains. Along with that, the province needs to promote digital economic development and innovation, accelerate digitalization of the economy, and accelerate technology application in all fields.
